Under the terms of thecontract, PPC competes with threelarge business prime vendors andone small business prime vendoron evaluation terms of technicalapproach, past performance,management approach, staffingand personnel approach, and cost.Instructions:When a new opportunity is created,EPA issues a draft TORFP and holdsan Industry Day for bidders tolearn more about the opportunityand have questions answered;followed by issuance of the finalTORFP where bidders are providedtwo weeks to respond throughsubmittal of a written proposal orPowerPoint presentation (the latterof which is concluded with an oralspresentation). Turn-around time onthe prospective client’s review ofthe technical and cost proposal andsubsequent award is typically 3 to 6weeks.
