Cells <strong>and</strong> batteries mustbe manufactured under a quality management programme asspecified <strong>in</strong> <strong>the</strong> ICAO Technical Instructions for <strong>the</strong> Safe Transportof Dangerous Goods by Air. Cells or batteries that are defectivefor safety reasons, or that have been damaged, are forbidden.Any person prepar<strong>in</strong>g or offer<strong>in</strong>g cells or batteries with or <strong>in</strong>equipment for transport must receive adequate <strong>in</strong>structionon <strong>the</strong> requirements commensurate with <strong>the</strong>ir responsibilities.The consignment must be accompanied with a document withan <strong>in</strong>dication that <strong>the</strong> package conta<strong>in</strong>s lithium metal cells orbatteries; that <strong>the</strong> package must be h<strong>and</strong>led with care <strong>and</strong> thata flammability hazard exists if <strong>the</strong> package is damaged; thatspecial procedures must be followed <strong>in</strong> <strong>the</strong> event <strong>the</strong> package isdamaged, to <strong>in</strong>clude <strong>in</strong>spection <strong>and</strong> repack<strong>in</strong>g if necessary; <strong>and</strong>also a telephone number for additional <strong>in</strong>formation. Cells <strong>and</strong>batteries must be packed <strong>in</strong> <strong>in</strong>ner packag<strong>in</strong>gs that completelyenclose <strong>the</strong> cell or battery. Cells <strong>and</strong> batteries must be protectedaga<strong>in</strong>st short circuit, <strong>in</strong>clud<strong>in</strong>g protection aga<strong>in</strong>st contact withconductive materials with<strong>in</strong> <strong>the</strong> same packag<strong>in</strong>g that could leadto a short circuit. The equipment sent with cells or batteries mustbe packed <strong>in</strong> strong rigid packag<strong>in</strong>g <strong>and</strong> must be secured aga<strong>in</strong>stmovement with<strong>in</strong> <strong>the</strong> outer packag<strong>in</strong>g <strong>and</strong> packed to preventaccidental activation. Lithium battery h<strong>and</strong>l<strong>in</strong>g label to be applied(see page 40).
