Any person prepar<strong>in</strong>g oroffer<strong>in</strong>g cells or batteries with or <strong>in</strong> equipment for transport mustreceive adequate <strong>in</strong>struction on <strong>the</strong> requirements commensuratewith <strong>the</strong>ir responsibilities. Cells <strong>and</strong> batteries must be protectedaga<strong>in</strong>st short circuit.The equipment conta<strong>in</strong><strong>in</strong>g cells or batteries must be packed <strong>in</strong>strong rigid packag<strong>in</strong>g <strong>and</strong> must be secured aga<strong>in</strong>st movementwith<strong>in</strong> <strong>the</strong> outer packag<strong>in</strong>g <strong>and</strong> packed to prevent accidentalactivation.
