Why are driverlicences changing?SAMPLEUnder EU law, Ireland will introducea standard ‘credit card’ sized plasticlicence by 19 January 2013. The new-style plastic cardlicence will be issued to anyone applying for a new licence or renewingtheir licence on or after 19 January 2013. It will be introduced for bothlearner permits and full driving licences. From 19 January to September 2013, you will still apply for your learner permit or fulllicence through your local Motor Tax Office. You won’t, though, be able to get your licenceover the counter. Instead, you will receive it in the post. This is because the new-stylelicence has increased security features and each one is produced individually by a specialistcard producer.From September 2013, all applications will be handled by a new service provider, theNational Driver Licence Service (<strong>NDLS</strong>). Motor Tax Offices will no longer be involved withthe driver licensing service. (See ‘Is there a new service provider?’ below.)I just got my licence renewed recently.Do I need to get a new one?No. Your paper licence, which was issued before 19 January 2013, is valid until the expirydate. How will this new system make a difference to me?The new system will provide you with:n a driving licence or learner permit that is easily recognisable throughout Europe;n an identity validation process that meets the safety standard set by the states fromSeptember 2013;n increased customer service with flexible office opening hours and improved onlineservices from September 2013.Can I use my new permit or licence as ID?This is a matter for the party looking for ID. However, the new-style licence has a high levelof security features and is a good form of identity. As each card is individually processed,it cannot be altered and is less likely to be used fraudulently.My licence expires on 10 January 2013. Can I wait until after19 January to get the new one?You must hold a current licence at all times as it is an offence to drive on a public roadwithout having a valid driving licence.Can I sign up as an organ donor on the new-style licence?Yes. The new card will have a code giving this information.Is there a new service provider?Yes. From 19 January 2013, the <strong>Road</strong> <strong>Safety</strong> <strong>Authority</strong> (RSA) will have responsibility for drivinglicences in Ireland and its National Driver Licence Service (<strong>NDLS</strong>) will deliver the service.At present, driving licences are handled by local authority Motor Taxation Offices. Thisfunction will be handed over to the <strong>NDLS</strong> by September 2013.
