Evenwith those challenges onecontract<strong>in</strong>g office cont<strong>in</strong>ues to worktoward improv<strong>in</strong>g relations with thelocal population <strong>in</strong> <strong>Afghanistan</strong>.Maj. David Troutman, an operationsofficer for the 903rd Cont<strong>in</strong>gencyContract<strong>in</strong>g Battalion <strong>in</strong>Kaiserslautern, Germany, is thecurrent Salerno RegionalContract<strong>in</strong>g Center chief on theground <strong>in</strong> to <strong>Afghanistan</strong>. He andhis team of Army and Air Forceservice members, contractors andAfghan local nationals supportcontract<strong>in</strong>g actions for Task ForceDuke, 3rd Brigade, 1st Infantry Division.Air Force Staff Sgt. Petraeus, thecurrent Commander, International Security Assistance Force and U. S. Forces <strong>Afghanistan</strong>, Troutman and


his team of professionals support contract<strong>in</strong>g actions for Task Force Duke, 3rd Brigade, 1st InfantryDivision.Troutman’s Team has been <strong>in</strong>strumental <strong>in</strong> provid<strong>in</strong>g the best contract<strong>in</strong>g service possible to morethan 40 forward operat<strong>in</strong>g bases and combat outposts <strong>in</strong> TF Duke’s Area of Operation. The RCC alsocoord<strong>in</strong>ates with various units <strong>in</strong> their AO regard<strong>in</strong>g contract<strong>in</strong>g <strong>in</strong>telligence, plans and operations andthe development of new partnerships.One specific effort of the RCC isthe execution of regular tra<strong>in</strong><strong>in</strong>gsessions with local vendors tohelp develop and improve localbus<strong>in</strong>esses. These monthlysessions help set up a dialogueto improve future bus<strong>in</strong>essrelations.More specifically, RCC hasteamed with the Air Force’sExpeditionary Prime BaseEng<strong>in</strong>eer Emergency ForceSquadron on shar<strong>in</strong>g lessonslearned throughout the regionas well as provide hands ontra<strong>in</strong><strong>in</strong>g <strong>in</strong> the area ofconstruction.“The RCC strives to hold tra<strong>in</strong><strong>in</strong>gsessions with groups of 10 orThe Salerno, <strong>Afghanistan</strong> Regional Contract<strong>in</strong>g Center team members pose withlocal Afghanis after host<strong>in</strong>g a monthly tra<strong>in</strong><strong>in</strong>g session that helps build a betterdialogue to improve future bus<strong>in</strong>ess relations, June 7. (Photo courtesy of <strong>409th</strong>Contract<strong>in</strong>g <strong>Support</strong> Brigade)less to foster more <strong>in</strong>teraction and ensure the contractors feel comfortable ask<strong>in</strong>g questions,” saidTroutman. “The tra<strong>in</strong><strong>in</strong>g helps promote that one on one mentor<strong>in</strong>g.”The session focus is on construction and contract adm<strong>in</strong>istration. The RCC is able to learn the variousproblems contractors are hav<strong>in</strong>g with the contracts and statements of work <strong>in</strong> addition to shar<strong>in</strong>g issuesthey have seen on various projects. The sessions are an <strong>in</strong>tegral piece to help build the <strong>in</strong>frastructureand ensure an economically viable future for <strong>Afghanistan</strong>.“Our contract<strong>in</strong>g has improved the lives of many Afghans, enhanced <strong>in</strong>frastructure, delivered essentialservices, supported local bus<strong>in</strong>esses, <strong>in</strong>creased employment, and fostered economic development,”accord<strong>in</strong>g to Petraeus <strong>in</strong> his COIN Contract<strong>in</strong>g Guidance.In 2010, the Salerno contract<strong>in</strong>g office wrote contracts for more than $80 million dollars.
