6.2 Recommendation(i)Insert a new sentence at the end of paragraph 7.1.1 asfollows: Also, where appropriate, the Council will seek to linkcommunity involvement initiatives on different LocalDevelopment Documents, for example, where aSupplementary Planning Document (SPD) and aDevelopment Plan Document (DPD) are prepared in parallelbecause the detail set out in the former is fundamental to theearly delivery of policies in the latter.Test 77.1 Section 5.9 of the SCI explains how the Council will deal withrepresentations on LDDs. Paragraph 5.9.1 (as amended in theschedule) affirms that the Council will give full consideration to allthe comments and representations received and that these willprovide an input to the decision making process. Feedback will begiven regarding the outcomes of the representations (seeparagraphs 5.9.2-5.9.4). Further explanation of how those whowish to be involved in shaping the future of the District can do so isprovided throughout Chapter 5 and in Figures 2 and 3 whichdescribe the different stages of production of DPDs and SPDs andhow decisions will be made about their content. There are explicitreferences to the formal processes for reporting back on theoutcome of community involvement. Taking the document as awhole, the Council’s commitment to developing an effectivedialogue with the community and stakeholders is very clear.7.2 This test has been met.Test 88.1 Section 7.2 sets out how the SCI will be monitored and reviewed.There is specific reference to monitoring the success of theconsultation methods set out within the SCI and taking account ofthe feedback received. Paragraph 7.2.1 states that the documentwill be reviewed after three years. However, there should be aspecific reference to reporting the outcome of continuousmonitoring in the Annual Monitoring Report and the SCI should alsoexplain how any changes deemed necessary to the document willbe taken forward. I recommend additional text accordingly.8.2 Recommendation(i)Reword paragraph 7.2.1 as follows:This document will be reviewed after three years. However,as part of the monitoring process there will be an on-goingassessment of the effectiveness of the consultationtechniques used and this will be reported in the AnnualMonitoring Report.
