necessary as a result of the Annual Monitoring Report will bereflected in the production and submission of a revised LocalDevelopment Scheme (LDS).Test 99.1 Chapter 6 of the SCI sets out the Council’s policies and proceduresfor consultation on planning applications and makes clear how theresults of consultation will be reported and will inform decisions. Itexplains the various procedures for consultation on applications ofdifferent types and significance. Ways in which the community willbe involved are explained clearly, and this includes provision forcommunity involvement before an application is made (see section6.2). Overall, Chapter 6 sets out clear policy and procedures whichexceed the minimum requirements of the legislation. But forconsistency, Forest of Dean Friends of the Earth should be added tothe list of consultees in Annex 9.9.2 Recommendation(i)Amend Annex 9 by including Forest of Dean Friends of theEarth.Other Matters10.1 As referred to above, a number of amendments that the Councilproposes in response to the representations or to correct/updatethe SCI are set out in a schedule that has been submitted at myrequest (Appendix B). I have considered these in terms of the testsof soundness and I recommend that the SCI should be amended asset out in the schedule.
