董 事 會Board of Directors務 進 行 討 論 , 並 向 董 事 會 作 出 建 議 。 另 董 事 會 主 席及 副 主 席 亦 為 已 成 立 法 團 校 董 會 屬 校 的 法 團 校 董 會成 員 , 參 與 有 關 屬 校 管 理 事 務 。which give recommendations to the Board of Directors on different areas.The Chairman and Vice-chairmen also serve on respective IncorporatedManagement Committees of Po Leung Kuk affiliated schools taking anactive part in the management of these schools.為 加 強 與 民 政 事 務 局 的 聯 繫 , 董 事 會 會 與 該 局 代 表隔 月 舉 行 座 談 會 , 本 屆 由 民 政 事 務 總 署 助 理 署 長 陳帥 夫 先 生 , JP 聯 同 總 聯 絡 主 任 葉 鑑 波 先 生 及 高 級 聯絡 主 任 胡 素 蘭 女 士 代 表 出 席 。 董 事 會 在 二 零 一 二 年一 月 十 三 日 與 顧 問 局 舉 行 每 年 一 度 的 聯 席 會 議 , 顧問 局 主 席 民 政 事 務 局 局 長 曾 德 成 先 生 , GBS, JP 親 臨主 持 , 會 上 主 席 向 顧 問 局 匯 報 任 內 重 要 事 項 。To foster close partnership, the Board of Directors held meetings withrepresentatives of the Home Affairs Bureau once every two months.During the term, the Bureau was represented by Mr Andy CHAN, JP,Assistant Director of Home Affairs, Mr Edward IP, Chief Liaison Officer,and Ms Shirley WU, Senior Liaison Officer, at such meetings. On 13thJanuary 2012, the Advisory Board and the Board of Directors held theirAnnual Joint Meeting, where the Chairman of the Kuk reported on theyear’s work. The meeting was chaired by Mr TSANG Tak-shing, GBS, JP,Secretary for Home Affairs, as the Chairman of the Advisory Board.本 局 主 席 為 鄧 肇 堅 何 添 慈 善 基 金 聯 席 主 席 , 第 一 、第 二 副 主 席 為 當 然 委 員 , 社 會 福 利 署 署 長 為 該 基 金信 託 人 。 另 本 局 主 席 亦 為 蒲 魯 賢 信 託 基 金 和 葛 量 洪獎 學 基 金 委 員 會 當 然 委 員 。The Chairman of Po Leung Kuk serves as the co-chairman of the TangShiu Kin and Ho Tim Charitable Fund, while the First and Second Vice-Chairmen serve as the Fund’s ex-officio members. The Director of SocialWelfare is the Trustee of the Fund. The Chairman also serves as an exofficiomember of the Brewin Trust Fund and the Grantham ScholarshipsFund.屆 初 董 事 會 先 後 拜 會 勞 工 及 福 利 局 局 長 、 教 育 局 局長 、 運 輸 及 房 屋 局 常 任 秘 書 長 ( 房 屋 ) 兼 房 屋 署 署長 和 社 會 福 利 署 署 長 , 簡 介 本 屆 工 作 計 劃 。 此 外 ,又 獲 邀 請 出 席 立 法 會 招 待 六 間 慈 善 機 構 的 茶 會 。Shortly after inauguration, the Board made courtesy calls to Secretaryfor Labour and Welfare, Secretary for Education, Permanent Secretary forTransport and Housing (Housing) cum Director of Housing, and Directorof Social Welfare. During these visits, the Board exchanged views onvarious topics of common interest with the officials present. 小 學 下 午 校 合 併 為 西 區 婦 女 福 利 會 馮 李 佩 瑤 小 學 在新 址 辦 學 , 兩 校 的 上 午 校 則 轉 為 全 日 制 學 校 ; 此外 , 又 新 辦 思 培 基 金 香 港 外 國 記 者 會 教 育 服 務 中心 , 為 區 內 弱 勢 家 庭 的 兒 童 提 供 免 費 的 英 語 和 普 通話 語 文 培 訓 。 本 局 亦 繼 續 在 學 與 教 方 面 為 屬 校 提 供支 援 , 並 且 開 拓 更 多 類 型 的 課 外 活 動 , 讓 有 不 同 潛能 的 學 生 各 展 所 長 , 繼 成 功 創 立 屬 下 中 學 聯 校 管 弦樂 團 後 , 又 促 成 屬 下 小 學 聯 校 中 樂 團 之 成 立 。 本 屆又 與 衞 生 署 合 辦 「 齊 來 建 立 無 煙 社 區 」 計 劃 , 向 屬校 宣 傳 反 吸 煙 訊 息 , 廣 邀 屬 校 學 生 加 入 成 為 「 無 煙學 生 大 使 」, 推 廣 無 煙 文 化 , 履 行 公 民 責 任 。K T Chong No 2 Primary School PM and Leung Chow Shun Kam PrimarySchool PM, merged into one and moved to new premises under thename of Women’s Welfare Club Western District Fung Lee Pui Yiu PrimarySchool, while the AM sessions of the two schools extended their servicesand operated as whole-day schools. A new service unit, the SproutsFoundation and FCC Education Services Centre, also started operationoffering free English and Putonghua classes for underprivileged childrenin the Shatin district. Apart from providing support to its affiliatedschools in the areas of teaching and learning, the Board has also beeninstrumental to the promotion and implementation of a wide rangeof extra-curricular activities for the social and personal developmentof the students. Riding on the success of the Joint Secondary SchoolsOrchestra, the Joint Primary School Chinese Orchestra was set up inthe year. Working in collaboration with the Department of Health, theKuk launched the “Let’s Build a Smoke Free Community” Campaign topromote anti-smoking among students and engage students as smokefreeambassadors to help spread the message.社 會 服 務 也 有 長 足 的 發 展 。 家 庭 服 務 方 面 , 推 行 了「 保 寶 天 使 」 鄰 里 支 援 幼 兒 照 顧 計 劃 , 招 募 社 區 保姆 提 供 幼 兒 託 管 服 務 , 又 舉 辦 「 活 出 新 天 地 」 婦 女及 兒 童 充 權 計 劃 , 幫 助 曾 經 遭 遇 家 庭 暴 力 的 婦 女和 兒 童 重 建 新 生 活 。 在 培 育 幼 兒 方 面 , 有 針 對 有特 殊 教 育 需 要 幼 兒 的 「 孩 子 心 窗 」 兒 童 及 家 長 支 援計 劃 和 「 悅 講 悅 讀 愈 理 解 計 劃 」, 也 有 為 基 層 家 庭的 高 能 力 幼 兒 而 設 的 「 全 方 位 領 袖 培 育 計 劃 」, 以及 讓 幼 兒 特 殊 和 普 通 幼 兒 學 習 融 洽 相 處 的 「 傷 健 共融 畫 出 彩 虹 計 劃 」。 兒 童 及 青 少 年 服 務 方 面 , 本 局參 與 了 勞 工 及 福 利 局 第 三 批 兒 童 發 展 基 金 計 劃 ; 又推 行 「 終 身 美 麗 」 少 女 人 生 導 向 計 劃 和 「 創 出 SunTeen」 青 少 年 發 展 導 向 計 劃 。 安 老 服 務 方 面 , 本局 「 東 涌 護 老 院 」 和 「 深 水 埗 長 者 日 間 護 理 中 心 」在 年 內 開 幕 , 又 承 辦 醫 院 管 理 局 「 離 院 長 者 綜 合 支援 計 劃 」 兩 支 服 務 隊 ; 另 外 , 本 局 在 屬 下 張 麥 珍 耆樂 中 心 首 次 提 供 中 醫 義 診 , 為 本 局 開 拓 醫 療 服 務 邁出 重 要 一 步 , 而 「 步 步 為 營 」 長 者 防 跌 計 劃 、「 耆才 發 展 計 劃 」、「 居 家 安 老 」 復 康 用 品 站 等 支 援 長者 居 家 安 老 的 計 劃 也 相 繼 在 屆 內 推 行 。 康 復 服 務 方面 , 天 澤 宿 舍 遷 至 較 大 單 位 , 並 增 加 服 務 名 額 , 而天 澤 工 場 則 與 天 澤 宿 舍 原 址 合 併 , 轉 型 為 職 業 服 務中 心 ; 地 區 支 援 中 心 ( 沙 田 ) 亦 遷 往 固 定 單 位 , 繼續 為 區 內 殘 疾 人 士 提 供 多 元 化 的 社 區 支 援 服 務 。This year also saw considerable development in social services. For familyservices, the Kuk introduced the Child’s Angel – Neighbourhood SupportChild Care Project by recruiting baby-sitters from within the communityto provide child care services to needy parents in the district. The Kukalso launched the Whole New Life – Women and Children EmpowermentProject to help women and children who were victims of family violenceto stand on their own feet. There were a number of projects for children:the Touching Children’s hearts – Support Project for Children and Parentsand A Voyage to Happy Speaking and Reading were for those with speciallearning needs, and the Unlimited Children Potential Programme was forthe development of children with high ability. The Magic Rainbow – theArt of Caring project promoted the integration of children with specialneeds with normal children. At the same time, the Kuk has become oneof the operators of the Child Development Fund Third Batch projectslaunched by the Labour and Welfare Bureau. For youth services, therewere the Towards a Beautiful Life project and Project Sun Teen. For elderlyservices, Tung Chung Home for the Elderly, Sham Shui Po Day CareCentre for the Elderly and two support teams of the Integrated DischargeSupport Programme for Elderly Patients started operation. Besides,the Kuk has just started to provide free Chinese medical practitionerconsultation services at its Mrs Maria Cheung Lifelong Learning Institutefor the Senior, taking an important first step towards providing medicalservice. 董 事 會Board of DirectorsCareer and Possible Ways for Home Care – Rehabilitation EquipmentBank for Elders were implemented during the year. On rehabilitationservices, the Tin Chak Hostel was relocated to a new site with increasedservice capacity. The original site of Tin Chak Hostel was allocated to TinChak Workshop enabling the latter to be converted into a vocationalservices centre. District Support Centre (Shatin) moved to its permanentpremises, and continued to provide a variety of support services forpeople with disabilities in the district.屆 內 蒙 各 界 人 士 及 本 局 同 人 的 支 持 與 關 顧 , 籌 得 破紀 錄 的 二 億 三 千 萬 元 善 款 , 成 績 美 滿 , 在 此 謹 向 各界 善 長 致 以 衷 心 謝 意 。 其 中 港 大 保 良 社 區 書 院 獲 全體 辛 卯 年 董 事 會 成 員 贊 助 舉 辦 「 保 良 局 辛 卯 年 董 事會 北 京 天 津 體 驗 團 」, 以 及 本 屆 多 位 董 事 會 成 員捐 款 成 立 多 個 獎 學 金 , 包 括 梁 寶 珠 副 主 席 捐 款 之 梁德 學 術 卓 越 獎 學 金 、 鄭 錦 鐘 副 主 席 捐 款 之 鄭 錦 鐘 學術 卓 越 獎 學 金 、 梁 安 琪 副 主 席 捐 款 之 梁 安 琪 海 外 學術 交 流 獎 學 金 、 杜 振 源 總 理 捐 款 之 杜 振 源 學 術 卓 越獎 學 金 。Fund raising efforts enjoyed great success, and the charitable proceedsthis year reached a record high of over $230 million. The Board is gratefulto donors from all sectors for their generous contributions. In particular,it is worth mentioning that the HKU SPACE Po Leung Kuk CommunityCollege received sponsorhips from the 2011-12 Board of Directors tolaunch the Po Leung Kuk Board of Directors 2011-12 Beijing/TianjinExperience Scheme.
