Mr Collington proposed that as there had been no proven increase in the population thenperhaps it would be wise to await the results of the 2011 census especially in the light of thecash strapped <strong>NHS</strong>. Also there are no new GP surgeries or doctors so it should be declined.The Chair then invited Mr Tait, Boots UK <strong>Ltd</strong> to sum up his representationMr Tait stated that the applicant had not proven that there was a lack of services to the areaand therefore the application failed.The Chair then invited Mr Razzaq, to sum up in relation to the application by <strong>Elixir</strong><strong>Healthcare</strong> <strong>Ltd</strong>Mr Razzaq read the following pre-prepared summary:“The neighbourhood is that of Orbiston. It is a discrete deprived neighbourhood and is onefor all purposes. Within its boundaries there are currently no contract pharmacies. The currentpharmaceutical services are clearly not adequate, a point emphasised by the electedrepresentatives of the local community together with several notes of complaint from localpeople during the public consultation. They feel that they are being denied access to goodpharmaceutical services and a long walk or bus journey does nothing to alleviate this. Theprovision of a full range of face to face pharmacy provisions under the new contract will beof particular value to this deprived community, where currently there are no GP serviceslocated either. Granting of this contract would secure services and for these reasons webelieve it to be both necessary and desirable.”Retiral of PartiesThe Chair then invited the Applicant and Interested Parties to confirm whether or not theyconsidered that they had received a fair hearing, and that there was nothing further theywished to add. Having been advised that all parties in attendance were satisfied, the Chairthen informed them that the Committee would consider the application and representationsprior to making a determination, and that a written decision with reasons would be prepared,and a copy sent to them as soon as possible. Parties were also advised that anyone wishing toappeal against the decision of the Committee would be informed in the letter as to how to doso and the time limits involved.At the Chair’s request Mr Razzaq, Mr Brown, Mrs Stitt, Mr McWhirter, Mr Collington, MrTait and Ms Toshner withdrew from the meeting.Supplementary SubmissionsFollowing consideration of the oral evidenceTHE COMMITTEEnoted:i. that they had each independently undertaken a site visit of the town of Bellshill notingthe location of the proposed premises, the pharmacies, the general medical practices,and some of the facilities and amenities within.- 22 -
