17 September 2012CALL FOR PROPOSALSThe operati<strong>on</strong> of <strong>the</strong> urban l<strong>and</strong> market: <str<strong>on</strong>g>two</str<strong>on</strong>g> <str<strong>on</strong>g>studies</str<strong>on</strong>g> <strong>on</strong> <strong>how</strong> <strong>the</strong> <strong>poor</strong> <strong>access</strong>,<strong>hold</strong> <strong>and</strong> <strong>trade</strong> l<strong>and</strong>, in malawi <strong>and</strong> mozambique1. Introducti<strong>on</strong><strong>Urban</strong> L<strong>and</strong>Mark’s Tenure Security Facility Sou<strong>the</strong>rn Africa Programme 2012, supported byCities Alliance <strong>and</strong> with co-funding from UKaid, is providing technical assistance <strong>and</strong> advisoryservices <strong>on</strong> incrementally securing tenure in slum upgrading. The work aims to c<strong>on</strong>tribute toimproved <strong>access</strong> to l<strong>and</strong> for <strong>poor</strong>er people, which in turn c<strong>on</strong>tributes to improved livelihoods,active citizenship <strong>and</strong> asset creati<strong>on</strong>.The Tenure Security Facility extends <strong>and</strong> exp<strong>and</strong>s <strong>on</strong> work <strong>Urban</strong> L<strong>and</strong>Mark has undertakenover <strong>the</strong> past six years. This work is making a significant impact in changing <strong>the</strong> profile of <strong>the</strong>need for incremental tenure in <strong>the</strong> slum upgrading process <strong>and</strong> thinking around <strong>how</strong> thisshould occur (see <strong>Urban</strong> L<strong>and</strong>Mark’s approach atwww.urbanl<strong>and</strong>mark.org.za/downloads/inc_securing_tenure.pdf).The Tenure Security Facility project managed by <strong>Urban</strong> L<strong>and</strong>Mark wishes to commissi<strong>on</strong> <str<strong>on</strong>g>two</str<strong>on</strong>g><str<strong>on</strong>g>studies</str<strong>on</strong>g> <strong>on</strong> <strong>how</strong> <strong>the</strong> <strong>poor</strong> <strong>access</strong>, <strong>hold</strong> <strong>and</strong> <strong>trade</strong> l<strong>and</strong>. One study will be in <str<strong>on</strong>g>two</str<strong>on</strong>g> settlements inLil<strong>on</strong>gwe, Malawi. The o<strong>the</strong>r study will be in Mozambique. Although site selecti<strong>on</strong> is not yetfinal, <strong>the</strong> Mozambican study is likely to take place in Tete, with a growing coastal town such asInhambane or Vilancoulos as alternatives.


c) Method<strong>Urban</strong> L<strong>and</strong>Mark has undertaken several similar <str<strong>on</strong>g>studies</str<strong>on</strong>g> in o<strong>the</strong>r cities in Sou<strong>the</strong>rn Africa.Relati<strong>on</strong>ships have already been developed for <strong>the</strong> <str<strong>on</strong>g>two</str<strong>on</strong>g> <str<strong>on</strong>g>studies</str<strong>on</strong>g> in this proposal call. As a result,<strong>the</strong> following methodology has been developed <strong>and</strong> should be applied in both <str<strong>on</strong>g>studies</str<strong>on</strong>g>.1 Preparati<strong>on</strong> Phase1.1 Participate in an initial site visit to each city/ town with <strong>the</strong> Tenure Security Facilityproject manager <strong>and</strong> local partners.1.2 Adapt <strong>the</strong> existing Operati<strong>on</strong> of <strong>the</strong> Market survey instrument for applicati<strong>on</strong> in each casestudy site, in close collaborati<strong>on</strong> with <strong>the</strong> Tenure Security Facility project manager.1.3 Undertake short, focused sec<strong>on</strong>dary research to provide a policy <strong>and</strong> legal c<strong>on</strong>text in eachsite.2 Survey <str<strong>on</strong>g>two</str<strong>on</strong>g> settlements each in Lil<strong>on</strong>gwe <strong>and</strong> Tete (or an alternative town)2.1 Develop a sampling frame for all research sites. The surveys undertaken in each siteshould be statistically significant.2.2 Train field workers in <strong>the</strong> use of <strong>the</strong> survey.2.3 Pilot <strong>the</strong> survey in 10 house<strong>hold</strong>s in each of <strong>the</strong> <str<strong>on</strong>g>two</str<strong>on</strong>g> settlements in both country <str<strong>on</strong>g>studies</str<strong>on</strong>g>.2.4 Finalise <strong>the</strong> survey instrument, making adjustments based <strong>on</strong> <strong>the</strong> pilot outcomes wherenecessary.2.5 Administer <strong>the</strong> survey.2.6 M<strong>on</strong>itor <strong>and</strong> quality c<strong>on</strong>trol <strong>the</strong> survey administrati<strong>on</strong>, including cross-checking <strong>the</strong>sampling <strong>and</strong> data collecti<strong>on</strong> methodology to ensure <strong>the</strong> integrity of <strong>the</strong> survey as astatistically sound process.2.7 Advise <strong>the</strong> Tenure Security Facility project manager <strong>on</strong> <strong>the</strong> quality, statistical efficacy <strong>and</strong>accuracy of its survey in each selected site.2.8 Complete, clean <strong>and</strong> capture <strong>the</strong> survey results in a statistical package for analysis, which<strong>the</strong> Tenure Security Facility project manager will be able to <strong>access</strong>.2.9 Analyse <strong>the</strong> data, <strong>and</strong> record <strong>the</strong> observable trends from <strong>the</strong> data.3 Additi<strong>on</strong>al research <strong>and</strong> c<strong>on</strong>sultati<strong>on</strong>3.1 C<strong>on</strong>duct a stake<strong>hold</strong>er workshop <strong>on</strong> behalf of <strong>the</strong> Tenure Security Facility project in eachcase study site to present <strong>and</strong> obtain feedback <strong>on</strong> survey findings. The Tenure SecurityFacility project <strong>and</strong> its local partners will identify <strong>the</strong> relevant stake<strong>hold</strong>ers.3.2 C<strong>on</strong>duct select, in-depth stake<strong>hold</strong>er interviews with local leaders, government officials<strong>and</strong> o<strong>the</strong>r identified expertise to support <strong>the</strong> case study c<strong>on</strong>texts <strong>and</strong> analysis of <strong>the</strong>findings. These stake<strong>hold</strong>ers will be identified at <strong>the</strong> initial site visits by <strong>the</strong> appointedc<strong>on</strong>sultants <strong>and</strong> <strong>the</strong> Tenure Security Facility project manager.4


4. Report writing <strong>and</strong> finalisati<strong>on</strong>4.1 Produce a detailed narrative descripti<strong>on</strong> of <strong>the</strong> survey results.4.2 Produce a detailed narrative analysis of <strong>the</strong> survey results, not less than 30 pages inlength, which identifies <strong>the</strong> key trends in urban l<strong>and</strong> markets emerging from <strong>the</strong> surveydata, provides an interpretati<strong>on</strong> of <strong>the</strong> results <strong>and</strong> discusses <strong>the</strong> findings.4.3 Finalise <str<strong>on</strong>g>two</str<strong>on</strong>g> case study reports which:4.3.1 Both incorporate <strong>and</strong> interpret <strong>the</strong> survey results4.3.2 Provide a policy <strong>and</strong> legal c<strong>on</strong>textual background to <strong>the</strong> case <str<strong>on</strong>g>studies</str<strong>on</strong>g>4.3.3 Make proposals regarding <strong>the</strong> policy implicati<strong>on</strong>s of <strong>the</strong> survey findings4.3.4 Include graphic informati<strong>on</strong> collected in <strong>the</strong> course of <strong>the</strong> research <strong>and</strong>provided by <strong>the</strong> Tenure Security Facility project <strong>and</strong> its partners, such asphotographs <strong>and</strong> maps relevant to each of <strong>the</strong> <str<strong>on</strong>g>two</str<strong>on</strong>g> study sites.4.4 Present <strong>the</strong> findings to <strong>the</strong> Tenure Security Facility project manager/stake<strong>hold</strong>ers inPretoria.4.5 H<strong>and</strong> over all <strong>the</strong> questi<strong>on</strong>naires pertaining to <strong>the</strong> research to <strong>the</strong> Tenure Security Facilityproject manager after <strong>the</strong> completi<strong>on</strong> of <strong>the</strong> study.4.6 Provide all <strong>the</strong> digital data, including <strong>the</strong> complete database with results, to <strong>the</strong> TenureSecurity Facility project manager in an appropriate <strong>and</strong> <strong>access</strong>ible format.4. Invitati<strong>on</strong>You are invited to submit proposals to do <strong>the</strong> work according to <strong>the</strong> descripti<strong>on</strong> of <strong>the</strong> projectintenti<strong>on</strong> <strong>and</strong> <strong>the</strong> project method <strong>and</strong> scope outlined above, <strong>and</strong> <strong>the</strong> basis for <strong>the</strong> workdescribed below. Proposals are due by Thursday 4 October 2012 at 15h00.Proposals to undertake this project must include:• A clear indicati<strong>on</strong> of whe<strong>the</strong>r a submissi<strong>on</strong> is being made to undertake <strong>on</strong>e of <strong>the</strong> <str<strong>on</strong>g>studies</str<strong>on</strong>g>(<strong>and</strong> in this case, which <strong>on</strong>e) or both <str<strong>on</strong>g>studies</str<strong>on</strong>g> (ei<strong>the</strong>r approach will be c<strong>on</strong>sidered) <strong>and</strong>budgets for each study.• The proposed approach to <strong>the</strong> work, <strong>and</strong> a detailed methodology which both resp<strong>on</strong>ds to<strong>and</strong> builds up<strong>on</strong> <strong>the</strong> method proposed here, <strong>and</strong> phasing of <strong>the</strong> work with levels of effort.o An underst<strong>and</strong>ing of <strong>the</strong> ‘Making Markets Work for <strong>the</strong> Poor’ approach asadvocated by <strong>Urban</strong> L<strong>and</strong>Mark will be sought for in <strong>the</strong> proposal.o Proposers should provide a clear indicati<strong>on</strong> of <strong>the</strong> number of stake<strong>hold</strong>er interviews<strong>the</strong>y will undertake in each study.• Proposals should indicate in-country knowledge <strong>and</strong> experience, <strong>and</strong> appropriate statisticalexpertise.• Statement of qualificati<strong>on</strong>s of organisati<strong>on</strong>(s) or individual(s).• The names <strong>and</strong> CVs of team members resp<strong>on</strong>sible for different aspects of <strong>the</strong> work. Inparticular, indicati<strong>on</strong>s should be given of (i) statistical expertise of <strong>the</strong> individual resp<strong>on</strong>siblefor <strong>the</strong> surveys (survey instrument adaptati<strong>on</strong>, field worker training, survey piloting,administrati<strong>on</strong>, quality assurance <strong>and</strong> m<strong>on</strong>itoring, data input <strong>and</strong> analysis); (ii) research <strong>and</strong>l<strong>and</strong> sector expertise for interpreting <strong>the</strong> survey results, providing country <strong>and</strong> city/townspecific c<strong>on</strong>textual background, proposal implicati<strong>on</strong>s <strong>and</strong> report writing; <strong>and</strong> (iii)management expertise for overseeing <strong>the</strong> work.5


• An offer to do <strong>the</strong> work for a fixed sum.o Per study: up to R330 000 for professi<strong>on</strong>al fees, up to R50 000 for travel <strong>and</strong> up toR50 000 for <strong>the</strong> stake<strong>hold</strong>er workshop, all including value-added tax, <strong>and</strong>/or alllocally applicable taxes <strong>and</strong> charges.o For both <str<strong>on</strong>g>studies</str<strong>on</strong>g>: up to R660 000 for professi<strong>on</strong>al fees, up to R100 000 for travel <strong>and</strong>up to R100 000 for <strong>the</strong> <str<strong>on</strong>g>two</str<strong>on</strong>g> stake<strong>hold</strong>er workshops, all including value-added tax,<strong>and</strong>/or all locally applicable taxes <strong>and</strong> charges.• The proposed fee structure.• A clear indicati<strong>on</strong> of cost breakdowns, including costs of primary data collecti<strong>on</strong> relative toprofessi<strong>on</strong>al fees <strong>and</strong> o<strong>the</strong>r disbursements.o The budget proposal should take into account that <strong>Urban</strong> L<strong>and</strong>Mark has alreadydeveloped a draft survey instrument <strong>and</strong> a proposed methodology.o In additi<strong>on</strong>, <strong>the</strong> proposal should take into account that <strong>the</strong> Tenure Security Facilityproject has secured <strong>access</strong> channels for <strong>the</strong> research already <strong>and</strong> takes resp<strong>on</strong>sibilityfor settlement selecti<strong>on</strong>. In Lil<strong>on</strong>gwe we have established a working relati<strong>on</strong>shipwith SDI. In Mozambique we are linking up with Cities Alliance’s programme of work<strong>and</strong> <strong>the</strong> nati<strong>on</strong>al associati<strong>on</strong> of municipalities, ANAMM (Associação Naci<strong>on</strong>al dosMunicípios de Moçambique).• The names <strong>and</strong> c<strong>on</strong>tact details of three possible reviewers capable of independentlycommenting <strong>on</strong> previous work of <strong>the</strong> individual/organisati<strong>on</strong> submitting a proposal whichmight be relevant to this assignment.Proposals must be submitted by email to <strong>the</strong> Tenure Security Facility project <strong>and</strong> should beaddressed to Lucille Gavera (lucille@urbanl<strong>and</strong>mark.org.za) <strong>and</strong> to Lerato Ndwili-Potele(lerato@urbanl<strong>and</strong>mark.org.za).5. Estimated timeframes <strong>and</strong> deliverablesIt is envisaged that <strong>the</strong> project will be awarded by <strong>the</strong> middle of October 2012. The successfultenderer will have an estimated 5-<strong>and</strong>-a-half m<strong>on</strong>ths in which to complete <strong>the</strong> work (i.e.completi<strong>on</strong> by 31 March 2013).Deliverables to be supplied to <strong>the</strong> Tenure Security Facility project manager at <strong>the</strong> followingdates will include:a) A proposed work plan <str<strong>on</strong>g>two</str<strong>on</strong>g> weeks after appointment. The work plan must include submilest<strong>on</strong>eswithin <strong>the</strong> running of <strong>the</strong> survey, capturing <strong>and</strong> cleaning of <strong>the</strong> resultsperiod.b) A field visit within <strong>on</strong>e m<strong>on</strong>th of <strong>the</strong> appointment.c) An adapted survey instrument, ready for piloting by mid-November 2012.d) Cleaned <strong>and</strong> captured survey results, ready for analysis by <strong>the</strong> end of January 2013(date to be mutually agreed between <strong>the</strong> successful service provider <strong>and</strong> <strong>the</strong> TenureSecurity Facility project manager). Note that interim milest<strong>on</strong>es will be proposed in <strong>the</strong>work plan.e) A report <strong>on</strong> <strong>the</strong> stake<strong>hold</strong>er workshop/s <strong>and</strong> stake<strong>hold</strong>er interviews by <strong>the</strong> end ofFebruary 2013 (date to be mutually agreed between <strong>the</strong> successful service provider <strong>and</strong><strong>the</strong> Tenure Security Facility project manager).6

Remunerati<strong>on</strong>As indicated, a budgeted amount of up to R330 000 (including value-added tax, <strong>and</strong>/or alllocally applicable taxes <strong>and</strong> charges) has been set aside for each study, or up to R660 000 forboth (including value-added tax, <strong>and</strong>/or all locally applicable taxes <strong>and</strong> charges). The proposalshould indicate a lump sum amount with <strong>the</strong> necessary motivati<strong>on</strong> <strong>and</strong> breakdown outlinedabove. Basis of awardThe Tenure Security Facility project managed by <strong>Urban</strong> L<strong>and</strong>Mark will award <strong>the</strong> c<strong>on</strong>tract based<strong>on</strong>:• Appropriateness <strong>and</strong> quality of resp<strong>on</strong>se to this call as expressed in <strong>the</strong> proposal (40%).• Relevant, dem<strong>on</strong>strated competence of organisati<strong>on</strong>/s <strong>and</strong>/or individual/s to undertakethis work. For <strong>the</strong> Mozambique study, this includes <strong>the</strong> ability to work in Portuguese (40%).• Cost breakdown <strong>and</strong> professi<strong>on</strong>al fees (value for m<strong>on</strong>ey) (20%).Organisati<strong>on</strong>s <strong>and</strong> individuals making proposals are permitted to form c<strong>on</strong>sortia but this mustbe clearly indicated in <strong>the</strong> proposal. The Tenure Security Facility project managed by <strong>Urban</strong>L<strong>and</strong>Mark reserves <strong>the</strong> right to ask specific organisati<strong>on</strong>s making proposals for best <strong>and</strong> finaloffers should this be deemed necessary.8.
