Last month the <strong>Club</strong> addressed someoutstanding policies dealing with an update of the ACC rules andamendments to the Marina Slip Waiting list.The <strong>Club</strong> approved a guest moorage fee with the proceeds applied to the FacilitiesMaintenance and Restoration Fund.We’ve had a Music by the Bay event and will be having another on <strong>September</strong> 2.We are looking forward to completing some improvements – the grading and landscapingof the parking area vacated by the relocation of boats and trailers.The <strong>Club</strong> is exploring the possibility of constructing a restroom facility to replace theportable toilet at the edge of the drainfield across from the clubhouse.The revision of the covenants is nearing completion with legal review and the <strong>Club</strong> willbe initiating an education, community review and voting program this Fall.Your Board of Trustees looks forward to the opportunity to serve you. As a result, from next month on, the event income andexpenses will be reported in the detail listing of the Treasurer's and included in the above <strong>Club</strong>Income and Expense summary amounts.<strong>Club</strong>: At this point <strong>Club</strong> income is behind and expenses are under the budget.Marina: The Marina revenue is overstated by about $2,800 due to an error that crept in duringthe transition from Revision 0 to Revision 1 of the budget. This error was due to a date calculationformula that applied lease rates intended for FY 2013 rather than FY <strong>2012</strong>. It is not anticipatedthat a revision to the budget will be necessary. The Marina expenses are under budget atthis point.Other Income: The other income reflected in the table above is largely due to revenue realizedfrom our various DKC Events. The Events income was listed under "Other Income" in the past.Because amounts realized by the DKC Events have increased and there is now better accounting,Event income is now included in the budget and should more properly be listed as part of the<strong>Club</strong> income.5(Continued on Page 6)

So, if you have some time to contribute to thecommunity, please contact the Board.Security System Upgrade - Wi-FiThe DVR can now be accessed remotely and the Wi-Fi is up and running after some initialglitches. Thanks for your patience while the early kinks were worked out. The DKC networkrouter has WAP security protocol activated with a passkey needed to access the Wi-Fi connection.That "passkey" is the office phone number in its entirety - 3606382077 - no dashes. Theboard has voted to complete the wireless backbone to the Marina and Launch Ramp, with securitycameras installed at both locations. We are working to keep the cost down and there will besome time devoted to optimizing hardware. With that in place and operational, we will be readyto switch over to digital keycard readers and eliminate the two phone lines that are currentlyneeded for the remote card readers.6


KEYNOTES <strong>September</strong>, <strong>2012</strong>BUILDINGS ANDGROUNDSby John RemingtonPlayground fence. We havebeen researching powderpainted,rectilinear steel meshto install along approximately70 feet of fence between playcourt and adjacent property tocatch pickle balls before they go into the neighbor’syard. A 100’ roll of 14 gauge, galvanized,2” x 4” x 4’-0” high fencing is only $85.00 but itcosts an additional $700 to get it powder painted,so $785.00 total. Steve Lindberg located a websitewith the same fencing, PVC coated instead ofpowder painted, for $92.00 total. Seems like abetter way to go.Beach Volleyball Court. On August 2 nd , SteveHeacock walked the site with Constance and Iand we established the high tide line location forthe 100’ setback.He noted that the area where we had intended toput picnic tables and cabanas (just below theMountain Display) was already ‘high impact’ andmight be better suited as a location for the ‘highimpact’ court activity, with the pathway to thebeach relocated around it. He also noted that ifplaced there the County might need to relax the100’ setback to that area to make it work.This is not the ideal location for the court, althoughit would work, and the location of the picnictables north of the relocated trail would meanthat there would be no cabanas, since they wouldblock residents views in that location. He said hewould discuss it with his supervisor on Monday,August 6 th, and get back to us. As of Thursday,August 9 th , there has been no contact. We willinitiate contact with Mr. Heacock again nextweek.Beach Interpretive Signs. These had been removedfromthe beach andstored in theCaretakersoffice. BobBock movedthem to hisshop on August9 th so that he can make repairs to theSand Dollar display vandalism. The twosigns may be relocated adjacent to theMountain display nearer the <strong>Club</strong>housewhen repairs are finished.Playground Swing Sets. After some delayswith the shipping we have now receivedall of the new swing sets for thethree standard swings plus the smallbucket seat that Constance donated forthe baby’s swing. Thanks to Don Williamsfor coordinating the order.Suspension chains need to be cut from asingle 110’ length of chain. The new boltcutter arrived August 9th for this purposeand a work party can now be organized toinstall the new swing sets.Expanded <strong>Club</strong>house Parking Area nearMarina. This project (existing marinaparking area plus area vacated by boatsand trailers) is budgeted for this fiscalyear. It will be re-graded and re-graveledwith landscaping along the northernboundary in the next few months.We are evaluating the cost of precastconcrete bumpers versus the logs andtimbers presently used.Steve Lindberg has done a detailed layoutfor the maximum number of cars. Adjacentneighbors will be invited to commenton the final layout and participate inthe design of the landscape buffer.Continued on page 10, “B&G”7


KEYNOTES <strong>September</strong>, <strong>2012</strong>LOT MAINTENANCEby Constance BorgomainerioYour Lot Maintenance Committee is very pleased with the number of property ownerswho have been restoring their neighbor’s lost views. This is often a sensitive issue betweenneighbors as they try to balance what is their right to a protected view and the feelingsof the other owner.As a reminder I have printed the <strong>Club</strong>’s Articles & Bylaws on this subject:Article II 3e –under the heading Specific Powers “…To monitor and enforce rules andregulations for the purpose of protecting the Private Lot owners’ view of the OlympicMountains, Hood Canal, Marina, Inner Bays and Entrance Channel.”Properties being monitored: D. Lara, J. <strong>Key</strong>, S. AmarelThere has been a great deal of effort by your Lot Maintenance Chair in trying to get theDepartment of Community Development (DCD) to assist <strong>Driftwood</strong> <strong>Key</strong> in our attemptsto comply with their Title 19 Code. Since November of 2011 I have made repeated requestsfor their assistance including a meeting with our Commissioner Gelder in June. Iappreciate your patience as we continue to wait for a defined code which complies withTitle 19.Public Safety:The Public Safety Committee is working with the North Kitsap Fire and Rescue to scheduleclasses for CPR and AED training at our <strong>Club</strong>house in the fall. Please watch the<strong>Club</strong>’s e-mails for time and date.GOVERNANCE DOCUMENT COMMITTEEby Marilyn Johnson, Governance Document Committee chair (MJ@<strong>Driftwood</strong>key.com)Covenants UpdateSummer holidays have slowed the Governance Document committee progress rate thismonth, but not all work has stopped. With the assistance of the Board and the <strong>Club</strong>’s attorney,we have been focused on determining the correct process to first request yourconsent to accept the proposed amendments, and then how to properly record any approvedamendments with the county. It is important this is done correctly so the amendedcovenants show on all future property title reports. The Board and committee are committedto getting this work done properly.With new Board members being elected at the August annual meeting, we will continuethis work. Hopefully a review meeting can be scheduled for October. Watch this space –and as always, thanks for your interest in this important matter.8


KEYNOTES <strong>September</strong>, <strong>2012</strong>POOLby Alan ArnesenThis last month there was an incidentof vandalism at the pool.The pool furniture, and swim diaperswere misused and toilet paperwas spread around the bathrooms. Due tothe excellent observations of our membershipand the new security cameras the vandals havebeen identified and corrective action is beingtaken. There was no permanent or expensivedamage.This incident brings several issues to light thatthe membership needs to address. The first ishow we treat the common areas. Ultimately weall own the <strong>Club</strong>house, Pool, Beach, Playground,Marina and Boat Launch. When each ofus uses these areas we must remember to usethem for their intended purpose, treat them asgently as possible to ensure a long service lifeand leave the area as we found it. Second, wehave security gates to keep non members out ofour facilities. Only members and their guests areallowed to use the facilities. The vandals gainedaccess to the pool area by another member openingthe gate for them. The member must be presentwith and is responsible for their guest.We all as good citizens extend the courtesy ofopening and holding the door for people. Pleasedo not do this any longer. We use the key entryrecords for several purposes, security, evaluationof usage and action against a non compliantmember. When you open the gate for someonethe effect of these measures is zero. If they are amember in good standing and their security carddoes not work they need to go tothe office and have the card reregisteredor replaced.I will add a new reminder; allmembers must gain access tocommon areas with a valid securitykey. Without the membership activelycontrolling the common areas the onlyother solution is to have paid employeessecuring the common areas. I do notwant <strong>Driftwood</strong> <strong>Key</strong> be a place wherewe have guards posted at every entrance.Parents, please remind your children notto open the gate for people that are notin their party.The Reminders,1. The truck was takento Ken’s Automotive Repair shop in Kingstonon Wednesday, August 8 th . It wasgiven a complete checkup; brakes, transmission,plugs, points, etc., with an oil changeand a top off of all fluids. They reportedthat there were no repairs requiring theexpenditure of any additional money at thistime. The servicing cost was a little lessthan $60.00.Now that it is confirmed safe to drive, theCaretaker, Harbor Master or other authorizedmember will be able to use the vehiclefor supply errands.
