Chief Fire Officer, Alasdair Hay eloquently outlined the successful experienceof managing immense change in the Scottish Fire and Rescue Service and how we can learn fromthis.• Over the course of the conference delegates from ACVO-Joyce Duncan, Jane Russell, SandyMathers, Mimi Mwasame and Mike Melvin-between them participated in 4 Keynote Sessions, 20workshops, 3 conference ‘fringe’ events hosted by the Scottish Fire & Rescue Service, Big LotteryFund Scotland and NHS Health Scotland, attended the Voluntary Action Scotland Annual GeneralMeeting, Third Sector Interface Chief Officers meeting, made links with other Third Sector Interfacesand partners at conference exhibition stalls and networking. Information from all of which will befed back into positively progressing work in Aberdeen.Joyce Duncan, ACVO Chief Executive stated ‘this was an impressive, productive and enjoyable conference whichcovered an array of vital issues. ACVO NEWSExciting Times for Volunteering in Artsand CultureVoluntary Arts Scotland had a very busy and successfulvisit to Aberdeen which highlighted and built on excitingdevelopments for volunteering in arts and culture.Rebecca Powrie -Casting On Project Coordinator at VoluntaryArts Scotland met with ACVO and Lyndsay Johnstone, AberdeenCity Council/Community Planning to share information abouteach other’s work, the fantastic opportunities that currentlyexist for volunteering in arts and culture and how Aberdeen’s Volunteering Strategy-Making the Difference: Volunteering inAberdeen can support this.Arts posts are the second most popular roles people search for on volunteering websites and there are over 10,000voluntary arts and events organisations in Scotland. Voluntary Arts Scotland has embarked on a new project called‘Casting On’. Funded by the Spirit of 2012 Trust the Casting On project will work with local and national volunteer engagingorganisations to increase the number of volunteering arts and culture opportunities and encourage even more people tovolunteer in arts and culture.Following the visit and meeting at ACVO, Voluntary Arts Scotland made further links with arts and culture groups in Aberdeensuch as Seventeen- Aberdeen’s Creative Hub in Belmont Street and the fantastic Aberdeen Art Gallery & Museums.Rebecca Powrie -Casting On Project Coordinator at Voluntary Arts Scotland stated “It was great to be back in Aberdeenand I was impressed by the diversity of creative cultural activity on offer. ACVO NEWSTRIPLE CELEBRATION FOR SUE RYDER VOLUNTEERSACVO are delighted that Sue Ryder, Aberdeen Services have become the first Sue Ryder service in the country to achievethe Volunteer Friendly Award.The Volunteer Friendly Award is an important national quality standard developed and co-ordinated nationally by VolunteerCentre Dundee and delivered in Aberdeen by ACVO, Aberdeen’s Third Sector Interface. The Award recognises and rewardsgroups who are excellent at involving volunteers and enables the Third Sector to continue to offer good volunteeringopportunities/experiences.The Lord Provost of Aberdeen, Councillor George Adam presented Sue Ryder with a special plaque and certificate at aceremony and High Tea for Volunteers at the Station Hotel to mark this major achievement.The Lord Provost further presented Linda Buchan, a Volunteer Befriender supporting older people who experience lonelinessand isolation in the community with a Volunteering in Aberdeen Gold Award which recognizes the valuable contributionthat volunteers aged 55 years and over make. Sue Ryder volunteers present also each received a certificate of thanks forthe amazing help they provide. NEWSBereavement and Tax - It’s Changing AgainThere can be a mountain of paperwork to deal with after a bereavement,and everyday matters like dealing with banks, council departments andutility companies can become overwhelming. One area which needsattention in the majority of bereavements is tax. It is also the area mostlikely to be overlooked or relegated to the bottom of the list of things to do.The tax affairs of the deceased have to be reconciled to the date of death, as tax may be overpaid or underpaid.And this where it’s all changing, From October 2014 form R27 (Reclaiming tax or paying tax when someone dies)is being replaced by personalised letters and an automatically produced tax calculation (P800). For those in theself assessment (SA) system the process has been improved to allow ‘in year’ returns, speeding up the wholeprocess.The new process• The executor, personal representative (PR) or relative informs HMRC of a death - either throughthe ‘Tell us Once’ service or personally.• HMRC sends a letter to the executor, PR or - if not known - the last known address of thedeceased. The letter explains the process and that a P800 tax calculation will be sent once HMRChas received the final information from the pension providers, employers, DWP etc.• When the executor or PR receives the P800 it is likely that there will be an overpayment anda refund is due - but sometimes there is an underpayment that will need to be paid out of thedeceased’s estate.• The executor or PR must check the P800 tax calculation against the deceased’s records. If theycannot agree with it they must make immediate contact with HMRC and discuss the matter.• The executor or PR should receive the refund or a payment slip about a month later.• Those in self-assessment will receive a more tailored service with letters to match their individualcircumstances. In most cases the executor will be asked to complete a self assessment tax return.What if you don’t agree with the P800 tax calculation?It is not unusual to see errors in calculations and it really is important to check them over carefully.• Check against the final statements from pension providers, employers, DWP, etc.• Check income from savings, as the P800 may show the previous year’s savings income.• Check if there are any adjustments listed and that they are real, as they often appear for noreason.• Question anything that doesn’t make sense.What about the tax affairs of the surviving spouse?In most cases it is important to review the survivor’s tax situation as this usually changes. Form P161(W) is usedto notify HMRC of any changes to their income. This form is mentioned in the new letters but you have to ask fora copy. It is not unusual for a non-taxpayer to become a taxpayer because they have inherited income. The formasks for information on income after the date of death and is a snap shot in time so it is best completed once allthe changes have settled down. NEWSLord Provost Opens VSA’s Woodside ActivityCentreGeorge Adam, Lord Provost of Aberdeen and President of VSA, theNorth of Scotland’s leading Social Care Charity, will officially open therefurbished Woodside Activity Centre at 314 Clifton Road, Aberdeen,AB24 4HQ on Tuesday 4th November.The centre first opened in February 1957 with 170 members. The centre has recently been refurbished at a cost of£200,000 and is run by a dedicated committee with 130 members. The committee are very keen to welcome new members.The centre provides a place where members of the local community can come together and mix with other elderly people.Activities available at the centre include, Bowls, Computing, Tia-Chi, Yoga, Gentle Exercise, Knitting, Art, Crafts, DigitalPhotography, Social Dancing, Line Dancing and Keep Fit.VSA Friends for Life Clubs will also be using the centre. The clubs provide a chance for children and young people who mayfind it difficult interacting in a main stream club. The clubs cater for those aged between the ages of 14 to 25.Dr Kenneth Simpson, Chief Executive of VSA said “ I am delighted that we have been able to provide such an excellentfacility for the community of Woodside. The building has had a complete refurbishment to the highest standards whichwe know will give hours of pleasure to many people well into the future. We are extremely grateful to a legacy left by MrRaymond Riley Wilson, The John Gordon Trust and The Morningfield Association for providing funding for the refurbishmentof the centre”The centre is open from 11am on Tuesday 4th November for new members to come along and join, also if anyone would likefurther information about VSA and various services, there will be stands and displays at the open day.Benchmarking framework for Community Planning PartnershipsThe Scottish Government, SOLACE and the Improvement Service have agreed to jointly fund a benchmarkingprogramme for Community Planning to support the ongoing reform of Community Planning and the delivery ofimproved outcomes.This framework will build on learning generated from the Local Government Benchmarking Framework and willaim to help CPP boards to:•better understand their own performance•target improvement activity through access to consistent data and supporting mechanisms•share learning on how to achieve better outcomesA separate Advisory Board has been established to provide governance for this stream of work, and the firstmeeting took place in October. The Board, chaired by SOLACE, has senior level representation from health,Scottish Government, Police Scotland, Scottish Fire & Rescue, third sector, Scottish Enterprise and Audit Scotland.The proposed benchmarking framework and indicator set will be consulted on widely over the coming monthswith all CPP stakeholders, with the aim of publishing the first set of CP Benchmarking data in March 2015.A series of consultation events will take place in November – and we would very much welcome the involvementof all those who have an interest in this area of work.Page 6

FUNDINGDigital Participation: Challenge FundThis is a fund of £200,000 (per annum) aimed at groups andorganisations that work closely with local communities. Itwill enable them to digitise content, build digital networksand improve the digital skills of their members in orderthat they might continue to thrive in the digital world.The focus is smaller scale awards to support activity that will generate valuable learning for future activity. It is anticipatedat this stage that awards will range from £200 to £10,000. FUNDINGJohn Lewis Community Matters SchemeEvery 3 months each shop will select 3 community groups to help. Customers will then be directly involved in deciding howmuch each nominated group receives, by using a token to vote for the organisation they’d like to support. Each shop willhave £3000 to donate which will be split between the charities according to the proportion of the vote they’ve receivedfrom customers. This means that if a charity receives 31% of the votes, it’ll receive a £910 donation.Charities will receive support in whichever way will benefit them the most, either in the form of John Lewis products,volunteering time from Partners, or as financial support. The Community Matters boxes will be located in catering areasof each shop. Customers will be given one token per transaction, and will be able to follow how much of the vote eachorganisation receives over the 3 months.Organisations eligible for Community Matters will include charities, schools and relevant community groups. Partners willlook at the requests that are submitted and choose 3 organisations to support for the following 3 months.If you’re involved with an organisation that would like to be considered for Community Matters, visit your local John Lewisto pick up a nomination form.UK Groups Can Look Forward to Spring with a Grow Wild GrantLocal community groups wishing to bring people together to transform neglected and uninspiring community sites intospaces which everyone can enjoy have until 2 December 2014 to apply for funding for projects starting in March 2015.Supported by funding from the Big Lottery Fund and led by Royal Botanic Gardens in Kew, Grow Wild is a four-yearprogramme that aims to bring together community members, especially young people, to transform disused, unloved,neglected or uninspiring sites into a place that is attractive and useful by planting and sowing wild flowers, plants and treesthat are native to the UK.Grow Wild is looking to fund at least 60 community projects in 2015 across the UK. Grants of between £1,000 and £4,000are available for planting projects that start in March and finish by October 2015. The total spend must equal £1,000,£2,500 or £4,000. The grants will be paid in full at the start of the project. FUNDINGPeople’s Postcode Trust Invites Applications from ScotlandThe People’s Postcode Trust has re-opened its Small Grants Programme to applications from not-for-profit organisations inScotland for its Fourth Quarter funding round.Registered charities, SCIOs, constituted voluntary and community groups, social enterprises, community interest companies(CIC), not-for-profit organisations and sports clubs can apply now.Grants of between £500 and £20,000 are available for projects in Scotland lasting up to 12 months.The grants are aimed at projects that advance citizenship or community development. On behalfof NHS Grampian, Aberdeen Foyer is running a series of trainingsessions designed to empower staff or volunteers to raise the issueof smoking with client groups.
