In debates about emissi<strong>on</strong> trading, green or perverse subsidies,and related ecofiscal instruments, we have become a competent voice in Germany andabroad. One of our prime c<strong>on</strong>cerns is to improve communicati<strong>on</strong> and public awareness of EFR.To further the exchange of ideas worldwide, we publish two newsletters and maintain two websitesin German and English. Innovati<strong>on</strong>, Technology and Employment - Impacts of Envir<strong>on</strong>mental Fiscal Reforms and other Market-Based InstrumentsBMZ / GTZSPECIAL WORKSHOPSPECIAL WORKSHOPENVIRONMENTAL FISCAL REFORM INDEVELOPING, EMERGING AND TRANSITIONECONOMIES: PROGRESS & PROSPECTSHosted by the Federal Ministry for Ec<strong>on</strong>omicCooperati<strong>on</strong> and Development (BMZ) and the DeutscheGesellschaft für Technische Zusammenarbeit (GTZ)<str<strong>on</strong>g>The</str<strong>on</strong>g> aim of this special workshop is to exchange experiences and less<strong>on</strong>s learned of the processof EFR implementati<strong>on</strong> in developing, emerging and transiti<strong>on</strong> ec<strong>on</strong>omies and to assessfuture prospects. <str<strong>on</strong>g>The</str<strong>on</strong>g> focus lies <strong>on</strong> the following questi<strong>on</strong>s:• Which progresses and impacts have been achieved in designing and implementing EFR in developing,emerging and transiti<strong>on</strong> ec<strong>on</strong>omies, including the overarching Millennium DevelopmentGoals (MDGs) such as halving extreme poverty by the year 2015?• How do decisi<strong>on</strong>-makers and public finance experts tackle the challenges of governancestruc-tures c<strong>on</strong>cerning the political ec<strong>on</strong>omy of envir<strong>on</strong>mentally related taxes, fees, andsubsidies?• How does EFR link in practice to nati<strong>on</strong>al planning (and, where relevant, to new aid modalities)?<str<strong>on</strong>g>The</str<strong>on</strong>g> workshop will target internati<strong>on</strong>al policy-makers working in the fields of both public financeand envir<strong>on</strong>ment: Experts from developing, emerging and transiti<strong>on</strong> ec<strong>on</strong>omies as well asinternati<strong>on</strong>al experts from academia community level, politics, administrati<strong>on</strong>, and developmentagencies.<str<strong>on</strong>g>The</str<strong>on</strong>g> Special Workshop include speakers from Brazil, China, South Africa, India, Pakistan, Tanzania,Kenya, Uganda and Sri Lanka.<str<strong>on</strong>g>The</str<strong>on</strong>g> workshop will take place in the c<strong>on</strong>text of Germany’s G8 presidency in 2007 and will build <strong>on</strong>the results of the OECD Envir<strong>on</strong>ment-Development Ministerial Meeting in 2006 which aimed tostrengthen the cooperati<strong>on</strong> between the sectors.<str<strong>on</strong>g>The</str<strong>on</strong>g> workshop will be hosted by the German Federal Ministry for Ec<strong>on</strong>omic Cooperati<strong>on</strong> andDevelopment (BMZ) and the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) andsupported by the Organisati<strong>on</strong> for Ec<strong>on</strong>omic Cooperati<strong>on</strong> and Development (OECD), the UnitedNati<strong>on</strong>s Development Programme (UNDP), the Swedish Agency for Internati<strong>on</strong>al DevelopmentCooperati<strong>on</strong> (SIDA) and the UK Department for Internati<strong>on</strong>al Development (DFID).8


THE EIGHTH GLOBAL CONFERENCE ON ENVIRONMENTAL TAXATION · MUNICH, 18th – 20th OCTOBER 2007THE ADAM SMITH PRIZETHE ADAM SMITH PRIZE FOR ENVIRONMENTALECONOMIC POLICY<str<strong>on</strong>g>The</str<strong>on</strong>g> Adam Smith Prize is an annual award presented by Green Budget Germany / FÖS Förderverein ÖkologischeSteuerreform to an expert in the field of envir<strong>on</strong>mental ec<strong>on</strong>omic policy who in our eyes hasmade an outstanding c<strong>on</strong>tributi<strong>on</strong> to the implementati<strong>on</strong> of envir<strong>on</strong>mental taxati<strong>on</strong> and envir<strong>on</strong>mentalfiscal reform. <str<strong>on</strong>g>The</str<strong>on</strong>g> prize is awarded with the following quotati<strong>on</strong> in mind:“People will do anything for m<strong>on</strong>ey, even the right thing.”This phrase comes from Mr. Josef Deimer, who retired from office after 30 years as Lord Mayor ofLandshut, capital of Lower Bavaria, at the end of 2004. <str<strong>on</strong>g>The</str<strong>on</strong>g> thinking behind this approach can be tracedunmistakably to the thinking of Adam Smith. No<strong>on</strong>e recognized as early and as clearly that self-interestand the public interest do not, by any means, have to be mutually exclusive. Thus, in more detail our sloganwould have read:Using self-interest to serve the public interest – using the doctrines of Adam Smith for envir<strong>on</strong>mentalec<strong>on</strong>omic policy.Criteria for the award are scientific, political or journalistic c<strong>on</strong>tributi<strong>on</strong>s to the development and implementati<strong>on</strong>of envir<strong>on</strong>mental fiscal reform and market-based instruments (MBIs), and for the increasedestablishment of the polluter pays principle. Previous recipients include Professor Hans-ChristophBinswanger, <strong>on</strong>e of the first ec<strong>on</strong>omists to develop the c<strong>on</strong>cept of envir<strong>on</strong>mental taxati<strong>on</strong>; Dr. DieterEwringmann, Director at the Institute for Public Ec<strong>on</strong>omics, Cologne; and Jürgen Trittin, former GermanEnvir<strong>on</strong>ment Minister, for his lasting commitment to market-based instruments for envir<strong>on</strong>mental policy.2007 RECIPIENT – PROF. DR. KLAUS TÖPFERKlaus Töpfer, born 29 July 1938 in Waldenburg (Walbrzych), Poland (then German Silesia), is a Germanpolitician (for the Christian Democratic Uni<strong>on</strong>, CDU) and envir<strong>on</strong>mental politics expert. From 1998 to 2006he was Executive Director of the United Nati<strong>on</strong>s Envir<strong>on</strong>ment Programme (UNEP).Professor Töpfer studied ec<strong>on</strong>omics in Mainz, Frankfurt and Münster. In 1968 he earned his doctorate atthe University of Münster. After functi<strong>on</strong>ing as government official, professor and adviser <strong>on</strong> developmentpolitics he became minister for the Envir<strong>on</strong>ment and Health in the regi<strong>on</strong>al government ofRhineland-Palatinate in 1985. In 1987, Töpfer became German Federal Minister for the Envir<strong>on</strong>ment,Nature C<strong>on</strong>servati<strong>on</strong> and Nuclear Safety under Chancellor Helmut Kohl. From 1994 to 1998 he served asFederal Minister for Regi<strong>on</strong>al Planning, Civil Engineering and Urban Development. He was member of theBundestag from 1990 to 1998 and member of the Steering Committee of the CDU from 1992 to 1998.In 1998, Professor Töpfer was appointed Under Secretary General of the United Nati<strong>on</strong>s, General Directorof the United Nati<strong>on</strong>s office in Nairobi, and Executive Director of the United Nati<strong>on</strong>s Envir<strong>on</strong>mentProgramme. In June 2006, he was succeeded in this office by Achim Steiner. As Director of UNEP, he playeda key role in assessing and attempting to remedy the envir<strong>on</strong>mental costs of the 2004 Asian tsunami.Since May 2007, he has been Professor for Envir<strong>on</strong>ment and Sustainable Development at T<strong>on</strong>gjiUniversity, Shanghai. He has always been a true protag<strong>on</strong>ist of Envir<strong>on</strong>mental Taxati<strong>on</strong> andEnvir<strong>on</strong>mental Fiscal Reform, even in the face of great oppositi<strong>on</strong>.PRESENTED BY DR. ANSELM GÖRRES,GREEN BUDGET GERMANY PRESIDENTDr. Anselm Görres, born 1952, studied ec<strong>on</strong>omics in Heidelberg, Geneva, Stuttgart, and Munich andresearched at the IMF in Washingt<strong>on</strong>. Dr. Anselm Görres is a political ec<strong>on</strong>omist and a business c<strong>on</strong>sultantin Munich. He was co-founder of Green Budget Germany in 1994 and co-author of the 2004 GBGMemorandum. Today, he is President of Green Budget Germany and Executive Director of ZMMZeitmanager München GmbH, a business c<strong>on</strong>sultancy providing support in the form of interim managers.9


Innovati<strong>on</strong>, Technology and Employment - Impacts of Envir<strong>on</strong>mental Fiscal Reforms and other Market-Based InstrumentsTHE KREISER AWARDFOR ENVIRONMENTAL TAXATIONTHE KREISER AWARDFOR ENVIRONMENTAL TAXATION<str<strong>on</strong>g>The</str<strong>on</strong>g> Kreiser Award is an h<strong>on</strong>our granted annually to a pers<strong>on</strong> who has made a significant c<strong>on</strong>tributi<strong>on</strong>to the advancement of envir<strong>on</strong>mental taxati<strong>on</strong> and other ec<strong>on</strong>omic instruments inresearch or policy. <str<strong>on</strong>g>The</str<strong>on</strong>g> award is named after Professor Larry Kreiser, a pi<strong>on</strong>eer researcher in thefield of envir<strong>on</strong>mental taxati<strong>on</strong> and the individual who had the inspirati<strong>on</strong> and energy to begingathering experts from key disciplines together to create a forum for exchanging the latestresearch and experience <strong>on</strong> the use of envir<strong>on</strong>mental taxes. This initial idea was the seed that ledto this successful series of annual c<strong>on</strong>ferences <strong>on</strong> envir<strong>on</strong>mental taxati<strong>on</strong>.Presentati<strong>on</strong> by Professor Emeritus ofAccounting LARRY KREISER, Ph.D., CPA,Cleveland State UniversityLarry Kreiser, after whom the Kreiser Award for Envir<strong>on</strong>mental Taxati<strong>on</strong> is named, is ProfessorEmeritus of Accounting and former Chairpers<strong>on</strong> of the Department of Accounting at ClevelandState University, Cleveland, Ohio USA. Prior to CSU, he was <strong>on</strong> the faculty at the University ofDetroit, University of Cincinnati, and Wright State University. He has also worked at Deloitte &Touche, CPAs and the Naval Audit Service in Washingt<strong>on</strong>, DC. Dr. Kreiser has held VisitingProfessor positi<strong>on</strong>s at Deakin University in Geel<strong>on</strong>g, Victoria, Australia, the Naval PostgraduateSchool in M<strong>on</strong>terey, California and Mahasarakham University in Mahasarakham, Thailand. Duringhis professi<strong>on</strong>al career, Dr. Kreiser has been an author in over fifty professi<strong>on</strong>al publicati<strong>on</strong>s andhas made over thirty professi<strong>on</strong>al presentati<strong>on</strong>s at c<strong>on</strong>ferences around the world. He is a c<strong>on</strong>tributingauthor <strong>on</strong> two widely-used U. S. Federal Taxati<strong>on</strong> textbooks and is co-editor of CriticalIssues in Envir<strong>on</strong>mental Taxati<strong>on</strong>, the peer-reviewed Oxford University Press publicati<strong>on</strong>, whichpublishes a selecti<strong>on</strong> of the best papers presented at the GCET c<strong>on</strong>ference series each year.2007 RECIPIENT –PROF. ERNST ULRICH VON WEIZSÄCKERProfessor Dr. Ernst Ulrich v<strong>on</strong> Weizsäcker has for many years been <strong>on</strong>e of the driving forces behindenvir<strong>on</strong>mental taxati<strong>on</strong> in Germany and has produced many works <strong>on</strong> the subject, includingEarth Politics and Factor 4: Doubling Wealth, Halving Resource Use.Prior to joining the Bren School of Envir<strong>on</strong>mental Science and Management as Dean in January2006, he served as the Policy Director at the United Nati<strong>on</strong>s Centre for Science and Technologyfor Development, Director of the Institute for European Envir<strong>on</strong>mental Policy, and President ofthe Wuppertal Institute for Climate, Envir<strong>on</strong>ment, and Energy. He is a member of the Club ofRome, a global think tank devoted to improving society, and he served <strong>on</strong> the World Commissi<strong>on</strong><strong>on</strong> the Social Dimensi<strong>on</strong>s of <str<strong>on</strong>g>Global</str<strong>on</strong>g>izati<strong>on</strong>. He has also been a member of the Bundestag, the federalparliament of Germany, where he was appointed Chairman of the Envir<strong>on</strong>mental Committee.He has also served as a Professor of Interdisciplinary Biology and was the Founding President ofthe University of Kassel in Germany.
