Executive Summary:Major outcomes, results and impact of the <strong>Chair</strong>, including on national policies, in relation to itsobjectives as stated in Article 2 of the <strong>Chair</strong> Agreement (between the Institution and <strong>UNESCO</strong>)(Not exceeding 300 words)As reported previously the <strong>Chair</strong> has continued to play an advisory role and provide education and training in higher educationleadership, management and performance in developing countries particularly maintaining close links in Sub-Saharan Africa. The<strong>Chair</strong>holder holds Honorary Professorships in Africa at The <strong>National</strong> University of Lesotho (NUL) and The University of Zambia.However, the more active African role has been with higher education in Namibia and South Africa (Johannesburg and Stellenbosch)in HE strategic policy coupled with leadership, performance, governance, institutional organisation and the management of change.The continuing relationship with The University of Namibia (UNAM), and indeed with the Namibian Government at Prime Ministerlevel, has been especially rewarding with a project in the coming year to repatriate pre-independence educational policydocumentation to the UNAM Library Archive.The stimulus from the 2009 <strong>UNESCO</strong> HE World Conference continues to be pertinent and the <strong>Chair</strong>’s paper “Defining theDeterminants of Higher Education and the Effective Management and Performance of Today’s University” (as updated from thepresentation at the 2009 Conference) continues to be a valuable tool and about to be published in a book at The Univeristy ofJohannesburg.The Doctor of Business Administration (DBA) in Higher Education Management degree continues to flourish and attract postgraduateresearch students from the southern African region and beyond. The initiative to create the doctorate in HE Management was one ofthe principal objectives when setting up the <strong>Chair</strong> which has proved more than satisfying with now some 125 registered internationalstudents and a 20% successful completion rate already.The <strong>Chair</strong> has made significant contributions to <strong>UNESCO</strong>’s activities for example the <strong>UK</strong> <strong>National</strong> Commission’s’ ‘Policy Briefinginitiative’ and at the Global Convention on ‘Diversification and Differentiation of Higher Education’.


22) Activities:Overview of activities undertaken by the <strong>Chair</strong> during the reporting perioda) Education/Training/Research(key education programmes and training delivered and research undertaken by the <strong>Chair</strong> during the reporting period,target group and geographical coverage)i) Education(leading to certificate)The Doctor of Business Administration (DBA) in Higher Education Managementdegree (initiated by the <strong>Chair</strong>) continues to be a significant programme of theUniversity of <strong>Bath</strong>’s School of Management. A part-time research degree, essentiallyan international doctorate, is a four-year programme. Since the inception of the <strong>Chair</strong>,with this doctoral programme as one of its core objectives, some 25 doctorates havebeen awarded.(approximately 50% women)Postgraduate students are registered from: Africa; Asia; Australasia; Canada; Europe;Latin America; United Arab Emirates; and the West Indies.ii) Training(short term)Not a current activity although an initiative at The <strong>National</strong> University of Lesotho wascancelled during a programmed visit of the <strong>Chair</strong>holder due to a general strike of staffand students (which became prolonged) on NUL’s campus.Region: Africaiii) ResearchAs a member of the Council for Education in the Commonwealth (CEC) project group,the <strong>Chair</strong>holder provided a report for the Commonwealth Heads of GovernmentMeeting (CHOGM) in Australia (October 2011). The comprehensive report entitled“increasing the impact that civil society has on governments’ thinking”. wascompleted and presented to CHOGM in Perth, Australia in October 2011.Region: Europe.Further research has updated the <strong>Chair</strong>holder’s documents on Defining theDeterminants of Higher Education Management and Performance now included in anew book to be published shortly at the University of Johannesburg ‘ PerformanceManagement’ seriesRegion AfricaThe <strong>Chair</strong>hold has acted as External Examiner at The University of Nottingham for aPhD student from Lybia and adviser to a research student at The University of Bristol.Region Africa and Europe

Since the changes ofMinister of Education and Vice-Chancellor of the University of Zambia there has been a lack ofresponse to the <strong>Chair</strong>’s initiatives. There has been a similar lack of response from the Zambian OpenUniversity where a severe illness of the Deputy Vice-Chancellor (who has been the <strong>Chair</strong>holder’scontact in the past) has curtailed development there.

The <strong>Chair</strong>holder has been closely involved with the secretariat as oneof the lead contributors in i) The <strong>UK</strong> <strong>UNESCO</strong> Colloquium advising the <strong>UK</strong> Ambassador to <strong>UNESCO</strong>and ii) The Policy Brief on the <strong>UNESCO</strong> <strong>Chair</strong>s and UNITWIN Networks Programme.f) Other(any other activities to report)


53. Future Plans and Development Prospects:Outline of action plan for the next biennium and short/medium and long-term developmentprospects. Please do not hesitate to refer to difficulties that the <strong>Chair</strong> has experienced(Not exceeding 300 words)In the immediate future a project with the University of Namibia (UNAM) to repatriate asignificant collection of policy documents relating to Namibia’s future education aspirations andplans from the pre Independence period through to full independence in 1990. This valuablecollection will supplement and enhance the University Archive for future research and needs ofscholars. The <strong>Chair</strong>holder is taking the lead in this project.The aims and objectives of the <strong>Chair</strong> continue to be as pertinent and necessary in the immediatefuture as they were when established and the success of establishing the <strong>Chair</strong> especially totrain senior university leaders (both Executive and lay Governors) and managers fromdeveloping countries has been outstanding and beneficial to many nations beyond those towhom it was originally intended. With a number of Vice-Chancellors and Ministers across theglobe having experienced the training initiatives of the University of <strong>Bath</strong> it bodes well for anequally fruitful future.However, the success of developing training programmes over the past decade has beenrewarded with a fruitful proliferation of outstanding courses now arranged locally particularly insouthern Africa. Whilst taking some measure of credit in what has been achieved through theefforts of the <strong>Chair</strong>, it is even more satisfying to see the development of leadership andperformance management training progressing successfully in such countries, as South Africa,Tanzania, Malawi, Namibia, Mauritius and the United Arab Emirates, where the <strong>Chair</strong> haspreviously been involved.It has been the <strong>Chair</strong>’s intention to encourage more cross border collaboration with the benefit offunding from the Gulf Region assisting the aspirations of those in southern Africa but the globalrecession has curtailed these plans, hopefully for not long.End of the Form
