Mobility RD&T: Intelligent Transportation SystemsThe ITS program is DOT’s largest crossmodal initiative. This program supports mobility and other DOT objectivesthrough the application of advanced technologies to surface transportation. Major elements include intelligentvehicles, commercial vehicle operations, transit systems, and ITS architecture. Policy guidance comesfrom the ITS Management Council, which is composed of senior leadership from across DOT. Recently, theCouncil reoriented the program to focus on a fewer number of higher-risk, high-payoff initiatives. These are:• Integrated Vehicle Based Safety Systems• Cooperative Intersection Collision Avoidance Systems• Next Generation 9-1-1• Mobility Services for All Americans• Integrated Corridor Management Systems• Nationwide Surface Transportation Weather Observing and Forecasting System—Clarus• Emergency Transportation Operations• Universal Electronic Freight Manifest• Vehicle Infrastructure IntegrationThese initiatives and ongoing efforts—such as the Intelligent Vehicle Initiative and Commercial VehicleInformation Systems and Networks—depend on program funding and the passage of reauthorizing legislation.The ITS program will also conduct exploratory studies to assess promising, but as yet untested, ITS strategies.MobilityA nation’s mobility is intertwined with its economic growth. The transportationsystem connects people with work, school, community services, markets, and otherpeople. DOT’s aim is to maintain and advance an affordable, reliable, and accessibletransportation system. Toward this end, DOT RD&T addresses the followingpriorities: 44 ibid., pp. 32-33.5 The Maritime Administrationdoes not have funding consideredas “RD&T.” However, itdoes have RD&T-related efforts,which it undertakes in closecooperation with the maritimeindustry, academia, and otherFederal agencies.• Exploiting web-enabled and other secure information technologies to shareinformation on best practices in all modes• Examining ways to encourage cargo transport by water to improve the capacityof the intermodal transportation system 5• In consultation with public and private sector partners, conducting researchand expediting the deployment of technologies that improve system efficiencyand infrastructure durability• Providing technical assistance and training to improve intermodal transportationplanning and effective system management and operationThe RD&T efforts addressing DOT’s mobility priorities are shown in Table 3-3.12RITA
