The Cattlemenand Cattlewomen workto raise money for the eventwhich is matched by thestate association. Some of the money cattlemenand cattlewomen raisecomes through the auctionof a cow. Buyers repeatedlyturn the cow back and it isresold four or five times withall of the money going towardsthis program. Theprogram’s goal is to helpfeed people who normallycan’t afford to get proteinand other groceries.Beef producers aroundthe county participate in theprogram and many volunteerto help on distributionday. One of those who participatesin the program is BradCameron, president of theKlickitat County Cattlemen.“It’s a good deal,” saysCameron. “Our countieshave been donating cash foryears, but there’s plenty ofneedy people here, so wemake a stop in this town, inthis county.”When asked what hethought the best part of theprogram was, he said that hethought the best part wasthat it shows that peoplecare, it’s a good program, and he’s very supportive ofit. The large turnout at themobile food bank showedthat there is a need and thatpeople in Klickitat Countydo care. Local volunteerssupplied some of the producein addition to the beef, and helped with the distribution. It was evidence of thekindness and caring attitudeof people in this area.Postal Service still searching for savingsDALLAS SMITHREPORTERAccording to GoldendalePostmaster Jim Hamilton, the U.S. Postal Service (USPS)tried to change from six deliverydays to five delivery daysbut rescinded their proposal.Congress dictated there hadto be six delivery days, so theservice is looking for differentways to save money. (TheUSPS continues to lose between$1.6 and $1.9 billionevery year.)The USPS did find a possiblesolution in the form of apre-funding savings accountthat is in place to pay for themedical costs of retirees. IfCongress allows the service tostop paying into the fund orpay a smaller amount, itwould be able to break even. The account has approximately$60 billion in it. If theUSPS went without this burdenfor a while and became financiallystable, it would beable to contribute to the fundagain. In terms of revenue, flatrate priority mail has increasedby five percent in thelast five years, while advertisements, first class letters, andperiodicals are still declining.Goldendale belongs to thePortland district, and Hamiltonpoints out that one waythey’ve been saving money isby consolidating mail processingplants. What used tobe processed in Salem is nowbeing processed in Portland.Originally the USPS wasplanning on closing small offices, but instead it just reducedthe office hours fromeight to either four or sixhours. Places in KlickitatCounty that have been affectedinclude Dallesport andKlickitat. Offices that plan toreduce their hours next includeAppleton and Husum. The reduction depends on thesize of the office. The Goldendale-Centervilleoffice makes around4,100 deliveries to post officeboxes and personal mailboxesand delivers between 2,500and 3,000 parcels a week. Theoffice also makes between2,200 and 2,600 window transactionsweekly. The Goldendale-Centervilleoffice isbeing affected by cost savingsmeasures as well—one of themost prominent effects on theAPPLETON POST OFFICEoffice was the loss of a clerk’sposition at the end of April. There may be more changesto come.FILE PHOTO

A4 —June 26, 2013GOLDENDALE, WASHINGTONOPINIONLOU MARZELES, EDITOR AND PUBLISHERKAREN HENSLEE, PRODUCTION MANAGERANDREW CHRISTIANSEN, REPORTER/SPORTSAs Obamacare hits Congress, some members will quitThe newspaper Politico reports that dozens of members of Congressand their staffers are so worried about rising premium costsunder the Affordable Care Act (ACA) that they may quit or retirebefore the law fully goes into effect Jan. 1.Currently, members of Congress and their staff are covered bythe Federal Employee Health Benefits Program, which providesgenerous benefits, including a 75 percent taxpayer subsidy ofhealth care premiums. But an amendment to the ACA, or ”Obamacare,” sponsored bySen. Chuck Grassley, R-Iowa, requires that, beginning Jan. 1, 2014,members of Congress and their staff must purchase their health insurancethrough a government exchange. It is not clear that theywould continue to receive their current subsidies.Members of Congress and their staff fear costs could skyrocketif their subsidies disappear. Congressional leaders fear a “braindrain” if their staffers leave.Rep. Pete Session, R-Texas, warned, “It’s going to hinder our abilityfor members to take care of their families.” Rep. Tom Cole, R-Okla., said, “A lot of the staff stays on largely because of the benefitlevels and particularly if you’ve got peoplewith families—it’s just not right.” Rep. John Larsonn,D-Conn., complained, “Listen, this is simplynot fair to these employees. They are federalemployees.”We appreciate their concern for federal employees—butwhat about the rest of us?Since Obamacare was signed into law in 2010,private employers have been warning that itwould cause confusion, market disruption, andrising prices.Apparently, that reality is just now reachingthe lawmakers on Capitol Hill.GuestcommentaryDon C.Brunell,President,Association ofWashingtonBusinessRepublican and Democratic Congressional leaders are scramblingto find a “fix” to protect their staffers. Hopefully, in thatprocess, they will fix it for the rest of us.Most insurers are predicting big premium increases under Obamacare,a stark contrast to the president’s promise that the lawwould actually reduce health insurance costs. For example, theOhio Department of Insurance recently predicted that premiums inthat state will rise by 88 percent under Obamacare.Another unknown is how many Americans will receive premiumsubsidies and how much those subsidies will cost taxpayers. Asmany as 26 million Americans may be eligible for subsidies nextyear. The law provides subsidies to individuals with annual incomesof $45,000 and up to $94,200 for a family of four. But some families may lose their coverage entirely.Douglas Holtz-Eakin, former director of the Congressional BudgetOffice, notes that the penalties in Obamacare for not providingemployer-sponsored coverage are so small that, faced with skyrocketingpremiums, employers will drop their existing employeehealth plans. It’s simply cheaper to pay the fine and move those employeesinto state health insurance exchanges.Holtz-Eakin estimates that as many as 40 million workers couldlose their employer-sponsored health coverage. Critics charge thatthese perverse incentives are designed to destabilize the private insurancemarket and forge a national single-payer governmenthealth care system. Regardless of intent, the impact will be severe. Some of the same labor unions that enthusiastically supportedObamacare are now having second thoughts. They’re concernedthat the incentives to push employees into state exchanges will undermineunion contracts. Historically, high-quality health benefitshave been one of the biggest enticements labor unions have to attractand retain members. If workers are shunted into the state exchanges, that benefit disappears. In Washington, D. C., congressional leaders are waiting for theOffice of Personnel Management to decide whether members ofCongress and their staffers will continue to receive their taxpayerfundedsubsidies after Jan. 1.That decision, expected in the next few months, may “fix” thingsfor the folks who work on Capitol Hill. But what about the rest ofus?LETTERS FROM THE COMMUNITYDon’t flick thoseashesTo the Editor:During this fire season, please donot flick the ash of your cigarettesoutside your car window. A8 — JUNE 26,2013GOLDENDALE, WASHINGTON

GOLDENDALE, WASHINGTONJUNE 26, 2013 — B1SPORTSWater sports dominate Klickitat County sceneANDREW CHRISTIANSENREPORTERWith summer upon us, allmanners of water sports aregetting into high gear. KlickitatCounty is renowned for itsfishing, thanks mostly to theColumbia River, but it is alsoa destination of choice forwhite water sports and windsports on the big river.FishingThe spring run of Chinooksalmon has pretty much runits course by now, but thesummer run is just gettingstarted. Last week on theKlickitat River there were fewfishers out trying their luck, mostly for steelhead. One of the guides who wasout on Friday was BobBarthlow, of Dallesport.Barthlow said they weren’tcatching much right now dueto the fact it is early in theseason and the river is runninghigh with poor visibility.Barthlow said he has beenworking Drano Lake andother sites west, including theCowlitz River. He was also excitedabout the future of fishingon the Columbia Riverwith the recent opening ofthe Chief Joseph hatchery onthe Colville Tribal reservation. The hatchery held itsgrand opening on June 20. Accordingto tribal informationabout the hatchery, it is thefourth of four hatcheries thatwere promised to be built bythe Bonneville Power Administrationto offset some of thelost fishery due to the buildingof the Grand Coulee Dam.Only three of the hatcherieswere built until someone noticedthe discrepancy andpushed for completion of thefourth at Chief Joseph Dam.The thing that getsBarthlow excited is the intentionof the hatchery to release3-million smolt per year. Thetribe hopes that it will increasethe tribal catch fromabout 2,000 fish per year toaround 20,000. With the migrationthrough the ColumbiaRiver gorge, Barthlow expectsthe increased presenceof fish to cause a boon to fishingalong the Columbia River. With the first release yet tocome, the first returns aren’texpected until around 2017,says Barthlow.Another one-time guide,Ben John was camping at theIce House camp grounds lastweekend. John is back in thearea after spending a lot oftime guiding and outfitting inAlaska. What draws Johnhere is “the beauty of theplace and the people,” saysJohn. Originally from theYakima Valley, John says heused to come to Klickitat tofish as a kid. He says therewere just two outfits guidingon the Klickitat when he firstgot into that business there in1979. He moved to Alaska in1982 and retired from thebusiness in 2010.KayakingThere were plenty ofkayaks heading up on theKlickitat last weekend. It is adestination for easy kayakruns, great for leisure andideal for training beginners. One of the outfits that usesthe Klickitat for training isWet Planet Whitewater out ofHusum. Kayak school has becomean important part oftheir business, according toco-owner, Jaco Klinkenberg. The kayak school now hasfour full-time instructors plusseveral who work part-time.RaftingAs hot as kayaking is onthe Klickitat and WhiteSalmon rivers, rafting is stillthe mainstay of the businessand it is booming.Klinkenberg says she hasdefinitely seen an increase inbusiness, which actuallybegan last year, she attributesto an improved economy. Aprime measure for that is thenumber of wedding groupsthey host. “The Gorge is apopular place for weddings,”says Klinkenberg. The associatedrafting groups started toimprove last year and accordingto Klinkenberg, “businesshas been extremely good thisspring.”Wet Planet Whitewaterand Zoller’s OutdoorOdesseys, just up the river atBZ Corners, are the two locallyowned and operated raftingbusinesses on the WhiteSalmon River. Several othercompanies also run the riverwhich boasts a run over a 10-foot water fall at Husum, oncethe river level subsides in latesummer. Both companies rely oncorporate clients and WetPlanet Whitewater alsoworks with the U.S. Army’sAdventure Quest program, which provides excitement tosoldiers returning fromstints in places likeAfghanistan. Joint base FortLewis-McCord sends busloads of soldiers to Husum aspart of the program to helpchannel the adrenaline intosome non-destructive activitiesas soldiers adapt to lifeaway from the front.Another program WetPlanet works with is a kayakingexperience for cancer survivors.Fifteen people were onthe Klickitat River last week, learning how to enjoy thethrill of kayaking.Klinkenberg says this isthe place to be, and it isn’tjust coming from a local perspective.Klinkenberg is originallyfrom Holland, not a hot-bed ofwhite water sports. Back inthe 1990’s, Klinkenberg andher partner were enjoyingworking on the white water ofCosta Rica when they first entertainedthe notion of startingtheir own business. B8 —June 26, 2013KLICKITAT from Page B1Rafting came on the marketin 2002 and they have been inHusum ever since. They stillmaintain the Costa Rica connection, organizing trips tothe equatorial country everyother year, filling a gap duringthe winter months. Theyalso work with another companyto organize trips downthe Snake River and lowerSalmon River in Idaho. In additionto running the WhiteSalmon River, they travel upHighway 12 out of Yakima torun the Tieton River late inthe summer when the reservoiris drained.Business is booming.Klinkenberg says they expectabout 10,000 visitors this yearcompared to about 7,000 fiveyears ago. In fact, they havejust expanded into the neighboringproperty and will havegreatly expanded food serviceand capacity to run theirbusiness. The kayak school still beginsin a backyard pool. Withthe removal of Condit Damand the loss of NorthwesternLake, their phase two locationfor training is gone. Theyhave to travel a little furtherand miss the easy access andtraining the lake provided forbeginners trying to learnabout current, paddling, eddiesand roll-overs. But thechanging river will likely providemore of a run in the future, following the bank recoveryefforts.Klinkenberg says they arestill here in Husum becausethe White Salmon River isvery unique and well knownin the white water world. Itprovides a long season comparedto areas like Wenatcheeand when it comes to extremekayaking, the Little WhiteSalmon River is a destinationof choice. “Several of the topworld class kayakers live inWhite Salmon,” says Klinkenberg. The company does theirpart to build sense of communityin Husum. They helpsponsor the White SalmonRiver Fest which is open tothe public, but targets theHusum community. Thisyear’s River Fest is July 10,starting at 10 a.m. and runningall day finishing with aPaddler’s Party with food, drink and music.Klinkenberg says theyaren’t looking at building anyoutposts in other areas. Theylove the area and don’t foreseeexpansion. Why would theymove? When it comes to whitewater, this is the place to be.WindsurfingWesterly wind poursthrough the gorge whippingup white caps, pushing thesurface water of the ColumbiaRiver against the relentlessflow of the massive river, constantly pushing west tothe Pacific Ocean. It makesfor ideal conditions for windsports, mainly kite boardingand sailboarding, but thereare also a fair number of sailboats along the river. When conditions are moremild, the emphasis is formore boats on the water, takingadvantage of unique, world class fishing. Thestring of dams on the Columbiamake the river more like astring of lakes with typicallake species like bass, catfishand walleye. But it is still ariver with migrating salmonand steelhead considered thelife blood of the region. Fishingof some sort is availableyear round on the ColumbiaRiver. Pick up a WashingtonState fishing rules book atsporting goods stores orwhere fishing licenses aresold, or go to wdfw.wa.gov foran on-line version.Last chance for Wolf apparelJune 30 is the last day to order Goldendale Timberwolfapparel. Caps, t-shirts, shorts and sweat pants are available.Go to http://kimmel.itemorder.com and use thesales code entry “GH4PY” to log on and make your purchases. The items will not be available after June 30.ANDREW CHRISTIANSENALL AGES AND GENDERS: Fly fishing and windsurfing are lifetimesports. Mark Albert, above works out a new pole on the KlickitatRiver. Below, young and old, male and female enjoy riding the windand waves at any of several sites along the Columbia River.GOLDENDALE, WASHINGTONANDREW CHRISTIANSENDRAINED IT: Keith Johnson watches as Jeff Fields makes aputt on the second hole of Goldendale Golf Club. About 60golfers competed to raise funds for the Kiwanis kids’ readingprogram, Saturday.ANDREW CHRISTIANSENDIFFERENT APPROACHES: There is more than one way to ridethe white water of the White Salmon River. Above, in an Equif L’Edgecanoe for those who feel too cramped in a kayak; below in a doublehulled raft; and at bottom left in a Pyranha playboat kayak, in thiscase, not the ideal form for negotiating rapids, but part of the thrill.NOTICESFrom page B3“Keeping of Farm Animals”.The intent of the amendmentis to allow landowners of lotsthat are less than 20 acres insize and in residential zoningto keep farm animals (fowl, livestock and fur-bearinganimals) within reasonablelimits.
