In addition there has been an increase inthe length of placements (average 10 to 16 weeks) and in the number of repeat placements. Thishas added to delay for the child in deciding a permanent plan about where they will live. The costs ofthese assessments used to be shared, but under legal changes now fall solely on the local authority.The assessment usually involves the parent and child moving to live at either a residential centre orwith a foster carer for a number of weeks. The costs of these placements range between £1,263 and£5,500 per week.Section 4 – Conclusions drawn about the impact of the proposed change or new service/policy(Please use prompt sheet for help with what to consider):Key issues to be fed into relevant Action TableEqualityParents and children very likely to be from disadvantaged background, vulnerable and more likely than generalpopulation to have protected characteristics. It is therefore particularly important to ensure that provisioneffectively caters for diverse needs. A combination of in-house and external provision provides the bestchance of doing this as it enables SCC to retain its current focus on approving foster carers from diversebackgrounds, whilst also providing access to support through independent/voluntary sector provision wherethis would meet specific needs more effectively.Health and SafetyIf there are insufficient placements to meet demand, vulnerable children about whom there are seriousconcerns, could be harmed.
