Aspart of the efforts of the ChennaiCorporation to shortlist suitabletechnology for remediation andscientific closure of the Perungudiand Kodungaiyur dump yards, thecivic body also sought privatisationof conservancy operations in allthe 15 zones. The action wasinitiated a few months ago in theChennai Corporation will ropein private agencies to create multilevelparking lots on all majorroads in the city. The civic bodyhas called for expression of interestfrom entities such as privatefirms and joint ventures on constructionand maintenance of multilevelparking facilities in all majorroads on a DBOT (Design, Build,Operate and Transfer) basis. Theprivate agencies will identify suitablespots including Corporationlands near major roads that requireadditional parking space. The agency will also come upwith a detailed project report and asuitable revenue model for theparking lots. The agency willchoose a suitable parking systemfor each location based on theexisting civic conditions. The decision to involve privateentities has been taken as thewake of the National Green Tribunalsetting aside the environmentalclearance granted by the TamilnaduGovernment to the integrated solidwaste management facility inPerungudi.Apart from the initiative of reversingthe environmental damagein Perungudi and Kodungaiyur, the civic body had invited expressionof interest for two more solidwaste management initiatives frommultinational companies. This includedthe design of a scalable andmodular plant with a future capacityof processing 10,000 tonnes ofmunicipal solid waste per day.The scope of work inRole for private agencies inmulti-level parking lotsChennai Metropolitan DevelopmentAuthority and Chennai Corporationhave been unable to copewith the challenges in creating newparking lots. The CMDA and Chennai Corporationhave been planning toconduct feasibility studies on themany proposed facilities such as3 rd Avenue in Anna Nagar Eastand Vijay Nagar bus terminus inVelachery that are part of theChennai Comprehensive TransportationStudy. However, the lackof co-ordination among the variousland-owning departments andthe planning agencies has been astumbling block for the implementationof such projects. The new initiative of ChennaiCorporation is expected to generateadditional data pertaining totraffic study at many congestedlocalities.
