The Presidentmay, in the course of the discussion of an item,decide the limitation of the time to be allowed tospeakers, the limitation of the number of timeseach representative may speak or the closureof the debate. He may also propose thesuspension of the meeting or the adjournmentof the debate on the item under discussion.Rule 24 [82]The President, in the exercise of hisfunctions, remains under the authority of theBoard of Directors of the <strong>THIMUN</strong> Foundation.VII. GENERAL COMMITTEECompositionRule 25The General Committee shall comprisethe President of the General Assembly, whoshall preside and make the agenda formeetings of the committee, the Chairmen of the

TheSecretary-General or his deputy shall beentitled to attend meetings of the GeneralCommittee.MeetingsRule 26The President of the General Assemblymust be present at all meetings of the GeneralCommittee. The Chairmen of the committeesmust be present at all meetings of the GeneralCommittee, u<strong>nl</strong>ess they are exempted from thisrule by the President of the General Assembly.FunctionsRule 27The General Committee shall assist thePresident and the General Assembly in drawingup the agenda for each plenary meeting, indetermining the priority of its items and incoordinating the proceedings of all committeesof the Assembly. It shall assist the President inthe general conduct of the work of the GeneralAssembly which falls within the competence ofthe President. It shall not, however, decide anypolitical question.Rule 28The General Committee shall meetperiodically throughout each session to reviewthe progress of the General Assembly and itscommittees and to make recommendations forfurthering such progress. It shall also meet atsuch other times as the President deemsnecessary.Revision of the form of resolutionsRule 29The General Committee may revise theresolutions adopted by the General Assembly,changing their form but not their substance.VIII. SECRETARIATRule 30The Board of Directors of the <strong>THIMUN</strong>Foundation shall at their own discretion provideand direct the staff required by the GeneralAssembly.6 i.e. the Security Council, the Economic and SocialCouncil, the International Court of Justice and otherforums labelled by the Board of Directors of the<strong>THIMUN</strong> FoundationDuties of the SecretariatRule 31The Secretariat shall receive, print anddistribute documents, reports and resolutions ofthe General Assembly, its committees and itsorgans; prepare, print and circulate the recordsof the session; have the custody and properpreservation of the documents in the archivesof the General Assembly; distribute alldocuments of the Assembly to the Members ofthe United Nations.Regulations concerning the SecretariatRule 32The Board of Directors of the <strong>THIMUN</strong>Foundation shall establish regulationsconcerning the staff of the Secretariat.IX. <strong>OF</strong>FICE <strong>OF</strong> THE SECRETARY-GENERALCompositionRule 33The Office of the Secretary-General shallcomprise the Secretary-General, the DeputySecretaries-General and the Rapporteurs.Functions of the Secretary-GeneralRule 34The Secretary-General, in exercise of hisfunctions, remains under the authority of theBoard of Directors of the <strong>THIMUN</strong> Foundation.Rule 35All decisions of the Secretary-Generalshall be taken in consultation with the Board ofDirectors of the <strong>THIMUN</strong> Foundation.Duties of the Secretary-GeneralRule 36The Secretary-General shall act in thatcapacity in all meetings of the GeneralAssembly and its committees. He maydesignate a member of the Office of theSecretary-General to act in his place at thesemeetings.Report of the Secretary-General on the work ofthe OrganizationRule 37The Secretary-General shall make anannual report to the General Assembly on thework of the Organization.Notification under Article 12 of the CharterRule 38The Secretary-General, with the consentof the Security Council, shall notify the GeneralAssembly at each session of any mattersrelative to the maintenance of international

RECORDSRecords of meetingsRule 44Summary records of the meetings of theGeneral Assembly and its committees shall bedrawn up by the Office of the Secretary-General and published after approval by thepresiding officer.ResolutionsRule 45Resolutions adopted by the GeneralAssembly shall be communicated by theSecretary-General to the Members of theUnited Nations after the close of the session.XIII. PUBLIC AND PRIVATE MEETINGS <strong>OF</strong>THE GENERAL ASSEMBLY AND ITSCOMMITTEESGeneral principlesRule 46The meetings of the General Assemblyand its committees shall be held in publicu<strong>nl</strong>ess the organ concerned decides afterapproval of the presiding officer thatexceptional circumstances require that themeeting be held in private.Private meetingsRule 47All decisions of the General Assemblytaken at a private meeting shall be announcedat an early public meeting of the Assembly. Atthe close of each private meeting of thecommittees, the Chairman may issue acommuniqué through the Secretary-General.XIV. MINUTE <strong>OF</strong> SILENT PRAYER ORMEDITATIONInvitation to silent prayer or meditationRule 48Immediately after the opening of thefirst plenary meeting and immediatelypreceding the closing of the final plenarymeeting of each session of the GeneralAssembly, the President shall invite therepresentatives to observe one minute ofsilence dedicated to prayer or meditation.XV. PLENARY MEETINGSCONDUCT <strong>OF</strong> BUSINESSReference to committeesRule 49The General Assembly shall not, u<strong>nl</strong>ess itdecides otherwise, make a final decision uponany item on the agenda until it has received thereport 7 of a committee on that item.Discussion of reports of committeesRule 50Discussion of a report of a committee in aplenary meeting of the General Assembly shalltake place if at least one third of the memberspresent and voting at the plenary meetingconsider such a discussion to be necessary.7 Report should be understood as a resolution or atreaty passed by a committee.

The presence of amajority of the members shall be required forany decision to be taken.SpeechesRule 52 [84]No representative may address theGeneral Assembly without having previouslyobtained the permission of the President. ThePresident shall call upon speakers in an orderdetermined by the President. The Presidentmay call a speaker to order if his remarks arenot relevant to the subject under discussion.PrecedenceRule 53 [85]The Rapporteur of a committee may beaccorded precedence for the purpose ofexplaining the conclusions arrived at by thatcommittee.Statements by the Office of the Secretary-GeneralRule 54 [86]The Secretary-General, or a member ofthe Office of the Secretary-General designatedby him as his representative, may at any timemake either oral or written statements to theGeneral Assembly concerning any questionunder consideration by it.Points of orderRule 55 [87]During the discussion of any matter, arepresentative may rise to a point of order, andthe point of order shall be immediately decidedby the President in accordance with theserules. A representative may appeal against theruling of the President to the Commission onRules and Procedure, as defined in chapter X.The debate will continue and the President'sruling shall stand u<strong>nl</strong>ess overruled by theCommission. A representative rising to a pointof order may not speak on the substance of thematter under discussion.question. When the debate is limited and arepresentative exceeds his allotted time, thePresident shall call him to order without delay.Adjournment of debateRule 57 [89]During the discussion of any matter, arepresentative may move the adjournment ofthe debate on the item under discussion. Inaddition to the proposer of the motion, tworepresentatives may speak in favour of, andtwo against, the motion, after which the motionshall be immediately put to the vote. ThePresident may limit the time to be allowed tospeakers under this rule.Closure of debateRule 58 [90]A representative may at any time movethe closure of the debate or the item underdiscussion, whether or not any otherrepresentative has signified his wish to speak.Permission to speak on the closure of thedebate shall be accorded o<strong>nl</strong>y to two speakersopposing the closure, after which the motionshall be immediately put to the vote. If theGeneral Assembly is in favour of the closure,the President shall declare the closure of thedebate. The President may limit the time to beallowed to speakers under this rule.Suspension of the meetingRule 59 [91]During the discussion of any matter, arepresentative may move the suspension of themeeting. Such motions shall not be debated butshall be immediately put to the vote. ThePresident may limit the time to be allowed tothe speaker moving the suspension of themeeting.Order of procedural motionsRule 60 [92]Subject to rule 55, the motions indicatedbelow shall have precedence in the followingorder over all other proposals or motions beforethe meeting:(a) To suspend the meeting;(b) To adjourn the meeting;(c) To adjourn the debate on theitem under discussion;(d) To close the debate on theitem under discussion.Time-limit on speechesRule 56 [88]The President may limit the time to beallowed to each speaker and the number oftimes each representative may speak on any

As ageneral rule, no proposal shall be discussed orput to the vote at any meeting of the GeneralAssembly u<strong>nl</strong>ess copies of it have beencirculated to all delegations. The Presidentmay, however, permit the discussion andconsideration of motions as to procedure, eventhough such motions have not been circulated.AmendmentsRule 62 [94]Amendments shall not be submittedduring plenary meetings.Decisions on competenceRule 63 [95]Subject to rule 55, any motion calling fora decision on the competence of the GeneralAssembly to adopt a proposal submitted to itshall be put to the vote before a vote is takenon the proposal in question.Withdrawal of motionsRule 64 [96]A motion may be withdrawn by itsproposer at any time before voting on it hascommenced. A motion thus withdrawn may bereintroduced by any member.Reconsideration of proposalsRule 65 [97]When a proposal has been adopted orrejected, it may not be reconsidered at thesame session u<strong>nl</strong>ess the General Assembly, bya two-thirds majority of the members presentand voting, so decides. Permission to speak ona motion to reconsider shall be accorded o<strong>nl</strong>yto two speakers opposing the motion, afterwhich it shall be immediately put to the vote.VOTINGVoting rightsRule 66 [98]Each member of the General Assemblyshall have one vote.Two-thirds majorityRule 67 [99]Decisions of the General Assembly onimportant questions shall be made by a twothirdsmajority of the members present andvoting. These questions shall include:8 Draft resolutions and draft treatiesrecommendations with respect to themaintenance of international peace andsecurity and the suspension of the rights andprivileges of membership.Simple majorityRule 68 [99]Decisions of the General Assembly onquestions other than those provided for in rule67, including the determination of additionalcategories of questions to be decided by a twothirdsmajority, shall be made by a majority ofthe members present and voting.Meaning of the phrase "members present andvoting”Rule 69 [100]For the purposes of these rules, thephrase "members present and voting" meansmembers casting an affirmative or negativevote. Members which abstain from voting areconsidered as not voting.Method of votingRule 70 [101]The General Assembly shall normallyvote by show of placards, but anyrepresentative may request a roll-call. The rollcallshall be taken in the English alphabeticalorder of the names of the members, beginningwith the member whose name is drawn by lotby the President. The name of each membershall be called in any roll-call, and one of itsrepresentatives shall reply "yes", "no" or"abstention".Conduct during votingRule 71 [102]After the President has announced thebeginning of voting, no representative shallinterrupt the voting except on a point of order inconnection with the actual conduct of thevoting. The President may permit members toexplain their votes, either before or after thevoting. The President may limit the time to beallowed for such explanations. The Presidentshall not permit the proposer of a proposal toexplain his vote on his own proposal.Division of proposalsRule 72 [103]A representative may move that parts ofa proposal should be voted on separately. Ifobjection is made to the request for division, themotion for division shall be voted upon.Permission to speak on the motion for divisionshall be given o<strong>nl</strong>y to two speakers in favourand two speakers against. If the motion fordivision is carried, those parts of the proposal

If all operative parts of theproposal have been rejected, the proposal shallbe considered to have been rejected as awhole.Voting on proposalsRule 73 [105]If two or more proposals relate to thesame question, the General Assembly shall,u<strong>nl</strong>ess it decides otherwise, vote on theproposals in the order in which they have beensubmitted. The General Assembly may, aftereach vote on a proposal, decide whether tovote on the next proposal.Equally divided votesRule 74 [106]If a vote is equally divided, the proposalshall be regarded as rejected.XVI. COMMITTEESESTABLISHMENT, <strong>OF</strong>FICERS, ORGANIZATION <strong>OF</strong>WORKEstablishment of committeesRule 75The General Assembly may establishsuch committees as it deems necessary for theperformance of its functions.Categories of subjectsRule 76Items relating to the same category ofsubjects shall be referred to the committee orcommittees dealing with that category ofsubjects. Committees shall not introduce newitems on their own initiative.Main CommitteesRule 77The Main Committees, for the purpose ofthese Rules referred to as committees, of theGeneral Assembly are the following:(a) Disarmament and InternationalSecurity Committee (First Committee);(b) Economic and FinancialCommittee (Second Committee);(c) Social, Humanitarian andCultural Committee (Third Committee);(d) Special Political andDecolonization Committee (Fourth Committee);(e) Administrative and Budgetary(Fifth Committee)(f) Legal Committee (SixthCommittee).Representation of MembersRule 78Each Member may be represented byone person on each committee and a maximumof two persons on any other forum that may beestablished upon which all Members have theright to be represented.AppointmentRule 79 [19]Before the opening of each session of theGeneral Assembly, the Board of Directors ofthe <strong>THIMUN</strong> Foundation shall appoint aChairman, a Deputy Chairman and aRapporteur for each committee, who shall holdoffice until the close of the session for whichthey are appointed.Absence of officersRule 80 [20-22]If the Chairman finds it necessary to beabsent during a meeting or any part thereof, theDeputy Chairman shall take his place. A DeputyChairman acting as Chairman shall have thesame powers and duties as the Chairman. Ifany officer of the committee is unable toperform his functions, a new officer shall beappointed by the Board of Directors of the<strong>THIMUN</strong> Foundation for the unexpired term.Functions of the ChairmanRule 81 [23]The Chairman shall, subject to the mostrecent programme of events, declare theopening and closing of each meeting of thecommittee, the adjournment of the meeting,direct its discussions, ensure observance ofthese rules, accord the right to speak, putquestions and announce decisions. He shallrule on points of order and, subject to theserules, shall have complete control of theproceedings at any meeting and over themaintenance of order thereat. If objection is made to therequest for division, the motion for division shallbe voted upon. Ifthe motion for division is carried, those parts ofthe proposal or of the amendment which areapproved shall then be put to the vote as awhole.
