Outcome Based Education 07/12/<strong>2011</strong>Peter Ewell’s argument In his December 1997 AAHE Bulletin article "Organizing forLearning," that the two common flaws in our change strategies that causedassessment NOT leading to learning improvement are:1. initiatives have been implemented without a deep understanding of what"collegiate learning" really means and which strategies are likely to promote it;2. initiatives have, for the most part, been attempted piecemeal within and acrossinstitutions.Most assessment efforts were implemented without a clear vision of what"higher" or "deeper" learning is and without an understanding of howassessment can promote such learning.
