H: THE INTERNATIONAL COMMISSIONER AND INTERNATIONAL OFFICE ATGILWELL PARKVersion 1.0 October 2006Delivering international support – locallynationally and internationallyThe International Team and Office deliver supportlocally, nationally and to the world in many ways:Locally• Attend Countyevents/meetings/workshops etc• Distribute programme ideas, resourcesand up-to-date information• A source of information on travel adviceand information• Help to induct new ACCs (I)• Offer support when inviting Scouts fromoverseas.Nationally• Attendance at events such asconferences and Gilwell Reunion• Support UK Contingent ManagementTeams• Produce Visits Abroad statistics• Support writers for Scouting magazine.Worldwide• Acts as a conduit for information from theWorld Scout Bureau• Supports delegations to European andworld events, seminars and conferences• From trust funds, makes gestures ofsolidarity to developing Associations.The International Team and OfficeThe International Team (or the Core Team) meetsas called by the International Commissioner. Theteam uses sub groups, networks, electroniccommunications, correspondence, and so on toachieve its work in a cost effective way. The teamconsists of up to six people co-opted by theInternational Commissioner following consultationwith other members of the Team. Members of theteam are appointed for a term of three years andmay serve for no more than two consecutiveterms.In partnership with the InternationalCommissioner, the team:• Informs the work of The Association on allmatters relating to WOSM strategy, policyand practice• Advises The Association on internationalmatters, including solidarity with Scoutingin other countries• Advises The Association on the place ofinternational education in the youthprogramme of The Association and ontraining for and support of internationaleducation and travel opportunities• Informs the work of the InternationalCommissioner in his/her role as amember of the Chief Scout’s Committee• Provides a forum of personal contactbetween Headquarters and the Movementthrough the Northern Ireland, Scottish andWelsh Scout Councils and throughAssistant County Commissioners(International)• Advises on support for British ScoutingAbroad• Advises on links with Scout Associationsin other Commonwealth countries• Gives attention to all matters referred to itby sub-Committees and the Committee ofthe Council of The AssociationA formal report of the Team’s activities is normallymade annually to the Chief Scout’s CommitteeThe International Office is located within theProgramme and Development Directorate, basedat Gilwell Park. The staff supports theInternational Commissioner and InternationalTeam in advising the Association on itsinternational strategies and relationships. If an address isnot provided, the card should be forwarded to theInternational office. Where more than one addressis provided, the first is the Federation and this isthe address to which cards should be sent.The addresses are not for general circulation andmany Associations do not have the capacity toreceive unsolicited mail from Groups. Members ofthe Movement should write through the ACC(International) in the first instance, addressingcorrespondence to the InternationalCommissioner.There are three members of staff in the office – aManager [Sarah Hobbs], an Adviser [JackieMartin] and an Administrator [Lisa Kent].
