Jahangirnagar <strong>Planning</strong> Review, Vol. 3, June 2005 10ConclusionLike all other urban villages Masoodpur village also experience serious problemsregarding congestion, pollution and strain on services and consequent environmentaldegradation. The authorities in charge <strong>of</strong> land-use planning as well as service providinghave hardly any effective influence over the residential areas <strong>of</strong> the villages which isevidenced through the violation <strong>of</strong> various development control regulations. Due tooperation <strong>of</strong> different acts, there is <strong>of</strong>ten lack <strong>of</strong> clarity in the interventions by publicagencies in planning and development <strong>of</strong> villages in Delhi including masoodpur. All therural and urban villages are under the Municipal Corporation <strong>of</strong> Delhi <strong>for</strong> planning,development and regulation functions. However, villages that fall within thedevelopment area <strong>of</strong> DDA are to be regulated by DDA directly. The development areakeeps changing due to notifications. Besides MCD and DDA, there are at least more than10 other agencies that plan and do the development works in the villages according totheir program and budget allocations. Even at the Central Government level, there is lack<strong>of</strong> synchronization between the programmes <strong>of</strong> Ministry <strong>of</strong> <strong>Urban</strong> Affairs & Employmentand the Rural Development Department in Ministry <strong>of</strong> Agriculture which need to beaddressed. However an understanding <strong>of</strong> the dynamic process <strong>of</strong> development <strong>of</strong> urbanvillage and proper intervention and effective control at the stage <strong>of</strong> transitional stage <strong>of</strong>development is <strong>of</strong> <strong>for</strong>emost importance in order to recognise the village’s potential <strong>of</strong>growth in future.ReferencesDelhi Development Authority. 2002.
