The plots originally were<strong>of</strong> larger in size which have been fragmented in smaller plots due to increased housingdemand and increase in the land value. It was observed that around 90 percent <strong>of</strong> theplots were without proper setbacks.Recommendations• Preparation <strong>of</strong> village Development Plans: There is no department within DDA orMCD that is responsible <strong>for</strong> village development plans. In the absence <strong>of</strong> a detailedvillage development plan, the acquired village land <strong>of</strong>ten gets alloted to lessdesirable uses or get encroached upon. But the most important issues is the lack <strong>of</strong>planning <strong>for</strong> the development priorities. Multiplicity <strong>of</strong> agencies involved in thedevelopment work and absence <strong>of</strong> development plan <strong>for</strong> the village creates a hugegap between priorities <strong>for</strong> development and intentions <strong>of</strong> planned development.Moreover, the planning proposals <strong>for</strong> these special zones (rural areas) by the RuralDevelopment Board, created by Delhi Government, require approval from DDA.This leads to conflicting interests <strong>of</strong> these agencies which ultimately delays theimplementation <strong>of</strong> plans and proposals. For planned development and upgradation<strong>of</strong> services, especially water, power, drainage, flood protection and wastemanagement in an integrated manner, it is essential that development plans areprepared by the MCD in case <strong>of</strong> all urban villages as well as the Growth centers. Theallocation <strong>of</strong> financial resources be accordingly synchronized in the annual and fiveyear plans by the concerned agencies.• Land records and Development Priorities: There is a need to update the existingland records. Once the land record is setup, the development priorities may bedrawn up in consultation with the village community. The developmentprogrammes have to follow these priorities in allocations <strong>of</strong> funds. It is in thisconnection that identification, protection and development <strong>of</strong> village land is urgentand important.• Greater Inter-Agency Coordination: There are many agencies/ departments that areinvolved in planning and development <strong>of</strong> urban villages. Often, the programmes <strong>of</strong>these agencies are taken up in isolation. As a result, neither the resources are utilisedoptimally nor there is a meaningful impact created. It is, there<strong>for</strong>e, desirable thatintegrated development plan is prepared involving all concerned departments/agencies <strong>for</strong> wholesome approach to development.
