Introduction<strong>Pacific</strong> <strong>Rim</strong> <strong>International</strong> <strong>Camp</strong> (PRIC) is ascholarship camp program that provides aforum <strong>of</strong> international exchange for youths <strong>of</strong>the <strong>Pacific</strong> <strong>Rim</strong> region. The camp issupported by corporate and individualcontributions and operated by NPO <strong>Pacific</strong><strong>Rim</strong> <strong>International</strong> <strong>Student</strong> <strong>Camp</strong> andvolunteer staff. Together we create an idealoutdoor-oriented summer educationalexperience for high school-aged campersfrom countries and regions around the <strong>Pacific</strong>Ocean; those representatives are Australia,Canada, China, Hong Kong, Indonesia, Japan,South Korea, Malaysia, New Zealand, thePhilippines, Singapore, Thailand and theUnited States.HistoryPRIC was founded in 1985 as the successor tothe foremost educational camp for highschool students in Japan, the All Japan<strong>Student</strong> <strong>Camp</strong> (AJSC).AJSC was established by the YomiuriShimbun, a leading national newspaper, in1951 as the first educational camp to developfuture leaders <strong>of</strong> Japan, when the country wason the path <strong>of</strong> reconstruction from thedevastation <strong>of</strong> World War II. Every summer,approximately 100 high school studentsgathered from all over Japan to experiencefriendship, leadership, and fellowship bycamping together in wilderness. From amongthese students, one was chosen each year torepresent Japan at <strong>Camp</strong> Rising Sun, aninternational scholarship summer campfounded in upstate New York, USA, in 1930.Today over 3,000 alumni <strong>of</strong> AJSC are playingactive roles in a wide range <strong>of</strong> fields in Japanand overseas.On the occasion <strong>of</strong> the United Nations<strong>International</strong> Youth Year in 1985, the campwas expanded to include campers and stafffrom other countries <strong>of</strong> the <strong>Pacific</strong> <strong>Rim</strong>, amove that was made possible thanks to thegenerosity <strong>of</strong> corporate donors. This shift toan international camp was the beginning <strong>of</strong>what has since been known as <strong>Pacific</strong> <strong>Rim</strong><strong>International</strong> <strong>Student</strong> <strong>Camp</strong>, now in its 29 thyear.ObjectivesIn order to help meet the challenges <strong>of</strong>globalisation, PRIC aims to promote culturalappreciation and international friendshipthrough close interaction day in and day outamong the campers. It is a miniature version<strong>of</strong> the highly diversified <strong>Pacific</strong> <strong>Rim</strong> in aJapanese setting. The camp’s goal is to helpthe campers learn the importance <strong>of</strong> personalcontribution in building a multinationalsociety based on friendship.As the camp is hosted in Japan, we feel it isboth our privilege and our obligation toinspire cultural appreciation among thecampers through opportunities to see Japan—both traditional and modern—with their owneyes. We trust this will in turn induceappreciation for other cultures and contributeto the building <strong>of</strong> a truly diversified society.In the spirit <strong>of</strong> traditional summer camps,PRIC endeavours to provide a characterbuildingexperience by encouragingfriendship, leadership, and fellowship. Basedon 63 years <strong>of</strong> experience, we believe that themost effective means <strong>of</strong> promoting suchideals in a limited period <strong>of</strong> time is communalliving. The camp additionally strives toeducate the campers about nature and deepentheir appreciation for the environment.In sum, PRIC’s programs and activities aredesigned to train the body, mind and spirittoward creating young international pioneers -the leaders <strong>of</strong> tomorrow.FeaturesThis is a scholarship camp fully supported bydonation <strong>of</strong> corporations and individuals withgoodwill and comprehension for PRIC. Thecamp is conducted mostly in English languagewith some Japanese. It takes place in threelocations. Firstly, Tokyo and its vicinity is theplace where Pre-camp and Post- campprograms will be held. CFAs will find heretraditional and contemporary Japan, both inculture and technology, as well as city life.Secondly, Nishikatsura town, near Mt. Fuji,100km west <strong>of</strong> Tokyo in YamanashiPrefecture is the town where campers will4


have 4 days home-stay program. Thisprogram is planned, coordinated and executedby a volunteers’ committee <strong>of</strong> the town inclose contact with us, and is also encouragedby the town council. The program includesgoodwill exchange with local schools, going tothe Mt. Fuji, etc. However, the main stage <strong>of</strong>the camp is National Takato Youth Centre.This facility is located in Nagano Prefecture,almost centre <strong>of</strong> Honshu, main island. Theprogram here consists <strong>of</strong> a variety <strong>of</strong> outdooractivities in the surrounding mountains andlakes, cultural exchange program presentingcountries and regions to each other, alsopromoting the ideas for the environmentalreserve and protection. Access to ATMs is easy inTokyo and Nishikatsura, where most<strong>of</strong> the pre- and post-camp activitiestake place, but this is not the case withthe Takato facilities, the main site <strong>of</strong>the camp.2. Temperatures are normally warm tohot (25° C/77° F) during the day, butsince Takato is located 1,300 meters6above sea level, it is relatively cool(13° C/55° F) at night.3. During the camp in Takato, time willbe made available to introduce andpresent yourself and your homecountry. We suggest that you bringpresentation materials, such aspictures, slides, and postcards, toassist in making your country andculture better understood by the othercampers.4. We do not encourage you to bringexpensive items for presentationand/or personal gifts. <strong>Camp</strong>ers shouldplan unique presentations by usinghand-made or easily obtained items.Use <strong>of</strong> computers (Windows) andprojectors are provided by theorganisation. You can use them forpresentations.Application Process(For campers from abroad)The selection process and qualifications differbetween applicants in Japan and thoseresiding abroad, and campers from abroad(CFAs) are recruited through the associatededucational organisation in each participatingcountry.Applications for CFAs will be acceptedthrough 31 May 2013, Japan time. Theapplication form should be accompanied byall the documents required by the PRICSelection Committee.After reviewing the application documents,ISCA will notify successful candidates with aletter <strong>of</strong> acceptance. The selection processis completed after the acceptance letter issent to successful candidates and theAcknowledgement Form is properly signedand submitted to the host organisation. Allcorrespondence will be done electronically.


Selection GuidelinesQualifications:Applicants should be male students from one<strong>of</strong> the participating countries and regionsbetween 14 and 17 years <strong>of</strong> age as <strong>of</strong>1 August 2013. Successful candidates must beable to speak and understand English, as theywill be discussing the life and culture <strong>of</strong> theircountry in English. They must be available forthe entire duration <strong>of</strong> the program and mustfollow the arrival and departure dates set bythe host organisation.They are expected to have a strong desire tolearn about other people, cultures, andcountries with a positive attitude throughoutthe program. Preference is given to studentswho have never stayed in Japan before.Number <strong>of</strong> Participating <strong>Camp</strong>ersTotal: 42 (30 from Japan, 12 from overseas)At least one camper from each participatingforeign country and region is invited. Thefinal number <strong>of</strong> campers may differ fromwhat is given above.FeesThe host organisation will bear all necessaryexpenses during the camp program, includingroom, board, and transportation, as well asthe round-trip airfare to Japan. The campersare asked to provide for local travel expensesto the airport <strong>of</strong> departure in his country,expenses for obtaining an entry visa to Japan,and any other personal expenses.<strong>Camp</strong>ers’ Obligation:Each camper is required to submit a report <strong>of</strong>about 2,000 words, written in English, abouthis experiences at PRIC. The report must betyped and sent to the PRIC <strong>of</strong>fice by 31August 2013.Application Documents:The following documents must be sent to theIndependent Schools Council <strong>of</strong> Australia nolater than cob 27 May 2013:1. Guardians andapplicants must thoroughly read andunderstand the following before submittingthe application documents:1. Guardians are responsible for promptlynotifying the host organisation in writingif their child develops any kind <strong>of</strong> medicalcondition before coming to the camp.2. <strong>Camp</strong>ers must take adequate care <strong>of</strong> theirpersonal health and safety.3. Guardians must submit their currentaddress and phone number so that thehost organisation can contact them in case<strong>of</strong> emergency.4. <strong>Camp</strong>ers must follow the arrival anddeparture dates set by the host7


organisation. Unauthorized personal travelwill not be permitted.5. If campers wish to bring anything that isnot included in the list <strong>of</strong> Things to Bring,they must obtain prior permission fromthe host organisation.6. Private telephone calls, purchases <strong>of</strong> gifts,and any other personal expenses shall beborne by the camper. The hostorganisation shall not be held responsiblefor any personal expenses <strong>of</strong> the campers.7. <strong>Camp</strong>ers are encouraged to obtain someknowledge <strong>of</strong> the history, geography,culture, and customs <strong>of</strong> their countrybefore coming to the camp.8. <strong>Camp</strong>ers must follow the rules andregulations <strong>of</strong> the host organisation andpay particular attention to directives givenorally or distributed in print during thecamp.9. To protect the campers’ safety,unauthorized visitors will not be allowedduring the programs. If campers wouldlike a personal friend to visit, they mustconsult and obtain prior permission fromthe host organisation.10. For security reasons, we ask that allcampers hand in their passports and airtickets to the assigned member <strong>of</strong> staffupon arrival. The documents will be heldfor safekeeping for the duration <strong>of</strong> thecamp.Application QuestionnaireThe following questions should be answeredin writing and submitted with yourapplication.1. How do you want toparticipate in the discussions?Management andAdministrative PoliciesEnvironmental ProtectionIn accordance with the regulations <strong>of</strong> thecampsite, Takato Youth Centre, there is to beno littering or disturbance <strong>of</strong> the environmentin any way, and a conscientious attitudetoward nature and the environment will bepromoted particularly during outdooractivities.Public HealthIn addition to following all living and diningregulations, such as cleaning the cabins everymorning, everyone is expected to follow theguidance <strong>of</strong> the camp director and staff andmaintain a healthy routine <strong>of</strong> proper rest,activity, and nutrition.ManagementThe camp leadership is composed <strong>of</strong>: a welltrainedvolunteer staff supervised by the campdirector, members <strong>of</strong> the host organisation,activity instructors, and staff <strong>of</strong> the TakatoYouth Centre. <strong>Camp</strong>ers are supervised byexperienced counsellors during the camp.One counsellor is assigned to each group <strong>of</strong>less than 10 campers, thereby insuring apersonal level <strong>of</strong> care throughout the camp.<strong>Camp</strong> SafetyIn addition to the instructors <strong>of</strong> each activity,a member <strong>of</strong> the program staff acts to insuresmooth operation. Furthermore, additionalpersonnel are assigned to special activities,such as canoeing and campfires, to provide8


greater safety. Should it be necessary forcampers to receive treatment beyond thecapacity <strong>of</strong> Takato Youth Centre’s medicalpersonnel, they will be transported to InaCentral Hospital (phone: +81-265-72-3121).<strong>Camp</strong> Insurance PolicyEmergency MeasuresThe NPO <strong>Pacific</strong> <strong>Rim</strong> <strong>International</strong> <strong>Student</strong><strong>Camp</strong> (hereinafter “The Organiser”) will takenecessary measures for the protection <strong>of</strong>campers in the event <strong>of</strong> an emergency. Byacknowledging participation, the campers andtheir guardians shall be deemed to haveauthorized the Organiser to take the measuresit considers necessary for emergency medicalattention.Insurance Policy1. All campers are insured for the duration<strong>of</strong> the camp by the insurance companywith which the Organiser has completeda contract. If campers should sustaininjury or illness during this period,campers and guardians will beindemnified according to the insurancecoverage placed by the Organiser.<strong>Camp</strong>ers and guardians must accept theterms, conditions, and limitations <strong>of</strong> theinsurance company’s overseas travelaccident insurance and liability insurance.<strong>Camp</strong>ers and guardians may not claimfurther compensation and are to acceptthat the said insurance coverage is writtenin Japanese.2. In the event that the Organiser is liable tocompensate the camper beyond thecoverage written above, the Organiserwill pay the amount covered by theLiability Insurance. The Organiser willnot pay beyond the said amount.3. The period <strong>of</strong> insurance coverage isstrictly limited to the duration <strong>of</strong> theOrganiser’s <strong>of</strong>ficial camp program, asprovided below, and does not include anyadditional time spent in Japan.9


Insurance CoverageFor campers from abroadIn accordance with its <strong>Camp</strong> Insurance Policy,the Organiser will insure each camper fromabroad with the coverage described below.Applicants to <strong>Pacific</strong> <strong>Rim</strong> <strong>International</strong><strong>Student</strong> <strong>Camp</strong> and their guardians agree that,by submitting the application and/oracknowledgement to the organisation,campers are bound by the terms andconditions set forth in the insurance policyand its coverage. Applicants furtherunderstand and agree that, if the Organiserpays any related expenses on behalf <strong>of</strong> acamper before the insurance claim is granted,the Organiser is to be compensated for theactual amount it has paid.1. National Takato YouthCentre (TYC)The National Takato Youth Centre (TYC),which was opened in November 1990, is apublic campsite managed by the Ministry <strong>of</strong>Education, Culture, Sports, Science andTechnology. The centre is located at 1,300meters above sea level in the foothills <strong>of</strong> theJapanese Alps and provides an ideal woodlandcamp environment complete with hills,streams, and lakes.Facilities:1.
