2107.3 Pers<strong>on</strong>nel related expendituresThe largest amount <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ey was spent <strong>on</strong> salaries, related taxes and c<strong>on</strong>tributi<strong>on</strong>s to <strong>the</strong> Nati<strong>on</strong>al SocialSecurity Fund (NSSF): USh 4,735,646,828. Of <strong>the</strong>se, <strong>on</strong>ly <strong>the</strong> LST is retained <strong>local</strong>ly: 65% <str<strong>on</strong>g>of</str<strong>on</strong>g> it goes to<strong>the</strong> Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> residence <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> worker and 35% to her/his District <str<strong>on</strong>g>of</str<strong>on</strong>g> residence. According to data providedby <strong>the</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>fice <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> Chief Administrative Officer (CAO), for <strong>the</strong> FY 2010/2011 <strong>the</strong> total LST collecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GuluDistrict amounted to USh 65,000,591 and <strong>the</strong> LST paid by <strong>Lacor</strong> <strong>Hospital</strong> workers was USh 891,250 (1.4%).According to <strong>Hospital</strong> records, however, <strong>the</strong> actual amount paid by <strong>Lacor</strong> <strong>Hospital</strong> workers was muchhigher: USh 15,250,000, <str<strong>on</strong>g>of</str<strong>on</strong>g> which, USh 5,337,500 milli<strong>on</strong> went to <strong>the</strong> District Administrati<strong>on</strong> and USh9,912,500 went to <strong>the</strong> Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> residence <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> individual workers.The 2003 study <strong>on</strong> “The ec<strong>on</strong>omic impact <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>Lacor</strong> <strong>Hospital</strong> <strong>on</strong> <strong>the</strong> surrounding community” found that<strong>Lacor</strong> <strong>Hospital</strong> employees were c<strong>on</strong>tributing 24% <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> total Graduated Tax collected in Gulu District.Graduated Tax was abolished in <strong>the</strong> FY 2005/2006. The LST was introduced in <strong>the</strong> FY 2008/2009. GraduatedTax was paid by everybody while LST is <strong>on</strong>ly paid by people who are formally employed and is proporti<strong>on</strong>alto <strong>the</strong> income (<strong>the</strong> lowest c<strong>on</strong>tributi<strong>on</strong> is USh 5,000 and <strong>the</strong> highest USh 100,000). LST leads to a muchsmaller collecti<strong>on</strong> than graduated tax.4 NSSF, a mandatory c<strong>on</strong>tributi<strong>on</strong> towards <strong>the</strong> workers pensi<strong>on</strong>, amounts to 15% <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> gross pay: 10% paid by <strong>the</strong>employer and about 5% by <strong>the</strong> employee. PAYE and LST are paid by <strong>the</strong> employee and are proporti<strong>on</strong>al to <strong>the</strong> grosspay. The employer deducts PAYE and LST from <strong>the</strong> employee’s salary and pays <strong>the</strong>m to <strong>the</strong> Administrative Authorities.
