2. The approval of Ministry of Development of North Eastern Regions (M/o DoNER) issubject to the following conditions:a. M/o DoNER will release only 90% of the project cost as Grant in installmentsto the State Government for implementation/ execution of the project. Balance10% being loan component, would be authorized by the Ministry of Finance(Plan Finance Division I) to be raised by the State in consultation with ReserveBank of India. In the case of the State being fiscally weak and not able to raiseload component from the market, Ministry of Finance would make appropriatearrangement to raise the same and lend to the State.b. The time frame for completion of the project is 36 months. The date of thissanction letter would be reckoned as the date of start of the project. Target dateof completion of the project would be February 2009. Time frame is to befollowed strictly.c. Immediately on receipt of this sanction letter, the State Government keeping inview the target date, would firm up the quarterly physical and financial targetsand convey them within one month to this Ministry. Thereafter, quarterlyreport on the physical and financial program of the project shall be furnished tothe M/o DoNER within 10 days of close of the quarter.d. The project shall be implemented strictly in time and with the help of PERTand CPM.e. The funds shall be utilized strictly for the purpose for which they are beingsanctioned. No diversion of fund is allowed.f. Any escalation towards cost of the project has to be borne by the StateGovernment from their resources.g. If the project is unduly delayed without sufficient valid reasons, it wouldremain open to M/o DoNER to adjust the entire amount so released againstsome other sanctioned project under NLCPR and close this project underNLCPR scheme.h. The State Finance Department/Planning Department shall ensure transmissionof the released amount to the Department / Implementing Agency concernedwithin 30 days from the date of release by the Government of India and submitcertificate in this behalf within the prescribed time limit to Ministry ofDevelopment of North Eastern Region.i. The State Government shall properly utilize funds and submit UtilizationCertificate on prescribed proforma to Joint Secretary, Ministry ofDevelopment of North Eastern Region, Vigyan Bhavan Annexe, Maulana Azadroad, New Delhi – 110011 within a period of nine months from the date ofrelease. In case the funds are not utilized within the stipulated time, thePlanning Department of the State Government should approach the Ministry ofDevelopment of North Eastern Region with sound reasoning for revalidation.j. The State Government shall nominate a nodal officer for the project who wouldbe responsible for time implementation of the sanctioned works, within theapproved costs. The name and designation of the Nodal Officer with fulladdress along with his contact telephone number would be communicated to theMinistry.

k. The State Government shall get the projects inspected on ground at least oncein a quarter and submit physical progress report in prescribed proforma withintwo weeks after the close of the quarter of the year to Joint Secretary, Ministryof Development of North Eastern Region, Vigyan Bhawan Annexe, MaulanaAzad road, New Delhi – 110 011.3. It is requested that the State Government may send us the requirement of funds alongwith work plan during the financial year 2005-2006 to enable this Ministry toconsider release of first installment for the project. The release of next andsubsequent installments for the project would be governed by the specific clausementioned in the NLCPR Guidelines date 07.07.2004.4.
