LIST OF RECOMMENDATIONS3.4.4 Histology <strong>and</strong> toxicology89. <strong>The</strong> turnaround time for toxicology reportsmust be significantly improved by anappropriate <strong>and</strong> immediate investment in<strong>the</strong> provision <strong>of</strong> <strong>the</strong>se services.90. <strong>The</strong> turnaround time for histology reportsshould be improved by <strong>the</strong> inclusion <strong>of</strong> thisaspect in new revised guaranteedarrangements for delivery <strong>of</strong> pathologyservices.91. While <strong>the</strong> Group do not wish to interferewith <strong>the</strong> market forces supplying suchservices, <strong>the</strong> most pragmatic <strong>and</strong>immediate response to this issue is, at leastin <strong>the</strong> short term, <strong>and</strong> in <strong>the</strong> absence <strong>of</strong>o<strong>the</strong>r providers, best served by additionalfunding for <strong>the</strong> State Laboratory service.92. A centre <strong>of</strong> excellence should bemaintained in this area <strong>and</strong> is bestprovided by <strong>the</strong> State Laboratory.3.4.5 Post mortem facilities93. Existing mortuary <strong>and</strong> post mortemfacilities should be urgently upgraded on aplanned basis having regard to <strong>the</strong> needfor <strong>the</strong> distribution <strong>of</strong> such facilitiesthroughout <strong>the</strong> country.94. Upgrades should be carried out to <strong>the</strong>appropriate st<strong>and</strong>ards applying to <strong>the</strong>various types <strong>of</strong> facilities involved.3.4.6 A new coroner agency95. A new agency should be established to beknown as Central <strong>Coroner</strong> <strong>Service</strong>s (CCS) toreflect <strong>the</strong> core concept <strong>of</strong> service to bothcoroners <strong>and</strong> <strong>the</strong> public <strong>and</strong> its central rolein relation to <strong>the</strong> future shaping <strong>of</strong> <strong>the</strong>new service.96. <strong>The</strong> range <strong>of</strong> functions <strong>of</strong> <strong>the</strong> new bodyshould include:• routine processing <strong>of</strong> coroner salaries<strong>and</strong> expenses• devising an optimum regional structurefor <strong>the</strong> new coroner service• arranging <strong>and</strong> implementing pilotprojects to establish <strong>the</strong> best way <strong>of</strong>implementing <strong>the</strong> various staffing <strong>and</strong>structural recommendations <strong>of</strong> <strong>the</strong>Group• providing an appropriate input intoguaranteed arrangements for corecoroner services• developing co-operative measures with<strong>the</strong> Courts <strong>Service</strong>• supporting <strong>the</strong> implementation <strong>of</strong><strong>Coroner</strong>’s Rules• supporting <strong>and</strong> developing a highquality <strong>of</strong> service• encouraging <strong>and</strong> facilitating bestpractice procedures• preparation <strong>and</strong> implementation <strong>of</strong>training programmes for coroners• information dissemination• coroner liaison with o<strong>the</strong>r relevantstatutory <strong>and</strong> non-statutory groups• liaison with <strong>Department</strong> <strong>of</strong> Health <strong>and</strong>Children on general hospitalrefurbishment programme• processing <strong>of</strong> industrial relations issues• budget negotiation <strong>and</strong> management• developing <strong>and</strong> co-ordinating role <strong>of</strong>coroners in disaster planning• supporting <strong>and</strong> encouraging <strong>the</strong> use <strong>of</strong>information technology• supporting <strong>and</strong> developing a nationalinformation system for coroners17
