AlanZitta retained his World Senior title,even after cutting his trigger fingerbadly the last day with a couple ofstages still to go. Hope the finger is better,Z-man. So, all in all, be proud, youall done good.We also should congratulate thewinners of our election. Therewere four poppers at the back of thebay, with one steel target shot fromeach box. In between the boxes, therewere paper targets to engage.The walk-through stated one proceduralpenalty per shot fired at papertargets from any box. We had a shooterengage one steel from box A and alsotwo paper targets from the same box.After leaving the box, he then re-engagedthe rwo paper targets from theproper position.One side of the argument is that byre-engaging from the right spot, he fulfilledthe course requirements andshould not be penalized. The other sideis that it is clear in the walk-throughthat it was per shot fired.Some felt that the shooter had anadvantage because when he left thebox, he just had to blaze his shots in thedirection of the targets, rather thanaiming for good hits. We found nothingin the rule book to support eitherside. What should the ruling be?AnswerRule 11.00 and US 11.00 prettymuch support the fact that it would bea procedural per occurrence. It's truehe did the right thing after the fact, buthe still violated stage procedure. This is not to say thatIPSC only works one day a year. LikeUSPSA, a full-time office is maintainedin Toronto, Ontario, Canada, for thedaily operation of the confederationand for dealing with the member regions;however, at the General Assembly,we have the opportunity to meetface to face and discuss the matters beforeus. The assembly is held in conjunctionwith a large internationalevent to allow as many regional directorsas possible to attend and participate.This year the assembly was conductedon October 30 as we gatheredfor World Shoot XII in Cebu, Philippines.Having the meeting prior to thestart of competition, which ran fromNovember 1st through the 5th, allowedall regional directors to devotetheir full attention to their nationaltearns and individual shooters.As I write this, I'm also in theprocess of packing and getting ready toleave for the airport. Hopefully, if theairlines do their part and the weathercooperates, the end of a 28-hour tripwill deposit me on the shores of Cebu.The General Assembly is always an excitingtime and never more so than oneheld in conjunction with a WorldShoot. As we approach the last meetingof this millennium, I can't recall an assemblythat has generated so much discussionand debate over the issues to beaddressed. Most prominent, of course,is the discussion over changes in therules that conduct practical shooting,but in addition there is much morebusiness facing the group.All IPSC meetings are open to anyinterested parties, and in that spirit, Iwill attempt to give you an idea of whatwill be discussed at the assembly. Theagenda is prepared approximately 60days in advance following input fromall regional directors. This allows eachregion to place items of interest on theagenda in addition to items submirtedby the president. The first order ofbusiness is to determine which regionsare eligible to vote at the assembly. Theregion must be in good standing withall fees and required documentationsubmitted. I'm pleased to report thatthe United States is on the list of votingregions, along with 45 others. If a regionis unable to send a representative,it may vote by proxy on the issues setforth on the agenda.Following the determination ofthose regions eligible to vote, the presidentwill appoint two tellers. Their jobwill be to count the votes on each itemplaced before the assembly and to officiallylog the tally. This is followed by the president'sreport in which Nick Alexakoswill summarize the status of the confederationand report on the progressof certain ongoing projects. He willalso bring us up to date on the status ofseveral anti-gun initiatives being conductedthroughout the world. We inthe United States are not alone in facingthose who would remove our abilityto compete with firearms.Next up will be Dino Evangelinos,president of the International RangeOfficers Association. Dino will reporton the training seminars conductedduring the year and the results of theannual review conducted on eachIROA official. He will also discuss anyplans for additional or new training forthe international officials. Followingthese two items, each regional directorwill give a brief report on the status ofIPSC in his or her country. It is very interestingto listen to the reports and torealize that other countries face verysevere restrictions just to be able toown a handgun.
