2 Key Issues2.1 Rates (Amendment) Act (Northern Irel<strong>and</strong>) 2012In an attempt to improve the aesthetic quality of the high street the Rates(Amendment) Act (Northern Irel<strong>and</strong>) 2012 permits w<strong>in</strong>dow displays which willanimate shop frontages with<strong>in</strong> the specific parameters detailed previously.W<strong>in</strong>dow displays will not constitute occupation of the premises <strong>and</strong> thus the 50%rate relief will rema<strong>in</strong> for l<strong>and</strong>lords.2.22.32.42.52.62.7An important new <strong>in</strong>centive <strong>in</strong> the Rates (Amendment) Act is the provision togrant 50% relief on long term empty shops where the property is first occupieddur<strong>in</strong>g the 2012/13 rat<strong>in</strong>g year.The small bus<strong>in</strong>ess rates relief (SBRR) has been extended to provide 20% raterelief for those properties with an NAV of £10,000 or less. In total, this affectsjust over 1700 companies <strong>in</strong> the <strong>Belfast</strong> City Council area (of whom just over 200are based <strong>in</strong> the Shaftesbury Electoral Ward. A guide to the current legislation isattached to this report <strong>in</strong> Appendix 1.A <strong>Vacant</strong> Unit <strong>in</strong>ternal officers group was set up by <strong>Belfast</strong> City Council <strong>and</strong> themembership has been extended to a wider group <strong>in</strong>clud<strong>in</strong>g Department for SocialDevelopment, <strong>Belfast</strong> City Centre Management, Arts Council of Northern Irel<strong>and</strong>,Arts <strong>and</strong> Bus<strong>in</strong>ess <strong>and</strong> PLACE. Each organisation represented have beenundertak<strong>in</strong>g <strong>and</strong> lead<strong>in</strong>g on a number of <strong>in</strong>itiatives to reduce the amount ofvacant units. There is consensus that the vacant units presents an opportunity toimplement an Integrated action plan which meets the ma<strong>in</strong> objective ofpermanently lett<strong>in</strong>g vacant units <strong>and</strong> creat<strong>in</strong>g a vibrant <strong>and</strong> animated streetscapethat attracts footfall <strong>and</strong> spend to support the day, even<strong>in</strong>g <strong>and</strong> night timeeconomy. An overview of activity to date is found <strong>in</strong> Appendix 2.PLACE have approached Council to support an "Urban Summer Design School"from 6 to 10 August 2012 which will be delivered us<strong>in</strong>g a vacant unit <strong>in</strong> <strong>Belfast</strong>City Centre. PLACE are <strong>in</strong>tend<strong>in</strong>g to locate the school <strong>in</strong> a place of architecturalmerit <strong>and</strong> have asked BCC to support this search. It is proposed that thissymposium is delivered <strong>in</strong> conjunction with Council.PLACE have also proposed delivery of a symposium on the subject of emptyshops which be targeted at key stakeholders <strong>in</strong>clud<strong>in</strong>g property developers,l<strong>and</strong>lords, DSD <strong>and</strong> BCC.Based on the outcomes of the summer/autumn symposium <strong>and</strong> the academy it isproposed that <strong>Belfast</strong> City Council with our partners develop an Integrated ActionPlan <strong>and</strong> political agreement will be sought. The proposed plan would be drivenby the organisation best placed to take the lead on its implementation. Thisaction plan will support recent <strong>in</strong>itiatives led by the entrepreneurs <strong>in</strong> the privatesector such as the recently opened ‘Home’ restaurant, the Dock café <strong>and</strong>Refound’s furniture recycl<strong>in</strong>g shops.3 Resource Implications3.1 A budget allocation of £2,000 support the delivery of the <strong>Vacant</strong> Unit Symposiumwhich will support venue hire, refreshments, secur<strong>in</strong>g key note speakers.4 Equality <strong>and</strong> Good Relations Considerations4.1 No equality or good relations considerations.Docs:131721
