<strong>Belfast</strong> <strong>City</strong> <strong>Council</strong>Report to:Subject:Health and Environmental Services Committee<strong>Naming</strong> <strong>of</strong> <strong>Streets</strong>/Re-alignment <strong>of</strong> Existing StreetDate: 1st August, 2012Reporting Officer: Trevor Martin, Head <strong>of</strong> Building Control, ext 2450Contact Officer: Stephen Hewitt, Building Control Manager, ext 24351 Relevant Background Information1.1 The power for the <strong>Council</strong> to name streets is contained in Article 11 <strong>of</strong> the LocalGovernment (Miscellaneous Provisions) (NI) Order 1995.2 Key Issues2.1To consider the following applications for the naming <strong>of</strong> new streets in the <strong>City</strong> and for there-alignment <strong>of</strong> an existing street:Proposed Name Location ApplicantWest Circular Close Off West Circular Road, Hagan Homes Ltd.BT13Ballynafoy Close Off Ravenhill Road, Apex Housing AssociationBT6Re-alignment <strong>of</strong> Location ApplicantMoltke Street, BT12 Off Donegall Road, BT12 JNP Architects2.22.32.4The application particulars are in order and the Royal Mail has no objections to theproposed names. The proposed new names are not contained in the <strong>Council</strong>’s <strong>Streets</strong>Register and do not duplicate existing approved street names in the <strong>City</strong>.The proposal for West Circular Close is for a new street which leads directly <strong>of</strong>f WestCircular Road where number 187 existed before being demolished.We have been advised by Apex Housing that the proposed Ballynafoy Close is locatedwithin the townland <strong>of</strong> Ballynafoy.


2.5 The re-alignment application is to facilitate the development <strong>of</strong> Moltke Street which is anexisting street located in the Donegall Road area <strong>of</strong> <strong>Belfast</strong> and is included in theredevelopment <strong>of</strong> the Village area, Phase 1. This application also includes the realignment<strong>of</strong> Moltke Street which will occur as the result <strong>of</strong> future phases <strong>of</strong> the scheme beingredeveloped.3 Resource Implications3.1 There are no Financial, Human Resources or Assets and other Implications in this report.4 Equality Implications4.1 There are no direct Equality implications.5 Recommendation5.1 Based on the information presented, the Committee is requested to either:• grant the applications, or• refuse the applications and request the applicant to submit another name forconsideration.6 Decision TrackingIf the decision is to refuse an application, then a letter will be sent to the applicant within 5 days<strong>of</strong> the <strong>Council</strong> decision, requesting that they submit an alternative name.If the decision is to grant an application, then the applicant and all relevant organisations will beadvised within 14 days <strong>of</strong> the <strong>Council</strong> decision.The person responsible for the actions above is Trevor Martin, Head <strong>of</strong> Service Building Control.
