A publichearing on the grant application is required in addition to a 15% match forthe administrative grant award, a 10% match for the capital grant award andadoption of the Community Transportation Program Resolution and HumanServices Agency Transportation Resolution. In response to Vice Chairman White, Mr. Wi tke stated theQSCB bidding process was the reason behind the delay.Chairman Poole requested clarification regarding the tennis courts atConcord High School . She advised of parents reporting that the planssubmitted to the board by the schools were different than the ones initiallypresented to school administrative staff .Mr. Wi tke responded the proposal from the parents was not presented tohim, but received by his instead . He stated his assistant went on vacationand l ater fell ill, which prevented Mr. Witke's receipt of the proposal.Chairman Poole asked when he planned to have a meeting. Mr. Witkestated he plans to meet in January as soon as people are available . She also reported the Government Finance OfficersAssociation (GFOA) of the United States and Canada awarded a Certificate ofAchievement for Excellence in Financial Reporting to <strong>Cabarrus</strong> <strong>County</strong> for itsComprehensive Annual Financial Report for the fiscal year ended June 30,2011. This was th~ twenty- seventh consecutive year that <strong>Cabarrus</strong> <strong>County</strong> hasreceived this prestigious award. She advised the department has a lsosubmitted for the current year's award . She then reviewed the ComprehensiveAnnual Financial Report (CAFR) for the year ended June 30, <strong>2012</strong> ; includingthe general fund balance sheet which identified total assets of $88,371; 985offset by $12,338,750 in liabilities for a total fund balance of $76,033,235 ,with the amount available for appropriation being $15,660,473. The netchange in fund balance for the general fund totaled $2,019,824 as identifi edon the Statement o f Revenues, Expenditures and Changes in Fund Balance .Erica Brown, Senior Audit Manager with Martin Starnes and Associates,gave a brief summary of the auditing process . In summary r she stated anunqualified audit opinion was issued which is the best that can beachieved . She also read an invitationfor commissioners to attend a service for Mothers of Murdered Offspringbeside the police station on Thursday evening at 6:00 p.m.Vicededication.board .Chairman White commended county employees for their service andHe also thanked Mr. Boles for presenting his concerns to theCommissioner Burrage also thanked county employees for their service.He encouraged citizens to remember the families in Newton, Connecticut and toreflect on the founding principles of our country.
