Can the bus shelter at Old Connaught be upgraded or removed it costs us points everyyear in the IBAL report.Derry O’Leary, Planning Manager, Dublin Bus responded to the members as following:We accept a degree of criticism but we cant make changes without impacting on peoples lives, weare trying to minimise this. The N.T.A. will review the analysis of data collated by us before andafter the changes. We are a public service and are happy to take complaints, which will bedocumented and acted on. The routes in the timetable marked with an asterisk may suit peoplegoing to hospital, but there is no consistent volume of passengers to these hospitals. If thetermination of the 84 service to Blackrock is a bad decision, it will become obvious early on. The59 and 63 bus/local services, are mostly used by pensioners, it is all revenue to us. The 45A willservice the Dart Station as it currently does. The 145 will not go via the Dart Station. The issue ofone ticket for transferring from one route to another the LEAP card has been introduced for thispurpose. The LEAP card is the basic model and will be enhanced. The stops on the N11 we havemet with Wicklow County <strong>Council</strong>, some stops have been removed and some upgraded. Keystops will have real time passenger information, this information can also be accessed onsmartphones. We are happy to consider the suggestion of more shelters. The 84X is a winner,with extra mid-morning and evening services provided. The number of passengers on the seafrontare minuscule and we are not in a position to go back. Timetable changes have to be approved bythe N.T.A. The review process is driven by a combination of factors such as the feedback from thebus drives, data collected from the bus and passengers. I agree the shelter at Old Connaught isan eyesore it will either be removed or replaced. The proposals for the bus shelter at PeterDeignan’s is only at the outline stage, we have met with Wicklow County <strong>Council</strong>, there is noplanning application/permission at the moment, we hope to make progress on this, this year.There are plans for the shelter at Killarney Road/Lane. There was planning permission granted forthe bus shelter and we will re-visit this. There is no question of the 45 bus service going to EustonStation.Marc Devereux, <strong>Town</strong> Engineer informed the members of the following:The technical staff of <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> requested €26,000 in funding from the N.T.A. in order toaddress issues of accessibility at the area around the forecourt at <strong>Bray</strong> Dart Station. The NTAresponded with funding of €150,000 for analysis of land use and public transport interchange3. To Consider the Draft Parking Control Bye Laws on Public RoadsMarc Devereux, <strong>Town</strong> Engineer, presented the following report to the members:The <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> Draft on Street Parking Control Bye-Laws, 2012 were made available forinspection from Thursday 23 rd February 2012, and advertisements were placed in the <strong>Bray</strong> Peopleon the 22 nd February 2012, and on <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong>’s website (www.braytowncouncil.ie). Theadvertisements gave a deadline of 13 th April 2012 for comments to be made, in writing, to the<strong>Town</strong> Clerk.Submissions as follows were received by <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong>:1. Resident, St Columcilles Terrace,Commented that parking controls should be extended to St Columcilles terrace.2. Residents, Fr Colohan Terrace,Asked that <strong>Council</strong> re consider proposals for Fr Colohan Terrace, in the light of congestion there.They don’t have parking on Fr. Colohan Terrace in large volumes. Even though this submissionwas received after the deadline it was decided to take it into consideration.3. <strong>Bray</strong> Retailers GroupCommented as follows: Comments re car parks, and Schedule 1 shouldn’t be changed, Schedule11 fees should be increased, except annual parking discs should be €300, rather than €500suggested in Draft Bye Laws. This group also commented on other traffic management issues.4. Vevay Traders Association, (large number of signatures attached to the submission)Were broadly in favour of controlled parking in the Vevay, 20 individual traders indicated supportfor the measures. Commented as follows:3


That the parking period be reduced to 1hour, that the area be extended north to the shopsopposite Seacrest, that the parking be free but time restricted. That a loading bay be placed at onepremises, and that signs be placed indicating the Vevay Village.5. An Garda Siochana,Commented they had no issues to raise.6. Member of the public, (e-mailed comments prior to Draft being on display, objecting topaid parking in the Vevay and Seafront)Having considered the comments received, I recommend that <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> adopt the, <strong>Bray</strong><strong>Town</strong> <strong>Council</strong> Draft on Street Parking Control Bye-Laws, 2012, as per the copy attached herewith.I have highlighted in red on the attached document, the changes made to the version, which wasput on display.The members raised the following points: The proposals for the seafront would cause a lot of consternation, the traders there are notparking long term. Why is it 10 hours for the whole of the seafront, could this be different for June, July andAugust the summer months? No one parks in the 10 hour zone on the seafront, they all use the free car park. Perhaps we could have we could limit the 10 hour parking to 3 hours from the Quinnsborojunction all the way down the length of the seafront. Or from Albert Avenue to the car park10 hour parking and the rest of the seafront 3 hour parking. People will migrate from the north car park and will end up on the Seapoint Road, if thishappens can we have a single yellow line there? I would prefer if we did not go ahead with proposals for Fr. Colohan Terrace but maybehave some parking restrictions at school times. I would prefer that some action was taken in relation to Fr. Colohan Terrace taking theresidents into consideration rather than no action taken at all. The on street bye laws in their original format would have been counter productive. How will the 1 hour restricted free parking in the Vevay area be policed? It will be difficult to police but we should give it a try. Businesses are fighting hard they have spirit. The biggest culprits in the Vevay are fellow traders, I don’t think this is workable. The residential disc what is the exact cost at the moment, is it going from €30 to €50? Residents who live over the shops will have to pay €50 a year for a residential parkingdisc. €50 for a second permit is a lot when extra households are being taken in. The changes for Strand Road are going to be counter productive, this is a high amenityarea and is just a revenue generating exercise. The Vevay Traders attend the M.P.C. meeting indicating some of the problems, this is notgoing to be a perfect solution. The Vevay traders association are trying to protect their business and save jobs by limitingparking. Half the church car park was provided by the traders also they have done a deal with theTennis Club to use their car park. This will involve the co-operation of the traders themselves. It is a trial effort and we willhave to review it in 6 months. Fr. Colohan Terrace and Darley Cottages could not have paid parking the area is notsuitable. In the East Ward some residents who drive company cars are not entitled to a residentialdisc as the car is not registered in their name. There should be some leeway on this. There is a problem on the seafront at the moment regarding taxis and hackneys, <strong>Bray</strong><strong>Town</strong> <strong>Council</strong> should sort this out as they are not able to do so themselves. The seafront is full with car parked there all day we are providing free parking for IarnródÉireann, when they are charging their own customers. It is easy to have free parking and do nothing, or highlight problems and do nothing. People are availing of the free parking on the Meath and Sidmonton Roads, these areeffectively becoming a one way system as a result of this. If these bye-laws are accepted we will have to re-visit them. A fast turn over of cars parking in the Vevay area will only help business.4


Paid parking on the seafront should have happened a long time ago.Maybe we could restrict the parking time on the seafront to not before a certain time.Parking on the seafront is to cheap, it costs a lot to upkeep this area.From €10 to €500 for special parking permits is fair.SIAC have taken the 60 free spaces that were on Ravenswell Road, these are nowparking on Seapoint Road and are causing a bottleneck.We are going to give all day parking on the seafront for €3 a day are we trying to destroythis area.We are giving away this area to Iarnród Éireann for practically free.We wont be able to use this facility if we adopt this we should limit parking to 3 hours or itwill be full by 8am.Why pay to use a bus when it is cheaper to park all day.There is no point in having a seafront if parking is all day.Iarnród Éireann is never going to provide parking when there is free parking all day aroundthe corner.In the January budget parking was including in the revenue, this is effectively a secondbudget, which I am not going to adopt. This is no way to do business.This is a mini-budget half way through the year and is no way to operate.We are giving away the seafront.This should be referred to the M.P.C. requesting that they send back theirrecommendation for the next meeting.All members are invited to the M.P.C. meeting.We should just have a straight vote on this at the next council meeting.Not every member will agree on the night but amendments would be preferable ratherthan not adopting the byelaws.Marc Devereux, <strong>Town</strong> Engineer, informed the members of the following:We will migration and will address any issues on Seapoint Road as they arise, Seymour Road isnearly always empty.At moment we have no control at Fr. Colohan Terrace, residential permits would give us some.This is a small space we felt it would give the residents an advantage by issuing permits.There is no proposed change to Darley Cottages.Vevay Traders have requested these controls, it is costly for us, when we send staff to police thearea they will have to spend more than an hour there.€50 is proposed for the residential permit.We will look at controlled parking in other areas.There are no proposed changes to parking in the Harbour area.At the moment The existing byelaws state:Schedule 3 (Zone C) – 10 Hour ParkingSeymour RoadSchedule 4 (Zone E) – 3 Hour Parking (Monday – Friday)Strand Road - West side South of Quinsboro Rd Junction for 100m & from Marlborough Terraceto Putland Rd JunctionSchedule 5 (Zone D) – 10 Hour Parking (Monday – Friday)Strand Road NorthQuinsboro Rd - East of railway to Strand RoadThe <strong>Town</strong> Clerk informed the members that there were three different regimes in relation to theseafront, in the interest of fairness it was proposed to bring in one rate it is up to the members ifthey want to increase it. It is also up to the members if they want time restrictions to deter all dayparking. When we introduced paid parking on areas of the seafront parking events reduced andmoved to adjacent areas..4. I havehighlighted in red on the attached document, the changes made to the version, which was put ondisplay.These byelaws apply to the Florence Road, Herbert Road and Northern Car Park Strand Road.The St. Cronan’s Car Park North West Section has now been omitted.The fees for these are:No. I Florence Road Carpark €1 per hour€5 all dayNo. II Herbert Road Carpark €1 per hour€5 all dayNo. III Northern Carpark 30 cent per hour€3 all dayThe member raised the following points: It is not advantageous to make the town centre car parks €5 all day. To Enter into a Section 85 Agreement with Wicklow County <strong>Council</strong> in relation to the RiverDargle Flood Defence SchemeThe members were presented with a report from the <strong>Town</strong> Engine.6


Construction of the River Dargle Flood Defence Scheme is currently underway. In order to achievethe required defence against a 1 in 100 year fluvial flood event, or a 1 in 200 year tidal flood eventworks are required both in the river channel and along its banks. The basic principle behind theproposed flood defence scheme is containment and riverworks. Works will be undertaken withinthe river channel to make it as hydraulically efficient as possible within the existing constraints.Defences will then be built along the riverbanks as is necessary to contain at least a 1 in 100 yearflood event within the fluvial and tidal reaches of the channel.The proposed development consists of a series of engineering measures whichcombine to form a flood defence scheme. In addition to these measures, additional works will beundertaken within the river channel to aid the passage of fish up the river. This will involve theconstruction of a low flow channel within the main river channel and also the construction of rockvortex weirs along the river.The scheme, which extends for approximately three Kilometers from the N11 at Silverbridge to theRailway Bridge at <strong>Bray</strong> Harbour is almost entirely within the <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> functional area,there is a small portion of the scheme between Dargle Lane and the N11 at Silverbridge, whichcomes within the Wicklow County <strong>Council</strong> functional area. In 2007 the members of <strong>Bray</strong> <strong>Town</strong>council and Wicklow County <strong>Council</strong> resolved to enter into a section 85 agreement intended toallow <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> exercise the powers and functions of Wicklow County <strong>Council</strong> as aRoads Authority in connection with the scheme.It is now recommended that a new Section 85 agreement be entered into between the twoauthorities allowing <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong> to exercise all powers and functions of Wicklow County<strong>Council</strong>, in the area affected, in connection with the scheme.The <strong>Town</strong> Clerk called on the members to propose and second the agreement.<strong>Council</strong>lor John Byrne proposed to enter into a Section 85 Agreement with Wicklow County<strong>Council</strong> in relation to the River Dargle Flood Defence Scheme and <strong>Council</strong>lor Pat Vance secondedthe proposal.6. To Consider the Housing Progress Report.The members raised the following points:Sutton VillasCedar CourtMiscellaneousI have serious concerns about the original contractor coming back on site.Can the footpath on the hill at James Everett Park be repaired?I see in the Housing Progress Report that we are waiting on the appointment of aconciliator, is there any progress or a date set for this?The new homeless centre in Wicklow will this be at the expense of the homeless shelter in<strong>Bray</strong>, can we have a report on this at the next meeting?The <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong>lors who are also members of Wicklow County <strong>Council</strong> will raisethis issue at the next meeting.Can the members be given information on who has been allocated houses?I was told that I should have received information in the post regarding allocations but Ihave received nothing.The <strong>Town</strong> Manager informed the members that funding was sent directly to Wicklow County<strong>Council</strong> from the Department.Triona Irving Administrative Officer informed the members that there was no further update inrelation to Cedar Court. The information on allocations has not yet been forwarded due to staffingissues.7


7. To Consider Planning MattesThe Administrative Officer informed the members that planning matters would be addressed at themeeting of 22 nd May.8. Reports and RecommendationsThe <strong>Town</strong> Clerk informed the members that she has circulated a feasibility prepared in respect of<strong>Bray</strong> Boxing Club. The club has 100 members and hopefully will be sending at least 2representatives to the 2012 London Olympics.I wish to seek member’s approval to submit an application for funding under the Sports CapitalGrant Programme 2012 to construct a purpose built boxing club, which will be able to deal with theanticipated growth in numbers interested in participating in the sport.This is time sensitive i.e. there is a deadline.If the application is successful, it is intended to come before the members with a formal disposalnotice in respect of a suitable site. It is envisaged that this would be <strong>Bray</strong> <strong>Town</strong> <strong>Council</strong>’scontribution towards this project.<strong>Council</strong>lor John Brady proposed this and was seconded by <strong>Council</strong>lor Finnegan.9. CorrespondenceThe <strong>Town</strong> Clerk informed the members that there was no correspondence10. Any Other BusinessThe <strong>Town</strong> Clerk proposed to hold an extra <strong>Council</strong> <strong>Meeting</strong> later this month on the 22 nd as thereare two issues that need to be dealt with. There is a material contravention to be put before themembers and it is proposed to hold a workshop meeting after the <strong>Council</strong> <strong>Meeting</strong>. The workshopmeeting will consist of a presentation on works for the main street.
