Their leaders Trish Fruddenand Dawn Owens got the idea from the magazine "Family Fun." Last monththey carved Halloween pumpkins. cont’d from page 2Four members represented 4-H at Colliers Feed Store on November 14, during an informational meeting onthe proposed Rooster Ordinance. We talked to the public about how this affects current and future poultryproject members. If a restrictive ordinance is approved we may have to go out of the county to buy our birdsbecause local breeders might find the $4,300.00 permit fee too expensive. All the 4-H members present eitherbrought their birds, helped sell baked goods, greeted customers with a giant chicken and/or some talked toreporters and had their photos taken. We met with a lot of breeders and discussed the issue. I think we made adifference! Submitted by Mariah O'GradySTATE LEADERS FORUM REPORTThe 2010 California State 4-H Leaders' Forum was held November 5th-7th at the Asilomar Conference Centerin Pacific Grove. Nearly 175 4-H leaders from all over the state came to be energized and inspired by the workshops,speakers and displays. Four representatives from <strong>Monterey</strong> <strong>County</strong> 4-H attended the Saturday workshops- Dan Jardini, Sonia Rodriguez, Lorin Lurz and Deirdre O'Grady. There were 40 terrific workshops andeach person could chose four to attend. Some of the workshop topics were: "Understanding and Applying Bio-Security Measures in 4-H Animal Science Projects", "Digital Photography Editing", "4H20 in Your 4-H Program","Fundraising Basics for 4-H Clubs and Councils", " Livestock Knowledge Bowl", "Planning and Preparingan Educational Display", etc. Attendees could bid on more than 75 silent auction items and peruse the staticdisplays in the beautiful Merrill Hall building. The delicious lunch was a chicken or vegetarian salad servedwith bread, soup, beverage, and dessert. In addition, most workshops served refreshments, had free raffles (I'mbummed I didn't win the GPS unit!) or free gifts. I and everyone who attended the "Ready, Set, Sew" workshopreceived the hot off the press State Fashion Revue guide book. Although I found all the workshops valuable,the contact made with leaders from other other counties and hearing about what things they do in their clubsand projects is so worthwhile. This contact is encouraged and the informational gift bag given out at check-inincludes "business cards" with your name, address, phone number, email and county information that you cangive out to folks you meet that you would like to keep in touch with. Next year, just like every year, the StateForum will be held in Asilomar - right in our backyard! Start asking your fellow leaders if they would like toattend next November. The price this year was a reasonable $55.00 plus $10.50 for lunch (you can bring a baglunch if you prefer). Buena Vista 4-H picked up the tab for our leaders and <strong>County</strong> Council is also willing tosponsor attendees. It was a wonderful social and educational experience in a beautiful location. Additionalcategories for 2011 will be Traditional, Consumer Science-Purchased, Recycled, and Wearable Art-Embellished. In CS-Purchased, the limit has been reduced to $100 for everything showing. The Recycled ruleshave been rewritten to differentiate between recycling an old garment into a new one and alterations. In WA-Embellished, the rules clarify that the original garment must be purchased. The SFR committee welcomes yourparticipation in planning and presenting this state event. FAIR NEWSThe Salinas Valley Fair Heritage Foundation is currently accepting applications for the 2011 HeritageFoundation Scholarship. All active High School 4-H and FFA Participants are encouraged to apply. Applicationsmust be postmarked by Dec. 3, 2010. In the past eight years, the Salinas Valley Fair HeritageFoundation Scholarship animal has raised more than $825,000. Applications can be found online atwww.salinasvalleyfair.com or by calling Jessica Harris, Scholarship Co-Chair at 831-674-3202.The Heritage Foundation Scholarship winner will raise the 2011 Heritage Foundation animal to be auctionedoff at the Salinas Valley Fair Junior Livestock Auction in May 2011. All proceeds from the sale of the animalwill go to Heritage Foundation improvement projects at the Salinas Valley Fairgrounds. An internal control system consists of the policies and procedures designed to provide management with reasonable assurance that the goals and objectives it believes important to the entity will bemet. Internal accounting controls are established to ensure that only authorized transactions are processedand recorded, to allow for the preparation of appropriate financial statements, and to ensure that access to,and use of, assets is appropriate. Administrative controls provide the environment in which accounting procedures occur. This environment is characterized by three major factors.1. Awareness: Communication of what is expected.2.
