Purpose1.1. This Bulletin provides information on the latest concentrated inspectioncampaigns and similar programmes by <strong>Port</strong> <strong>State</strong> <strong>Control</strong> regimes.2. Application2.1. Paragraph 3 of this Bulletin applies to all Bahamian ships subject to <strong>Port</strong><strong>State</strong> <strong>Control</strong> inspections in the Paris & Tokyo MoU regions between 01September 2013 and 30 November 2013.2.2. Paragraph 4 of this Bulletin applies to all Bahamian passenger ships,except passenger ferries and high-speed craft, visiting ports in the ParisMoU region between 01 January 2013 and 31 December 2013.2.3. Paragraph 5 of this Bulletin applies to all Bahamian ships subject to <strong>Port</strong><strong>State</strong> <strong>Control</strong> inspections in Panama from 01 January 2013.2.4. Paragraph 6 of this Bulletin applies to all Bahamian ships subject to <strong>Port</strong><strong>State</strong> <strong>Control</strong> in the Tokyo MoU region from 01 January 2014.3. Paris & Tokyo MoU <strong>Concentrated</strong> <strong>Inspection</strong> <strong>Campaign</strong> 20133.1. Paris and Tokyo MoUs have announced their joint <strong>Concentrated</strong> <strong>Inspection</strong><strong>Campaign</strong> (CIC) for 2013.3.2. The 2013 CIC will focus on propulsion and auxiliary machinery. Bahamas Maritime Authority4. Paris MoU Harmonised Verification Programme on Passenger Ships(HAVEP)4.1. Paris MoU have announced that their member <strong>State</strong>s will be conducting aHarmonised Verification Programme on Passenger Sips (HAVEP) onoperational controls on passenger ships during 2013.4.2. During the HAVEP the PSCOs will witness an operational controlcomprising of a standard emergency scenario which will include asimulated machinery space fire, a passenger evacuation and muster drilland an abandon ship drill which will include lowering of the lifeboats tothe water and taken away under power.4.3. Panama PSC inspection and verification of medicine chests,medical equipment and guides5.1. The Panama Maritime Authority has issued a Merchant Marine Noticeadvising that its <strong>Port</strong> <strong>State</strong> <strong>Control</strong> Officers are conducting inspectionsand verification of medical chests, medical equipment and guides as partof their routine PSC inspections.5.2. Further information on these inspections can be found at the followinglink: Panama PSC6. Tokyo MoU New <strong>Inspection</strong> Regime (NIR)6.1. Tokyo MoU has announced that it will introduce a new inspection regime(NIR) from 01 January 2014.6.2. The NIR will harmonise the Paris and Tokyo MoU inspection regimes. TheNIR will focus on a ship’s “risk profile” using historical inspection datafrom the previous 3 years. The risk profile will identify ships as high,standard or low risk ships and the PSC inspection interval will bedetermined accordingly. The NIR recognises low risk ships by allowing alonger period between inspections (9-18 months), whilst high risk shipswill be subject to more frequent inspections (2-4 months).6.3.
