He iscurrently the Chief Operating Officer forPromotora Ambiental, SAV de C.V., Incharge of the nationwide operatingactivities of this leading, environ<strong>me</strong>ntalservices company. Prior to his position withPromotora Ambiental he served thegovern<strong>me</strong>nt of Mexico as the UnderSecretary of Planning and TechnologicalDevelop<strong>me</strong>nt for the Ministry of Energy. Inthis position Dieck was at the forefront ofpublic policy associated with renewableenergy sources, designing energy sectorprocess for the whole of Mexico.Dieck's professional career began in 1978at VALORES INDUSTRIALES S.A.(GRUPO VISA), the second largestbrewery company in Mexico as theEconomic, Marketing and FinancialManager. He received a PhD in EconomicStudies with a specialization in corporatefinance, monetary policy and industrialorganization from the University of Texasin 1987.Dieck has served on the faculty of severaluniversities and currently maintainsprofessorships with the INSTITUTOTECHNOLOGICO Y DE ESTUDIOS,Graduate School of Public Policy andUNIVERSISDAD AUTONOMA DENUEVO LEON, Graduate School ofEconomics. He is also an active participanton nu<strong>me</strong>rous banking, technology andenergy policy boards.Rafael Rubio, Director of InstitutionalRelations of Ternium Hylsa. Rubioreceived a B.S. in Economics in 1972 fromthe Monterrey Institute of Technology inMonterrey (ITESM), México. He laterreceived both a Masters Degree and Ph.D.in Economics from Cornell University. Hehas had several articles published on theMexican steel industry and currentlylectures a course on the Global PoliticalEconomy at the ITESM campus.Regulo Salinas currently serves asPresident of Canacero (Camara Nacional dela Industria del Hierro y el Acero) inMexico.He began his career in 1978 as “budget andcost analyst” of the for<strong>me</strong>r Hylsa.
