John seconded the motion withall in favor.Trish advised that WV License software has been setup for athletic trainers.The board agreed to communicate through the website regarding new rule information.c) Lesleigh discussed the BOC Athletic Trainer Regulatory Conference July 8-9, 2011 – Omaha, Nebraska The board decided that we will not be attending.VI.Chairman Reporta) PT Legislative Rule Updates Trish advised the process of filing the final Rule filing.Trish discussed the final rule with amendments.Eric Tarr went over the new amendments to the PT Rule that are on the Journal version.Trish advised that the Governor has 15 days to sign the Rule after legislation is complete.o The Rule is not effective until the board gives an effective date.The board discussed clarifying the new ruleo Emergency & Temporary Rule - Add to renewal application the question: Did you use utilize the “Emergency Rule” or “Temporary Absence”? List dates – temporary /emergency If an emergency, need reason for absence Include a section for the licensee to verify that what they say is true and correct.The board agreed to discuss the emergency and temporary Rule in further at our next meeting.Trish went over CE clarifications for the new Rule §16-10-2. The board agreed that CE requirements for expiration dates for renewals 12/31/12 caneither comply with the old system or do 10 a year or 24 for the 2 year period. §16-10-2. a. The board discussed the language in the new Rule that states reinstating their license fora period of 6 months. The board agreed that this language should have been removed because therewill never be a license for only a 6 month period. §16-10-2. d. The board agreed that new grads do not need CE hours for the year they graduated butwill need 12 hours for the next year. §16-10-3.b.3. The board agreed that the instructor can only be awarded 1 time only for said course.So, if they teach the same class another year, it cannot be counted for CE hours. If they change theformat of the class and want to have it approved, the board will look at each case individually for CEapproval. §16-10-3.c. The board agreed that if the residency or fellowship program are not with APTA, it willhave go through the CE approval process. §16-10-3.d. The board agreed to give 8 credits for the completion of practice review tool of theFSBPT no matter how long they attend. The licensee is allowed to do the practice review tool everyother renewal period. They can take the practice review tool again the next year if it’s a differenttype of practice review. §16-10-3.e.2. The board agreed that 4 weeks of clinical instruction is equal to 1 unit of CE up to 8hours for each renewal. Multiple students can be counted for each student. CE verification shouldbe something from the school listing what course was taught and how many students attended. §16-10-3.h. The board agreed that a transcript can serve as proof of attending a CAPTE college oruniversity or doctorate PT program. §16-10-4.c. The board agreed that if the licensees have not completed CE’s and their waiver is notapproved, their license would go into lapsed status. §16-10-4.e. The board agreed that Trish will need to create a waiver and to look at other states forexamples. The board will look and consider approving the waiver on the next board meeting.MINUTES 03/16/11 Page 3
