ADVICE NOTE ON PUBLIC TRANSPORT INTERCHANGE1.0 Introducti<strong>on</strong>1.1 DTO StrategyThe DTO published its <strong>Transport</strong> Strategy for Greater Dublin for the periodup to 2016 in “A Platform for Change” in September 2000. The Strategyseeks to transform the transportati<strong>on</strong> system in the Greater Dublin Area bythe introducti<strong>on</strong> of extensive, high quality, fully accessible integratednetworks for DART/Suburban Rail, Luas, METRO, Bus, Roads, Cyclingand Walking. As a result the majority of the demand for travel will becatered for by <strong>Public</strong> <strong>Transport</strong>.One of the principal comp<strong>on</strong>ents of the enhanced <strong>Public</strong> <strong>Transport</strong> elementof the Strategy will be:“A package of measures designed to improve the integrati<strong>on</strong> andattractiveness of the public transport network, including…qualityinterchange facilities.”1.2 <strong>Public</strong> <strong>Transport</strong> NetworkAs a result of the enhanced network there will be numerous interchangepoints and public transport nodes where services c<strong>on</strong>verge allowing mostjourneys <strong>on</strong> the Network to be made with not more than <strong>on</strong>e interchange.Such interchange will be properly planned to allow journeys by <strong>Public</strong><strong>Transport</strong> to be “seamless”.Mr Hans Rat, Secretary General of UITP (Uni<strong>on</strong> Internati<strong>on</strong>ale des<strong>Transport</strong>s <strong>Public</strong>s) at a recent <strong>Interchange</strong> C<strong>on</strong>ference in L<strong>on</strong>d<strong>on</strong> (May,2002) stated that“…since a door-to-destinati<strong>on</strong> journey by public transport nowadaysfrequently c<strong>on</strong>sists of a successi<strong>on</strong> of smaller trips, integrati<strong>on</strong> meansremoving all the disc<strong>on</strong>tinuities experienced by passengers when puttingthose smaller trips together into <strong>on</strong>e journey.”1.3 Current and Future <strong>Interchange</strong> UsageAs the <strong>Public</strong> <strong>Transport</strong> Network expands to cope with future demand, theintroducti<strong>on</strong> of Luas, METRO, enhanced DART/Suburban Rail Servicesand additi<strong>on</strong>al radial, orbital and local bus services the opportunity forinterchange will inevitably increase dramatically.Table 1.3.1 shown below clearly dem<strong>on</strong>strates the projected increase ininterchange usage by changes in modal split from a base year of 1997through to the DTO planning horiz<strong>on</strong> of 2016 using am peak hour tripdemand. Of particular significance is the projected increase in rail traveland the associated greater use of buses as feeders into the rail network. As3
