Please note that when submitting a response to each of the criteria above it issufficient for tenderers to declare that they have the relevant capacity. TheMarine Institute will seek verification and evidence of such capacity only in theevent of a tenderer being considered for the award of the contract. Thedeclaration should clearly and unambiguously indicate the tenderers ability tomeet each of the Marine Institute’s requirements above.Phase 2Tender respondents shall be evaluated on the following criteria:Total amount of Nephrops quota in the Porcupine Bank (Unit 16) in ICES AreaVII required in compensation to undertake the 55 survey stations (referenceAnnex 1) – Weighting 75 points Experience of fishing Nephrops at Porcupine Bank fishery – Weighting 25pointsImportant: All tender responses must include all headings listed above. Failure to doso may result in the rejection of the tender3. Tender FormatTenders should be presented in the format and order laid out above under Section 2Scope of Tender. Each of the sections 1 to 9 should be clearly and separatelymarked and addressed in the order above.4. Quota RequirementsOnly of Nephrops quota in Porcupine Bank (Unit 16) in ICES Area VII is availableand the amount of this quota tendered should be specified in tonnes to one decimalplace.5. Contract TermsA Charter agreement will be entered into for the successful vessel(s) tender. Thisagreement will stipulate the number and location of survey stations required. Foreach station not completed the vessel will be deducted scientific quota. For thestations where the Baca trawl is specified, this amounts to a deduction of 2.85% foreach station missed and 0.95% deduction for each survey station missed where thecommercial trawl is specified. The successful vessel must utilise the additionalscientific quota within the quota management period in which it was issued. Only predefinedsurvey stations and scientific quota may be fished and utilised inside theclosed area.Contract Period It is proposed that the contract on offer will run for a period of 20 days and must beundertaken during the month of July 2011. Specific start and finish dates will beagreed with the successful applicatnt.5

Electronic SubmissionsThe Marine Institute will accept responses electronically via the e-Tenders website:http://www.e-tenders.gov.ie/Suppliers should submit tender responses electronically when the Marine Institutehas indicated in the notice that the postbox option will be used for the return ofdocuments. Expressions of InterestAll parties that wish to be kept informed of any clarifications and/or all parties thatwish to be kept informed of any clarifications and/or additional information regardingthe tender should register their interest by registering on-line with e-Tenders (e-Tenders has been developed by the Department of Finance and is designed to helpyou find notices on government and public sector procurement across Ireland):http://www.e-tenders.gov.ie/Or by sending an email to tenders@marine.ie. Confirmation of the addition of youremail address to the distribution list shall be sent within two (2) working days. If this isnot received, the sender should assume that the Marine Institute has not received theexpression of interest.7
