<strong>PR</strong> <strong>OSHA</strong> <strong>Instruction</strong> <strong>CPL</strong> <strong>11</strong>-<strong>05</strong><strong>September</strong> <strong>29</strong>,20<strong>11</strong><strong>Bureau</strong> <strong>of</strong> InspectionsE. Background: <strong>PR</strong> <strong>OSHA</strong> understands that there is a need for increase enforcementactivity for those establishments engaged in providing food services. The employees inthose establishments can be potentially exposed to unguarded machines, hot surfaces,poor ventilation or problems with extraction systems, lack <strong>of</strong> personal protectiveequipment, wet floors, and fire emergencies.The implementation <strong>of</strong> this LEP will help <strong>PR</strong> <strong>OSHA</strong> achieve its strategic goals <strong>of</strong>reducing hazards especially assuring compliance with several standards, including, butnot limited to: Recordkeeping, Personal Protective Equipment, Walking WorkingSurface, Machine Guarding, Means <strong>of</strong> Egress and Fire ProtectionThis Local Emphasis Program was developed to increase awareness and provide fasterenforcement to reduce work injuries and illnesses; motivate employers to change thework practices within the industry and come into compliance with current safety andhealth regulations and practices, establish comprehensive safety and health programs withemployee involvement, which deal with the hazards as well as the injuries and illnessesthey are experiencing.F. Procedures:1. Following the guidelines in <strong>PR</strong><strong>OSHA</strong> <strong>Instruction</strong> <strong>CPL</strong> 2.251 and CH-1, the AreaDirector will develop a list <strong>of</strong> employers NArCS Code 722<strong>11</strong>0, 7222<strong>11</strong> and722212, from the best sources available. These sources include , but not limitedto, phone books, business listing, Internet, previous <strong>OSHA</strong> history and localknowledge. Establishments with fewer than 10 employees shall also be includedin this LEP.2. The Area Director will review the list <strong>of</strong> all employers (see F.1. above) and arandom number table will be used to develop the inspection register <strong>of</strong>establishments. This selection process sets forth administratively neutral criteriato identify establishments for programmed inspections. The Area Director mustensure that all selected establishments are inspected .3. Additions: If, during this LEP, <strong>PR</strong> <strong>OSHA</strong> becomes aware <strong>of</strong> establishmentsthat covers activities within NA1CS Code 722<strong>11</strong>0, 7222<strong>11</strong> and 722212" and arenot on the current establishments list, the site will be added to a new list and aninspection will be conducted in a random order.4. Deletions: The Area Office will delete facilities from the establishments list when;the establishment have received a comprehensive inspection with an opening
