Provision of GP services to<br />
patients currently registered at<br />
Walkden Gateway Medical Practice.<br />
This document is intended to consult patients who are currently registered with<br />
Walkden Gateway Medical Practice as to how GP services to them should be<br />
provided in the future.<br />
<strong>NHS</strong> <strong>Salford</strong> is inviting comments on these proposals via completion of the<br />
response form. We welcome comments from patients, members of the public<br />
and staff.<br />

1. What is <strong>NHS</strong> <strong>Salford</strong>?<br />
<strong>NHS</strong> <strong>Salford</strong> (sometimes known as <strong>Salford</strong> Primary Care Trust or PCT) is the<br />
organisation that receives funds from the government to pay for and organise<br />
health care services. It is managed by a Board of Directors, some of whom work<br />
for <strong>NHS</strong> <strong>Salford</strong> and some who are independently appointed. This board is<br />
accountable to the Secretary of State for health and to the public.<br />
2. What services does <strong>NHS</strong> <strong>Salford</strong> deliver?<br />
<strong>NHS</strong> <strong>Salford</strong> pays for all health services such as GP’s, nurses, health visitors,<br />
midwives, physiotherapists and special nursing. In fact it pays for all the services<br />
or treatments received if in hospital. <strong>NHS</strong> <strong>Salford</strong> also arranges for dentistry and<br />
provides licences to pharmacists and opticians.<br />
3. What does “procurement” mean?<br />
Procurement means purchasing a service or a product in a way that is<br />
documented and open to scrutiny. The objective is to achieve the best service or<br />
product for the lowest cost. Good procurement does not require an organisation<br />
to accept the lowest cost. It can accept a higher cost but needs to justify why<br />
that is a better use of funds than accepting a lower cost. This is what “value for<br />
money” means.<br />
4. What is the vision for the future?<br />
Following the retirement of the previous GP, Walkden Gateway Medical Practice<br />
has been temporarily managed by another local practice.<br />
In order to ensure continuing care for patients, we now need to procure a<br />
permanent GP to carry on providing services.<br />
<strong>NHS</strong> <strong>Salford</strong> is committed to engaging with the patients who are currently<br />
registered at the practice, members of the public and staff - so that they can have<br />
their say on how services should be run in the future.
5. How will we achieve this vision?<br />
A specification or set of service requirements has been created and, subject to<br />
this consultation, interested parties will bid to provide services to patients<br />
currently registered at Walkden Gateway Medical Practice.<br />
We will establish an evaluation panel which will assess proposals to see how well<br />
they meet the evaluation criteria . We are asking for your views as to whether<br />
you think we have got these criteria right.<br />
Evaluation criteria<br />
The criteria to be used (subject to this consultation) to identify who should<br />
provide services will include the following:<br />
�� Provide a demonstrably high quality service in a suitable location.<br />
�� Make services accessible so that patients do not have to wait to see a GP<br />
or nurse and that patients are able to easily book appointments for a<br />
time of their choice with a GP of their choice.<br />
�� Make effective use of resources in terms of drugs prescribed, consultant<br />
referrals, hospital admissions and community services.<br />
�� Meet government targets in relation to access, stopping smoking,<br />
reducing obesity, controlling heart disease.<br />
�� Improve the health of the practice’s population by tailoring services to<br />
the needs of each individual patient and by encouraging greater selfcare,<br />
especially for patients with a long term condition.<br />
�� Increase the range of services provided, particularly to avoid patients<br />
having to travel to hospital.<br />
�� Demonstrate a commitment to ongoing education & training.<br />
6. What is the timescale?<br />
The consultation process is running between:<br />
�� 1st June to 16th July 2010.<br />
All being well we hope the new arrangements will be in place by:<br />
�� 1st October 2010.<br />
7. How will patients be affected?<br />
Any changes will be notified to patients well in advance but we expect that<br />
patients will receive more and higher quality services. These will be provided at<br />
the same location.
