Rotterdam Public WorksDepartment has its own engineeringoffice, for example, thatwants to be closely involved withthe development of temporaryand permanent buildings. Howdoes that work in practice? Readon to find out!Designing RotterdamRotterdam Public Works Departmentdesigns Rotterdam and ensures that thecity maintains its design. This means thatthe service is responsible for managingand maintaining roads and greenery, butit also directs large-scale infrastructuralprojects. The Rotterdam Municipal WorksDepartment Engineering Office consists ofseveral different product groups. Withinthe product group Civil Constructions, theBuildings Team is regularly given assignmentsrelating to accommodation issuesfor schools, gymnasiums and municipalshipyards. Wespoke to Rob van den Berge, project leaderat the Rotterdam Public Works DepartmentEngineering Office, about two recentprojects.Sustainable appearanceRob van den Berge: “<strong>Jan</strong> <strong>Snel</strong>’s systemappeals to the imagination. It’s fasterand cheaper than other solutions. Duringthe preparations for a new municipalshipyard on Molenvliet, we consulted<strong>Jan</strong> <strong>Snel</strong> for the options for permanentaccommodation. We know that the staffat <strong>Jan</strong> <strong>Snel</strong> are very service oriented andinnovative, so the ideas started to flow immediately.Based on the temporary system,<strong>Jan</strong> <strong>Snel</strong> designed a special shell with ourmunicipal architect, Marc Verheijen. Thiswas important to the Amenities Committee,considering that the standard unitsfor permanent buildings have an overlytemporary appearance and thanks to thenew shell, that’s gone. We can now adaptthe façades of the <strong>Jan</strong> <strong>Snel</strong> units with anyprint or pattern. The municipal shipyardlooks fantastic; the external appearanceofficials are satisfied.”Green from head to toeRob van den Berge: “In line with the RotterdamClimate Initiative, we try to makenew buildings as carbon neutral as we can.When the Public Spaces service needed anew office at the nursery, we were extrakeen to make it a green building. Literallyand figuratively. The building has turnedout wonderfully, with a green roof andeven façade greenery. And all of this wasdone based on <strong>Jan</strong> <strong>Snel</strong>’s system. Just likefor the Feyenoord IJsselmonde municipalshipyard, the architect explained his plansto <strong>Jan</strong> <strong>Snel</strong>, after which they looked foroptions together in order to actually putthem into practice.”Constructive cooperationRob van den Berge is very positive aboutthe collaboration with <strong>Jan</strong> <strong>Snel</strong>, althoughthere will always be improvement points.Van den Berge comments: “<strong>Jan</strong> <strong>Snel</strong>’sflexible set up led to the accommodationwe had in mind time and time again.Thinking in solutions is particularlystimulating. It has to be quickly and inexpensivelyavailable, but with good enoughquality to remain there permanently. <strong>Jan</strong><strong>Snel</strong> completed the 310 m 2 accommodationin just six weeks. The building has agreen moss roof and is being built againstan existing sports centre. In order to meetthe requirements of the Amenities Committee,the façade will be stuccoed, givingthe property a high-quality appearance.magazine25

In order to precisely meet thewishes of architectural firm Rudy Uytenhaak,various innovations were developed andapplied in-house.26 magazine

<strong>Snel</strong> in picturesQuickrecoveryAcademic Medical Centre (AMC)A 4,000 m 2 building was set down in frontof the Academic Medical Centre in Amsterdamin order to meet the temporary needfor extra space. The building contains officespace as well as an outpatients’ pharmacy,examination rooms and recovery rooms. <strong>Jan</strong><strong>Snel</strong> completed the building, which satisfiesall of the AMC’s strict quality requirements,in just 16 weeks.30 magazine

Many of the constructionand maintenance workers are foreigners.They can spend the night at Hotel AtWork (subsidiary of the <strong>Jan</strong> <strong>Snel</strong> Group),a temporary hotel completely supplied,decorated and furnished by <strong>Jan</strong> <strong>Snel</strong>.Hotel At Work is equipped with 650 beds(which can be expanded to 1,500), singleand double rooms, bathrooms, a kitchen,a dining hall and recreational facilities.magazine33

Since 2007 HollandComposites (subsidiary of the <strong>Jan</strong> <strong>Snel</strong>Group) has been involved in the developmentof a very eye-catching façade,designed by Benthem Crouwel Architektenbna. The façade is shaped like an enormousbathtub, 120 metres long and 14metres high. Assembly is currently takingplace on site. The project is expected to becompleted in May 2011. The constructionis being handled by Bouwbedrijf Midrethof Mijdrecht, which has been one of ourhighly valued contacts for many years.fu·tureHow do we see the future?We believe in a future in which we canflexibly deal with choices made in the past.A future in which we don’t just set up andtake down, but in which we adapt, transformand relocate. <strong>Snel</strong> tellsDurabilitythrough flexibilityWe live in a society that ischanging faster and fasterand in which it is more andmore difficult to estimatefuture developments. One ofthe consequences of this is thatthe traditional idea of buildinghas been completely outmoded.We simply don’t know whatrequirements and wishes will bemade of buildings in ten years’time. The solution is flexibility.But what is a flexible buildingexactly?‘Flexibility’ has long been the new keyconcept in the world of construction. Atthe moment it primarily means buildingconcrete bodies with large open spans, sothat the inside can be freely designed andorganised. However, the body remains acompletely inflexible boundary conditionfor the future applications of the buildingor the location for many years to come.For that reason, <strong>Jan</strong> <strong>Snel</strong> offers total solutionsin which the body itself is flexible,so that a building can grow if it gets toosmall, can shrink if it gets too big andcan be reused at another location if it isno longer needed at the current location.That is real flexibility and considering thecurrent demographic developments, theneed for this will only increase in the yearsto come.Shrinkage, now what?In the Netherlands we have been dealingpretty much exclusively with growthscenarios for many decades. Government,education, healthcare, business andindividuals are fully focused on growth.Now that we’re experiencing structuralshrinkage for the first time, fundamentallynew solutions are in order, certainly interms of accommodation. At present,many municipalities are struggling withthe accommodation of schools. Thereis currently a demand for more schoolspace, but the forecast student levels forthe coming years are clearly showing adecline. The traditional approach to thisproblem offers just two solutions: build tosize now and figure out what to do withthe remaining space later or build smallnow and fill in the lacking space in thefirst few years with temporary (emergency)facilities. The solution is far from ideal ineither case and the costs are higher thannecessary. New building concepts offernew possibilities in these situations.Sustainable and affordable<strong>Jan</strong> <strong>Snel</strong>’s flexible building systems offermunicipalities and schools the freedomthey seek. School buildings can be built tosize now and in a number of years, partsof the schools can be removed and reusedon other locations. This may be to act aspart of a school again, or to become anoffice or care centre. That is sustainabilityat its best. There is no demolition, nothinggoes to waste and nothing is thrownaway; almost everything can be reused.A big added advantage is that the sameextent of flexibility also applies to thefinancing of these buildings. Flexiblebuilding allows for financing modelssuch as ‘pay per year per student’, whichconsiderably limits the uncertainty infuture incomes and associated expenses.This kind of flexibility is the ideal solutionfor accommodation problems in manydifferent sectors, such as education,healthcare and business. Even for housing,this opens up whole new perspectives andpossibilities.Equivalent qualityThe above is so convincing that thequestion arises: what is currently holdingback large-scale application of these kindsof systems? We asked Harry van Zandwijk,General Director of <strong>Jan</strong> <strong>Snel</strong>. Harryanswered: “The answer is actually verysimple: people don’t like the unknown.There is still insufficient knowledge aboutthe possibilities of flexible building andthe fact that these buildings cannot bedistinguished from traditional buildings,both in quality and aesthetically. But thatis also the most convincing evidence rightthere! We invite people to visit our flexiblebuildings and to experience them, thatis the only way to be convinced! Flexiblebuilding is more sustainable, faster andless expensive.”magazine37

<strong>Snel</strong> tellsStructural approach to schoolaccommodation huge successBuildingBredaThroughout the Netherlands,municipalities and secondaryschool administrators are facingthe same challenge: how to keepsuitable school accommodationaffordable while the user requirementsincrease and studentnumbers fall. The developmentsin Breda are being closely followedwith increasing nationalinterest. In Breda, the municipalitycreated a cooperativeassociation with the secondaryschools. ‘Building Breda’ is goingto optimise school accommodationover the next few years. <strong>Jan</strong><strong>Snel</strong> is one of the parties involved.Breda needs to catch up. A number ofschool buildings are facing overduemaintenance and some secondary schoolshave been using temporary units for morethan 15 years, though these units wereonce put in place as emergency solutions.Building Breda was founded two years agoto structurally deal with these accommodationproblems. Klaas van Harten, director ofBuilding Breda: “Every municipality in theNetherlands receives an amount per studentper year for secondary school accommodation.Municipalities are free, however, tospend that money as they see fit, even ifthat means using if for other purposes. Theresult is that annually, 300 million euros toofew are spent on accommodation in theNetherlands. In Breda we said: ‘We’re goingto change that.’ Building Breda manages allof the money earmarked for accommodationand is going to use it to tackle theoverdue maintenance and remove all of thetemporary units over the next five years. Weare going to remain active after that as well,to ensure that the accommodationscontinue to meet all of the requirementsand demographic developments. Until then,however, we need quite a few flexible unitsover the next few years. To that end,we have made excellent agreements with<strong>Jan</strong> <strong>Snel</strong>.”Accommodation poolBuilding Breda took an inventory of theaccommodation needs for each school.Based on this inventory, an accommodationpool was compiled, consisting of unitsthat will rotate through Breda. Klaas vanHarten explains: “That is a very efficientsolution, for which we signed an umbrellacontract with <strong>Jan</strong> <strong>Snel</strong>. As soon as oneschool is renovated, the units can go toanother school. <strong>Jan</strong> <strong>Snel</strong> handles theplacement and relocation. The speed atwhich they do that is surprising. Last Julywe contacted <strong>Jan</strong> <strong>Snel</strong> for the first time. Bythe start of the new school year, twoschools already had the units needed.What is just as important, is that we’resatisfied with the quality. You never knowhow long you’ll need a unit. For example,at one location we are dealing witharchaeological research, so you can easilyadd a year on to that. The unit facilitiesmust therefore be of high quality. <strong>Jan</strong> <strong>Snel</strong>was very helpful brainstorming with usabout ICT, climate control, fire safety andHSE. And <strong>Jan</strong> <strong>Snel</strong> takes care of all of it.”National interestNow that the approach in secondaryschools is going so well, the municipality ofBreda and the primary education administrationhave started to look into decentralisingthe accommodation in primary schoolsas well. Moreover, there is national interestfor the model selected in Breda. Klaas vanHarten comments: “At the beginning of<strong>Jan</strong>uary we are going to publicly release ourfindings for the first time during anExpertise Centrum Onderwijs (ECO)symposium. ECO is an information andknowledge centre for education supportissues, in which schools and companiesshare knowledge with each other. <strong>Jan</strong> <strong>Snel</strong>is also involved in ECO, as the first and sofar the only company in flexible accommodationsolutions. As far as I’m concerned,that shows their commitment tothe branch. In any case, we’re very satisfiedand will certainly express that to our fellowschool administrators.”magazine41
