UNICEF ANKARA OFFICE<strong>VN</strong>/<strong>HR</strong>-<strong>2<strong>01</strong>3</strong>/<strong>01</strong>CHILD PROTECTION IN EMERGENCY & YOUTH PARTICIPATION OFFICERJOB PROFILEVacancy Code: <strong>VN</strong>/<strong>HR</strong>-<strong>2<strong>01</strong>3</strong>/<strong>01</strong>Job Title: Child Protection in Emergency & Youth Participation OfficerJob location: UNICEF Office Ankara & Gaziantep - TurkeyType of Contract: Temporary Appointment – NO A (Post is available only for Turkish Citizens)Duration of Assignment: 364 daysSupervised by: Turkey CO Emergency Focal Point P4PURPOSE OF THE JOBUnder the supervision of the Turkey CO Emergency Focal Point and technical guidance of the Head ofChild Protection Section, implement and develop UNICEF’s Child Protection-in-Emergency (CPiE)and Adolescent Development and Participation (ADAP) response to the Syrian crisis in Turkey, in lightof the specificities and crisis management capacities of Turkish authorities.Be responsible for the planning, implementation, monitoring and evaluation of relevant CPiE andADAP interventions for Syrian children and youth in Turkey. Ensure overall efficiency andeffectiveness of the CPiE programme management, delivery and accomplishment of programme goalsand objectives using global CPiE tools (CPWG tools, IA CP Emergency CP assessment tookit, OHC<strong>HR</strong>general training pack on human rights in emergency), as well as youth participation tool from Turkeyand MENA.Collaborate across UNICEF CO sections and at UNCT level to ensure coherence. Ensure thatmonitoring mechanisms are in place to track progress towards set CPiE and ADAP goals and targets.Definition of CPiE: Actions to prevent or address the abuse of rights of girls and boys, directly orindirectly, caused to children’s emotional and physical well-being, through the action or inaction ofthird parties, “or act of nature”, during a conflict and/or emergencies.KEY END-RESULTS1. Planning and coordination of child protection and youth participation related activities underUNICEF’s leadership in 14 camps, the organisation of youth capacity-building activities andquality assurance of psychosocial activities for children is provided in line with the EC Projecton Increasing resilience of Syrian refugee children in Turkey, as per UNICEF availableresources and mandate.2. Supervision, support and reporting on these specific educational, recreational, andpsychosocially supportive and respite activities for children with young people’s activeinvolvement, notably in Child-Friendly spaces (tents), is performed in line with the EC projectdescription of action and timetable.


3. A CPiE Needs Assessment is gradually conducted and analysed to determine priorities and theappropriate role for UNICEF Turkey based on the situation in the camp(s) affecting childrenand young people, their families and community. In particular, monitor whether the referralpathways and services for victims (including GBV survivors) are well established andfunctioning; evaluate needs to assess/build/strengthen capacities in specific CP areas - be itpsycho-social services, counseling or other services for GBV survivors, CP monitoring, or other- for the actors intervening in the camps. Report and make recommendations accordingly.4. CPiE Briefing Notes & Coordination Strategy, including a strong ADAP/youthempowerment/prevention component is developed in collaboration with relevant partners. Thebriefing note providing advice on the development and coordination of existing services andcommunity capacities to prevent, address and follow-up cases violence, abuse, neglect, andtrauma is regularly updated. The CPiE specialist will ensure an adequate level of involvementand ownership by all key players, including child and youth representatives, and provide globalknowledge and experience as needed.5. A consistent flow of information on the humanitarian situation with special focus on childprotection and youth participation in the camps is effectively collected using global CPiE toolsand shared with the CO ensuring that management is kept informed of humanitariandevelopments, situation developments, potential threats and opportunities/issues.6. UNICEF’s role and impact in CPiE in Turkey is documented for communication and follow-uppurposes.KEY ACCOUNTABILITIES and DUTIES & TASKSCoordinate, support and supervise the implementation of the child protection and youth activitiesplanned in the EC project.Contribute to a gradual CPiE needs assessment and data analysis.Establish a child protection agenda and presence in the camp(s) by collecting information onindividual protection cases (incl. follow-up to violations or events which took place in Syria),advising referral to relevant services in place and reporting on protection concerns and trends tocamps’ management relevant provincial authorities and UNICEF CO.Promote youth participation in the 14 camps and mobilize adolescents to support structuredrecreational activities using UNICEF Child Friendly Spaces (tents).With camp authorities and together with the other Emergency Specialists, determine whereadditional child-friendly spaces (tents) and other supplies should be established, ensuring safetyand security, plan sites with community partners, in light of existing social and educationalarrangements and according to child friendly criteria.Prepare protection and participation-related inputs for appeals, updates, reports and communicationrelated to the Syrian emergency. Work with program sections and senior management to mobilizedonor response and recovery/rehabilitation-related funding and identifies longer-term requirementsof the CPiE operation/intervention.Build capacity of implementers at different levels (national, provincial, camps) to ensure childprotection and participation concerns are adequately addressed in the response.The post will require frequent travel to all camps and to Ankara.


QUALIFICATION and COMPETENCIES1. EducationUniversity degree in one or more of the disciplines relevant to the following areas:Social Work, Children’s Rights, Psychology, Social Sciences, preferably with some level ofspecialization in international development assistance or international relations.2. Work ExperienceMinimum two to four years of relevant professional work experience at national and internationallevels in field programmes relevant to Child Protection and Youth Empowerment programmes.Specialized training/experience in humanitarian/post-conflict sector highly desirable.Experience in national level development assistance is an asset.Experience with addressing gender disparities and asset.Experience in emergency response management highly desirable.Experience working in the UN or other international development organization an asset.(IP)3.
