We articulate and advocate public policy positionswithin the scope of our uniquely broad mandate in a manner consistent with public interest.As the recognized voice of the heavy construction industry – your industry – we promotesustainable infrastructure development, sustained investment in core municipal infrastructure,secure transportation systems, all to ensure ongoing economic growth to benefit ourprovince, region, country, and most importantly – your industry.History, Membership & GovernanceThe MHCA was founded in 1943 as the <strong>Manitoba</strong> Roadbuilders & <strong>Heavy</strong> <strong>Construction</strong><strong>Association</strong> and subsequently changed to the <strong>Manitoba</strong> <strong>Heavy</strong> <strong>Construction</strong> <strong>Association</strong>(MHCA).Our 300 plus members include contractors engaged in roadbuilding, sewer & water, excavation,bridge building, as well as the sub trades to contractors and the supply side ofindustry, including aggregates, petroleum, engineering, heavy equipment, financial andbonding agencies.We are governed by a 15-person Board of Directors, led by its Chair. Day-to-day affairs are delegated from the Board toan Executive Committee of the Board. Input from members is provided through strategically struck standing committeesthat are supported by our president and staff.Vision & MandateChris Lorenc,MHCA PresidentOur Vision is: “To be the acknowledged credible ‘voice’ of the heavy construction industry in <strong>Manitoba</strong> with all stakeholderspublic or private, ensuring the reputation of our ‘Presence, Profile, Impact.’”Our Mandate challenges us to:• Promote public policies which help grow the economy by engaging all three levels of government; our members;provincial, regional and national stakeholders; media; and the public.• Advocate public policies with that support sustainable infrastructure investment, maintenance and rehabilitationstrategies.• Articulate the positive relationship between sustainable investment in infrastructure and <strong>Manitoba</strong>/Canada’s quality of life,economy and the environment.• Provide a comprehensive safety and health training and education program.• Deliver career and vocational training for entry workers and existing employees.• Participate in related activities consistent with public interest.<strong>2009</strong> MHCA <strong>Annual</strong> <strong>Report</strong> 29
