CAREER DAY APPRENTICESHIP INFORMATION The International Union <strong>of</strong>Operating Engineers <strong>Local</strong> Union <strong>450</strong> Apprenticeship<strong>and</strong> Training Fund is a skilled based, minimum 3 year, 6,000 hourJmid on <strong>the</strong> jobtraining program with non-paid related classroom instruction <strong>of</strong>144hoursayearfor a total <strong>of</strong>atleast 432 hours <strong>of</strong>classroom training during<strong>the</strong> course <strong>of</strong><strong>the</strong> program. There are no guarantees for job placement as to when employmentwill start or howlong itwill last.This program is designed to train heavy equipment operators to worksafely onforklifts to large cranes <strong>and</strong> o<strong>the</strong>requipment in <strong>the</strong> industrial <strong>and</strong> commercialconstruction field.This is nota technical. clvU orsurvey engineering program.Operating Engineers can expectextremes <strong>of</strong>noise, dust, wind, rain, cold, heat<strong>and</strong>attimes prolonged periods <strong>of</strong>temporary unemployment. However, itcan be avery rewarding career choice for those thatare attractedto outdoor workwithgood wages, family health insurance <strong>and</strong> a true lifetime pension plan oranannuity fund or both pension <strong>and</strong> annuity fund.This program iscommittedto following an equal opportunity pledge withoutdiscrimination <strong>of</strong>race, color, religion, sex or national origin.The period for accepting applications is open throughout<strong>the</strong> year with applicantinterviews twice a year. Applicants mustbe physic<strong>all</strong>y capable <strong>of</strong>performing<strong>the</strong> essential functions <strong>of</strong><strong>the</strong> Apprenticeship Program; atleastage 18; provide <strong>of</strong>ficial transcripts withHigh School diploma <strong>and</strong> anysecondary education ortraining records or aGEDCertificate with transcripts; provide a copy <strong>of</strong><strong>the</strong>irSocial Security card, BirthCertificate, a valid Driver's License <strong>and</strong> possess reliable transportation; be able toqualify for <strong>and</strong> obtain a Class A CDL Driver's License; be considered acceptablefor employment on mostindustrial <strong>and</strong> commercial premises throughout <strong>the</strong>jurisdiction <strong>of</strong><strong>Local</strong> Union 4S0 through graded background checks thatwill <strong>all</strong>ow<strong>the</strong> applicant access to atleasthalf<strong>of</strong><strong>the</strong> area·s industrial facilities; furnish pro<strong>of</strong><strong>of</strong>USA Citizenship ora legal permanentresidentorin <strong>the</strong> process <strong>of</strong>becoming acitizen <strong>of</strong><strong>the</strong> USA; <strong>and</strong> veterans mustsubmita copy <strong>of</strong><strong>the</strong>ir DD-214. All copies<strong>and</strong> records mustbe submittedalong with <strong>the</strong> completed application to beeligible for <strong>the</strong> Apprenticeship Interview.Apprenticeship wage schedules startat6S o /0 <strong>of</strong>journeyman wages resulting in ascale between approximately $12.S0 per hour to over$19.00 per hour for firstperiod probationary apprentices due to <strong>the</strong> different types <strong>of</strong>CollectiveBargaining Agreements. Apprentices receive S% periodic wage increases forevery 1000 hours <strong>of</strong>On-<strong>the</strong>-Job-Training throughout<strong>the</strong> course <strong>of</strong><strong>the</strong> program.Applicants are probationary for <strong>the</strong> first 1000 hours.Due to <strong>the</strong> nature <strong>of</strong><strong>the</strong> occupation <strong>of</strong>Operating Engineer <strong>and</strong> <strong>the</strong> devastatingconsequences that can occur due to operator error as a result <strong>of</strong>mental orphysical impairment caused by <strong>the</strong> influence <strong>of</strong>controlledorillegal substances, azero tolerance drug policy will be enforced using <strong>the</strong> latest most effective drugtesting method available. The Pyschemedics· hair follicle analysis will be usedfor<strong>all</strong> required tests including r<strong>and</strong>om testing throughout program participation.Members are dispatched for workas long as <strong>the</strong>y are qualified for that particularjob, from an out-<strong>of</strong>-work listin Central Dispatch following <strong>the</strong> listinnumericalorderaccording to <strong>the</strong> date <strong>and</strong>time that<strong>the</strong> memberphoned in for placementon <strong>the</strong> out-<strong>of</strong>-work-list. ProbationaryApprentices can geton <strong>the</strong> Out-<strong>of</strong>-Work­List after completing registration; experience. qualifications <strong>and</strong> certificationswill be considered in being dispatched for a job assignment.Upon completion <strong>of</strong><strong>the</strong> probationary period, applicants will be required to join<strong>the</strong> International Union <strong>of</strong>Operating Engineers (<strong>IUOE</strong>) <strong>Local</strong> Union 4S0. Theprimary purpose <strong>of</strong><strong>the</strong> union is to representworkers on <strong>the</strong>ir job <strong>and</strong> tonegotiate Collective Bargaining Agreements thatimproves wages, benefits,working conditions <strong>and</strong> protects workers from unfair treatment.2

Dues cover <strong>the</strong> salaries <strong>and</strong> benefits <strong>of</strong>its businessrepresentatives, <strong>of</strong>fice staff, secretaries, <strong>of</strong>ficers <strong>and</strong> organizers; building <strong>and</strong><strong>of</strong>fice expenses such as meeting space, <strong>of</strong>fice space, equipment, supplies,maintenance <strong>and</strong> utilities; travel, lodging <strong>and</strong> vehicles expenses; uniongovernance; per capita payments to <strong>the</strong> international union; h<strong>and</strong>ling grievances,collective bargaining <strong>and</strong> coordinating representatives; research concerningwages, contract language <strong>and</strong> job descriptions; legal fees such as attorneys, CPAs<strong>and</strong> taxes; representative's training; mailings, newsletters, publications,telephones, web sites <strong>and</strong> more.Dues structure is based on $25 a month per member, probationaryapprenticedues are $6.25 a weekwhen working<strong>and</strong> applied toward membership, bothgroups are responsible for payments directly to <strong>the</strong> union, <strong>the</strong>se dues are notwithheld by payroll. Employers do withhold 3% <strong>of</strong>gross wages from payroll for, working dues while working under a Collective Bargaining Agreement.To be fair, consider that individuals working o<strong>the</strong>rwise pay likewise fees if<strong>the</strong>yparticipate in a 401-K or similar type <strong>of</strong> retirement <strong>and</strong> family health insuranceplan through <strong>the</strong>ir employers. There is a huge difference between a 401-K <strong>and</strong>having a true lifetime pension plan thatguarantees <strong>the</strong> same regular dependablemonthly income despite an up <strong>and</strong> down stock market.3


APPRENTICESHIP PARTICIPATION COSTS The Apprenticeship Program is partnered with <strong>the</strong> Houston Community CollegeSystem <strong>and</strong> <strong>the</strong> only cost to our students is <strong>the</strong> HCC tuition <strong>of</strong>$100.80 per year.Our students will have <strong>the</strong> same benefits when requested that HCC studentsreceive <strong>and</strong> will be granted 6 hours per year or 18 hours <strong>of</strong>college credittowardan associate's degree at<strong>the</strong> completion <strong>of</strong><strong>the</strong> program if<strong>the</strong>y should decide t<strong>of</strong>ur<strong>the</strong>r <strong>the</strong>ir education toward construction management. Certain details applyto this benefitbutshould not deter anyone from taking advantage <strong>of</strong>thisopportunity. Everything else while in <strong>the</strong> Program is paid for by <strong>the</strong>Apprenticeship, some things such as drug tests <strong>and</strong> some certifications willrequire out <strong>of</strong>pocket costs butwill be reimbursed when producing receipts <strong>and</strong>pro<strong>of</strong><strong>of</strong>satisfactory results.Students will be bound to a Scholarship Loan Agreement <strong>and</strong> also sign aPromissory Note covering <strong>the</strong> program's training costs valued at $4,000.00 foreach year <strong>of</strong>training. In place <strong>of</strong>cash compensation repayment can be by In-KindCredits for each calendar year <strong>of</strong> employment with an <strong>IUOE</strong> signatory contractormaking employer contributions to <strong>the</strong> Apprenticeship Program. In o<strong>the</strong>rwordsrepayment <strong>of</strong>this loan will not be required <strong>of</strong><strong>the</strong> apprentice as long as he/sheworks for signatory employers that repay <strong>the</strong> student's loan by employercontributions to <strong>the</strong> Apprenticeship <strong>and</strong> Training Fund.APPLICATION / QUESTIONNAIRE AND INTERVIEW SCORING PROCEDURESAll applications are graded. The applicant must score at least 700/0 on <strong>the</strong>application/pre-employmentquestionnaire to qualify for an interview.The interview will be given by one person from management <strong>and</strong> one personfrom labor <strong>and</strong> graded by each. The interview scores will be combined with <strong>the</strong>application/questionnaire score to formulize <strong>the</strong> final total score.Apre-determined number <strong>of</strong>applicants will be accepted starting from <strong>the</strong>highest score downward in descending order to 700/0 <strong>of</strong><strong>the</strong> final total score (<strong>the</strong>minimum for acceptance), even if<strong>the</strong> pre-determined number has notbeen met.The applicant must score atleast 700/0 <strong>of</strong><strong>the</strong> final total score to be a condition<strong>all</strong>yaccepted apprentice into <strong>the</strong> Apprenticeship Program.4

CLASS SCHEDULES The Program has two first yeargroups due to <strong>the</strong> bi-annual interviews, <strong>the</strong>Spring Group <strong>and</strong> <strong>the</strong> F<strong>all</strong> Group. All first year classes will be held once a monthon Thursday <strong>and</strong> Friday in <strong>the</strong> same week. The new first year Spring FreshmanGroup classes startin May with 9 hour class days <strong>and</strong> complete in December. Under various VA GI Bill chapters, On-<strong>the</strong>-Job (OJT) or Apprenticeship trainingprograms can provide educational benefits to veterans <strong>and</strong> eligible dependents.The Texas Veterans Commission (TVC) is <strong>the</strong> state approving agency thatapproves OJT <strong>and</strong> Apprenticeship programs for Gr Bill beneficiaries. AnApprenticeship or OJT program is usu<strong>all</strong>y <strong>of</strong>fered by a company or a registeredapprenticeship (one that is approved through <strong>the</strong> Department <strong>of</strong> Labor).Apprenticeships or OJT programs <strong>of</strong>fer an alternative to college or vocationalschools for helping veterans <strong>and</strong> eligible dependents gain experience in <strong>the</strong>irchosen field.b. Under OJT or Apprenticeship programs, eligible participants learn skilledoccupations by performing each job process under <strong>the</strong> supervision <strong>of</strong> a skillworker as required by <strong>the</strong> approved training program. In addition to <strong>the</strong>ir wages,eligible participants who enter into an approved Apprenticeship or On-The-JobTraining program receive a monthly training benefit from <strong>the</strong> Department <strong>of</strong>Veterans Affairs (DVA).c. Apprenticeship training is a structured system <strong>of</strong> training designed to prepareindividuals for occupation in skilled trades <strong>and</strong> crafts. It combines OJT trainingwith related classroom instruction for <strong>the</strong> goal <strong>of</strong> obtaining a Journeyman rating ina number <strong>of</strong> occupations. Apprenticeship programs usu<strong>all</strong>y last two to four years,but can range from one to six years.d. OJT programs last from 6 months to no more than 24 months. The veteran willwork under <strong>the</strong> supervision <strong>of</strong> a skilled worker, <strong>and</strong> during <strong>the</strong> training will drawa monthly educational benefit from <strong>the</strong> DVA. There is no related classroomtraining usu<strong>all</strong>y associated with an OJT program.e. To be able to receive educational benefits, veterans must not already be qualifiedfor <strong>the</strong> job or occupation by previous training or experience <strong>and</strong> must be eligiblefor G r Bill educational benefits.

Veterans EligibilityThe following categories <strong>of</strong> veterans are eligible to receive GI Bill educationalbenefits for OJT or Apprenticeship training:Chapter 30 - Montgomery GI Bill- Active DutyEducation program for persons initi<strong>all</strong>y entering active duty on or after 7/1/85 <strong>and</strong>for certain persons on active duty before 7/1/85.Chapter 1606lREAP - Montgomery GI Bill Selected ReserveEducation program for active drilling members <strong>of</strong> <strong>the</strong> Reserve or National Guard.Eligibility is determined by <strong>the</strong> DoD or by <strong>the</strong> Department <strong>of</strong> Transportation(Coast Guard), not by <strong>the</strong> DV A. Basic eligibility requires a 6-year obligation toserve in <strong>the</strong> Selected Reserves <strong>and</strong> satisfactory participation in required SelectedReserve training. REAP is a benefit providing educational benefits to members <strong>of</strong><strong>the</strong> Selected Reserve <strong>and</strong> Individual Ready Reserve who are c<strong>all</strong>ed or ordered toactive duty in response to a war or national emergency. Eligibility is determinedby <strong>the</strong> DoD or Department <strong>of</strong> Homel<strong>and</strong> Security. Gener<strong>all</strong>y, a member <strong>of</strong> areserve component who serves on active duty on or after 9/1112001 under Title 10for at least 90 days is eligible for REAP. National Guard members are eligible if<strong>the</strong>ir active services extends for 90 consecutive days or more <strong>and</strong> <strong>the</strong>ir service isauthorized under section 502(i), title 32, U.S.C. The survivingspouse <strong>of</strong> a veteran who died <strong>of</strong> a service-connected disability or died whileevaluated as having a total <strong>and</strong> permanent disability resulting from a serviceconnecteddisability may also be eligible.III. Benefitsa. For OJT <strong>and</strong> apprenticeship programs, rates are monthly <strong>and</strong> based onlength <strong>of</strong> time in <strong>the</strong> program. GI Bill rates decrease as wages increaseaccording to an approved wage schedule.b. A veteran cannot receive V A educational benefits for two programs at <strong>the</strong>same time, i.e., going to college <strong>and</strong> for training at an OJT! Apprenticeship.Veterans must decide which program would be most suitable for <strong>the</strong>m.c. Gener<strong>all</strong>y, if eligible for GI Bill benefits, a veteran will have 10 or 15years from <strong>the</strong> date <strong>of</strong> last separation from active duty to use <strong>the</strong>ir benefits,or when <strong>the</strong>y use <strong>all</strong> <strong>of</strong><strong>the</strong>ir months <strong>of</strong> entitlement, whichever is earlier.d. They may receive up to 36 months <strong>of</strong> education benefits under <strong>the</strong> MGIB.VA RULE OF THUMB FOR APPRENTICESHIP/OJT PROGRAMS: Chapter30. Montgomery GI Bill:Apprenticeship/OJT pays <strong>the</strong> first 6 months at 75%, <strong>the</strong> second 6 months at55%, <strong>and</strong> <strong>the</strong> remaining OJT at 35% <strong>of</strong><strong>the</strong> full-time school rate iftraining is120 hours or more per month.VA RULE OF THUMB FOR APPRENTICESHIP/OJT PROGRAMS: Chapter33, Post 9/11 GI Bill:Apprenticeship/OJTpays <strong>the</strong> first 6 months at 100%, <strong>the</strong> second 6 months at80%, <strong>the</strong> next 6 months at 60%, <strong>the</strong> next 6 months at 40% <strong>and</strong> <strong>the</strong> remainingmonths <strong>of</strong>training at 20% <strong>of</strong><strong>the</strong> full-time housing <strong>all</strong>owance iftraining is 120hours or more per month.IV. Employer Eligibilitya. The Employer! Apprenticeship must provide adequate space, equipment,instructional material <strong>and</strong> qualified personnel to furnish training on <strong>the</strong> job.- 3 ­

For OJTs, employers must pay veterans or <strong>the</strong> eligible participants no lessthan <strong>the</strong> starting wage paid non-veterans. This must be at least 50% <strong>of</strong> <strong>the</strong>wage <strong>the</strong> trainee will receive upon completing <strong>the</strong> training program. There isno specific wage rate for OJT programs provided by public institutions suchas state, local, or federal agencies or <strong>of</strong>fices.c. Veterans' wages must increase in regular, periodic increments during <strong>the</strong>training period. By <strong>the</strong> last full month, wages must be at least 85% <strong>of</strong> those <strong>of</strong>a fully trained employee in <strong>the</strong> same occupation. Apprenticeships will usu<strong>all</strong>yhave a set wage rate in <strong>the</strong>ir St<strong>and</strong>ards <strong>of</strong> Apprenticeships published by <strong>the</strong>Secretary <strong>of</strong> Labor.d. The employer must certify with reasonable certainty that a job will beavailable when <strong>the</strong> veteran completes training.e. Approval to train veterans will enhance a business or company as veterans aretypic<strong>all</strong>y more experienced, mature, <strong>and</strong> have established positive workhabits.- 4­
