IntroductionB&Q expects the B&Q Code of Conduct <strong>for</strong> <strong>Supply</strong> Cha<strong>in</strong>s to be met <strong>in</strong> all worksites. Theseguidel<strong>in</strong>es give practical advice on how to achieve this if there are homeworkers <strong>in</strong> your supplycha<strong>in</strong>s. It is your responsibility to <strong>in</strong><strong>for</strong>m B&Q that your have homeworkers <strong>in</strong> your supply cha<strong>in</strong>.B&Q def<strong>in</strong>e homeworkers as people who:Carry out paid work <strong>in</strong> their homes to produce a product or service as specified by theemployer/supplier of work; andAre <strong>in</strong> a relationship of dependency with the employer (i.e. a person or company who gives outhomework, either directly or through an <strong>in</strong>termediary).There is no legal def<strong>in</strong>ition of a relationship of dependency, however with<strong>in</strong> this policy, the term‘homeworker’ does not <strong>in</strong>clude people who:Work from home on an occasional basis would be considered by national law to be fully<strong>in</strong>dependent and self-employed; andIf there is any doubt or dispute over the status of a homeworker, the onus should be on theemployer to prove that the worker is <strong>in</strong> fact self-employed and not an employee of the company.Conditions of employmentB&Q encourage good communications between suppliers and all workers and would recommendthat regular meet<strong>in</strong>gs be held between company management and homeworkers. A member of staf<strong>for</strong> management should be nom<strong>in</strong>ated as the pr<strong>in</strong>ciple po<strong>in</strong>t of contact <strong>for</strong> homeworkers. Allhomeworkers should be given this persons name and telephone number and made aware thatissues or requirements can be discussed with this person.Contract of employmentIn addition to standard requirements, contracts <strong>for</strong> homeworkers should detail the follow<strong>in</strong>g:Expected work<strong>in</strong>g hours and the m<strong>in</strong>imum amount of work to be made available each week;Details of which expenses will be paid by the employer;The day, time and process <strong>for</strong> pass<strong>in</strong>g work and materials between the homeworker and theemployer should be def<strong>in</strong>ed and only changed with express prior consent;Supervision and grievance procedures;Where <strong>in</strong>surance cover is agreed, it should provide liability <strong>in</strong>surance <strong>for</strong> the worker, equipment,goods/products be<strong>in</strong>g processed and the premises where work is to be carried out;B&Q <strong>Guidel<strong>in</strong>es</strong> <strong>for</strong> <strong>Homeworkers</strong> <strong>in</strong> <strong>Overseas</strong> <strong>Supply</strong> Cha<strong>in</strong>s August 2013


No other persons shall be <strong>in</strong>volved <strong>in</strong> the completion of work on the workers’ behalf;<strong>Guidel<strong>in</strong>es</strong> sett<strong>in</strong>g out the company’s quality assurance procedures and outl<strong>in</strong><strong>in</strong>g the course ofaction if quality standards are not met shall be made available to homeworkers at the start of thecontract; andWhere additional <strong>in</strong>surance is required to cover the workers, home due to work carried out on thepremises, the extra sum shall be paid by the employer <strong>for</strong> the duration of the period of employment.The homeworker is responsible, where applicable, of <strong>in</strong><strong>for</strong>m<strong>in</strong>g <strong>in</strong>surance companies, mortgagelenders & local authorities that work is to take place on the premises.Wages & ExpensesA process should be <strong>in</strong> place to ensure that homeworkers are not left with stock or materials;Employers should attempt to provide a m<strong>in</strong>imum amount of work per week;Compensation should be given <strong>for</strong> use <strong>for</strong> own power supply;Where homeworkers are required to collect and/or return work to the company’s premises reimbursementshould be given <strong>for</strong> travel expenses at the same rate as <strong>for</strong> other employees; andCompany <strong>in</strong>surance should cover homeworkers and product whilst on the worker’s premises.Alternatively, the company shall pay the excess amount <strong>in</strong>curred to <strong>in</strong>sure the worker home as theirplace of work.Health & SafetyInduction and tra<strong>in</strong><strong>in</strong>gAll homeworkers shall be given relevant health and safety tra<strong>in</strong><strong>in</strong>g prior to start<strong>in</strong>g work;Where appropriate homeworkers shall receive an <strong>in</strong>duction on the company’s premises with<strong>in</strong> thefirst month of start<strong>in</strong>g work. This may take any <strong>for</strong>m, but must <strong>in</strong>clude tra<strong>in</strong><strong>in</strong>g <strong>for</strong> the job to beundertaken, given by a member of staff or management experienced <strong>in</strong> carry<strong>in</strong>g out that particulartask;Refresher tra<strong>in</strong><strong>in</strong>g should be given whenever the homeworker beg<strong>in</strong>s a new task, or if requiredquality standards are not be<strong>in</strong>g met;A completed sample should be <strong>in</strong>cluded with<strong>in</strong> each despatch.B&Q <strong>Guidel<strong>in</strong>es</strong> <strong>for</strong> <strong>Homeworkers</strong> <strong>in</strong> <strong>Overseas</strong> <strong>Supply</strong> Cha<strong>in</strong>s August 2013


Premises and equipment<strong>Homeworkers</strong> should be given all the equipment required to carry out the job <strong>in</strong> a safe and efficientmanner, and tra<strong>in</strong>ed on the safe use of that equipment;Be<strong>for</strong>e the start of employment, a company representative should visit the premises on which thework is to be carried out, <strong>in</strong> order to advise the worker on appropriate health and safety measures;Regular checks should be made on workers’ premises to ensure that health and safety of workersand third parties is not be<strong>in</strong>g compromised;A procedure must be <strong>in</strong> place to ensure report<strong>in</strong>g of accidents; andThe above should be documented as proof of compliance.L<strong>in</strong>ked Policies2013 K<strong>in</strong>gfisher Code of Conduct <strong>for</strong> Factory Work<strong>in</strong>g Conditions.B&Q <strong>Guidel<strong>in</strong>es</strong> <strong>for</strong> <strong>Homeworkers</strong> <strong>in</strong> <strong>Overseas</strong> <strong>Supply</strong> Cha<strong>in</strong>s August 2013
