5. Implementable Standard Operating Plan:TrainingThe Directorates, with the support of OSDMA, will organize proper trainingof officers and staff from time to time at different places so that they can help inrescue, evacuation and relief work at different stage of disaster. The DisasterManagement Committees formed under the Directorates will be kept ready sothat they can move to disaster site/affected area on short notice.Mock DrillMock drill is an integral part of the disaster management plan, as it is apreparedness drill to keep the community alert. Search and Rescue Teams atdistrict and block level will carry out mock drills on various disasterssituation annually. Mock drills will be organised at village level to activate thevillage level committees. Basically this is a simulation exercise, which ifpracticed several times, would help in improving the cohesiveness of thecommunity during an emergency. The community’s preparedness could beenhanced through mock drill exercise organised once in six months as per theseasonality calendar of natural disaster events that is likely to occur. Both theDirectorates will ensure organisation of Mock Drills as above.Public awareness is an important part in disaster preparedness. Theaim of public awareness programs is to promote an informed, alert and selfreliantcommunity regarding capability of playing its full part in support of andin co-operation with the agencies and teams responsible for disaster managementactivities. An essential part of a disaster preparedness plan is the education ofthose who may be threatened by a disaster.Implementable Plan of ActionThe Handlooms, Textiles & Handicrafts Department will initiate envisagedactions based on necessary horizontal & vertical linkages provided by the Nodalofficers and monitor the actions.‣ On information of probable hazards, Arrange shifting of people to safer placein shortest possible time.‣ On occurrence of any hazard, concerned Inspector of Textiles/TechnicalAssistant/Technical Inspector/Field Assistant/Sericulture Tassar Assistant/Industries Promotion Officer etc of the area will immediately intimate the sameto their respective Zonal officer/ GM, DICs.‣ Identify the weavers/ artisans /sericulture farmers affected emergencyassistances to be provided and contact officials of the other line department ofthe area for extending help.
‣ Zonal officer/ GM, DICs on getting the information from the field officials willimmediately bring the matter to the notice of the District revenue Authority aswell as the Nodal Officer of the respective Directorates.‣ Zonal officer/ GM, DIC himself may immediately visit the areas on priorityand also depute responsible subordinates like Sub Assistant Registrar Co-Operative Society (SARCS), weaving supervisor and Production Officer,DCIO/Asst. Managers etc to co-ordinate the mitigation activities.‣ Assessment of losses shall be made by the Inspector of Textiles, TechnicalAssistant, Technical Inspector, Senior Tassar Assistant, Field Assistant andIPOs for respective sectors at field level and submit the same to Zonal offices.The Nodal Officers (Zones) shall take step for development of Data Base andsubmit the consolidated report along with recommendation of other linedepartments (wherever necessary) to the Directorates for further action onproviding rehabilitation assistance.‣ Divisional officers will keep close liaison with the zonal officer and function asthe co-ordinating agency between Zonal officer and Districtauthorities/Directorate.‣ Officials from the Directorates will be deputed to the worst affected area to coordinatethe relief operation.‣ Basing on the reports received from zonal level, Directorate will submit theproposal to Handlooms, Textiles & Handicrafts Department and other Agenciesfor availing assistances for rehabilitation and restoration.‣ Assistance received from various sources will be channalised through zonaloffices to the affected areas under the supervision of field functionaries.6.
