ON THE MOOOO-VEFrom the 15-17 May 2013 the <strong>Balmoral</strong> <strong>Show</strong> in partnership with Ulster Bank will be held at adifferent venue for the first time in over 116 years.The spacious new venue, <strong>Balmoral</strong> Park, has given <strong>Balmoral</strong> <strong>Show</strong> the ability to adapt and growto keep up with increasing demands placed on it every year. This move will allow the event tooffer many improvements including closer parking, more space, additional livestock competitionsand world class attractions. The event experience at <strong>Balmoral</strong> Park will be transformed withemphasis being placed on accessibility, manoeuvrability and creating a positive experience for all.This is an exciting opportunity for the agricultural industry. The event had proved to be asuccessful one with an unrivalled fusion of tradition, education and fun throughout the threedays and this is about to grow even further. 25. If the judges consider that any exhibit does not come within the class specification, they are requested toreport the case to the stewards of the class.26. The judges shall not award a prize for the best exhibit in any class unless there are at least two exhibits. Thejudges may recommend a prize to be awarded for any exhibit of distinguished merit, although there shall beno competition in the class.27. The decision of the judges shall in all cases be final, except where misrepresentation or breach of the rulesis discovered.28. The judges are instructed to withhold a prize when sufficient merit does not appear.29. The judging of any class should not be deemed to be complete until all exhibits have been dismissed by thejudge.JUDGES30. Should any judge be unable to fulfill his engagement the Council reserves the right to appoint another in hisplace, or additional judges if required, and to make any alterations necessary to the success of the <strong>Show</strong>.31. Should a judge encounter an animal or animals which he has bred, owned, or in which he has had aninterest, a request may be made to the chief steward of that section to appoint another suitable personto place such animals. Objections to awards requiring reference to the judges must be lodged at the office of the Society on theday such award is made. If an attendant infringes the rule he shall be removed immediately from the charge of the exhibit, andanother attendant substituted by the stewards, at a cost of £20 per hour to the exhibitor.VETERINARY REGULATIONS & TREATMENT42. Diseased Animals. Exhibitors are hereby warned against bringing any diseased animal into the showpremises, and if under any circumstances this regulation be violated, the exhibitor of the diseased animalwill be solely responsible for any claims that may arise for damage or loss to other exhibitors or any otherpersons, and the Council holds itself free from liability in such cases. Should any animal manifest symptomsof disease during the exhibition, it must be removed immediately from the premises, on an order to thateffect by the Chief Executive, or by a senior member of the staff or by a veterinary surgeon appointed by theSociety.43. Ringworm - Exhibitors are advised that animals suffering from ringworm or mange must not be brought tothe Society’s <strong>Show</strong>grounds. Following an inspection by a veterinary surgeon, appointed by the Society, anyanimals so affected will require to be removed from the premises immediately.44. Veterinary Treatment. The Society appoints a panel of veterinary surgeons to be on duty during thehours of the <strong>Show</strong>. Their role is to deal with requests from judges and other Society officials and to attendto emergencies that may arise. It is a condition of entry that these veterinary surgeons may on their ownauthority give to any animal such emergency treatment as they may consider appropriate in the event thatthe owner or his representative cannot immediately be found. Exhibitors will be required to pay any suchveterinary surgeon for the full cost of treatment administered whether in an emergency as above or if suchtreatment is requested by the exhibitor.45. Blood Sampling. The Society condemns the use of prohibited or unlicensed drugs in livestock orbloodstock production and reserves the right to take whatever samples it considers necessary for analysis.Should, subsequently, trace of any prohibited or unlicensed drug be found, penalties will be applied inline with regulation 46 contained in the regulations and instructions to exhibitors. Furthermore since suchpositive findings may be in contravention of the Food Safety (NI) Order, 1991 and its subordinate legislationthe results will be reported to the Department of Agriculture and Rural Development.PENALITIES46. In case it shall be proved to the satisfaction of the Council that the owner of an animal exhibited, or anyperson in his employment, or under his control, has been guilty of any violation of the regulations andinstructions, has made a false statement in the certificate of entry, or substituted another animal for thatdescribed on the entry form; has placed an animal in a box or stall, by day or night, other than that to whichhe is entitled, or has been guilty of any practice calculated to deceive or mislead, or to secure an unfairadvantage (including the use of prohibited or unlicensed drugs), such exhibitor shall forfeit all prizes, cups,medals, etc., awarded to him at the <strong>Show</strong>, together with all fees paid by him, and his animal or animals shallbe liable to be removed forthwith from the <strong>Show</strong>grounds, and such owner shall be liable to be preventedfrom competing at this or any further <strong>Show</strong> of the Society.INSURANCE47. INSURANCE - All owners and competitors are personally responsible for damages to third persons causedby themselves, their employees, their agents or their horses/ponies. They are therefore strongly advisedto take out third-party insurance providing full coverage for participation in equestrian events at home andabroad, and to keep the policy up to date.GENERAL48. DOGS - No dogs are permitted in the <strong>Show</strong>grounds110 111

The beef and dairy Inter breed champions will lead the parade, followed by each breed in prize scheduleorder, with the champion and reserve champion leading their respective breed. Pairs selections shouldparade in catalogue order within their own breed and only pair-off on entry to the arena as directed bystewards.54. White Coats. Exhibitors of cattle and pigs are particularly requested to provide white coats or breedregulation dress for all persons attending their animals in the judging rings or in parades. Reference to asponsor or the herd shown will only be permitted on the breast pocket of white coats. White coats areobligatory for sheep and goat exhibitors.55. Numbers. The names, stall numbers and places of stalling of cattle will be given in the catalogue. Ticketswill be forwarded for all animals. Harnesses and harness numbers will be provided for cattle. ButtonholeNumbers corresponding with the catalogue number of the animal, will be provided for sheep, goats andpigs, and must be worn by the attendants whenever they enter the ring.56. Assistants. Exhibitors must provide competent persons to take charge of their stock during the entire timesuch stock may be upon the Society’s premises.57. In all classes animals must be free from clinical signs of disease; injury or physical abnormality such aswould affect the usefulness of the animal. Compulsory veterinary examination prior to judging will not berequired but the Judges will take any such clinical signs into account when awarding prizes.58. Identification of Ownership. No identification which might indicate the ownership of stock exhibitedfor prizes will be permitted. Covers will not be allowed on animals during show hours without specialpermission from the chief stewardsREGULATIONS SPECIFIC TO CATTLE EXHIBITORS59. In Milk Classes Animals entered in in-milk classes may where eligible be transferred to the appropriatein-calf classes if they are uncalved at time of judging. Animals entered in in-calf classes may be whereeligible transferred to the appropriate in-milk classes if they have calved at time of judging. Exhibitors areresponsible for drawing the Society’s attention to this requirement where it arises.60. Washing of Milk Cattle. All cattle must be properly washed before being milked.61. Milking. All dairy cows and heifers in milk must be milked out by 8.00pm on the evening prior to judging tothe satisfaction of the chief steward, or his nominee. Milk produced becomes the property of the Societyand no direct payment will be made to exhibitors. Proceeds from milk produced will be distributed tocharitable or other worthy causes at the discretion of the Society.62. Pressure Pumps. The use of pressure pumps for the washing of cattle is permitted only in the washingareas.63. Control of Dangerous Animals. Each bull to be exhibited must be properly secured by a chain or ropeattached to a ring or screw in the nose, for which exhibitors shall be held responsible. Any animal not sosecured, or considered to be in a dangerous or infuriated state, will not be admitted. Should any animal[male or female], in the opinion of the stewards, become dangerous in the <strong>Show</strong>grounds, it must beremoved immediately, or if removal is impracticable or anyone is at risk, it shall be destroyed.64. It is recommended that, where possible, self closing nose restraints or snaffles should be used. It iscompulsory for beef females born on or after 1st January 1998 to wear a snaffle.QUALIFICATION OF CLASSES & WITHHOLDING <strong>PRIZE</strong> MONEY65. Cows & Heifers - All cows and heifers aged three years old in competition must have had a live calf in2012, or be in calf. This requirement will not apply to class 653. Senior heifers in the beef section may beshown in calf or with calf at foot.66. Breeding Male Stock - Evidence will be required that all breeding male stock (except those born on or after1st January 2003), for which prizes may be awarded, have produce offspring prior to the date of the <strong>Show</strong>.Prizes will be withheld until certificates to that effect, when required, are produced.67. WITHHOLDING <strong>PRIZE</strong> MONEY - In all classes for cows and heifers in calf, the animal, if entered in a beefbreed class must have calved before 31 December 2012. Prize Money may be withheld until the breedsociety’s notification of acceptance of calf for registration or a veterinary certificate is received as evidencethat the animal has calved within the stipulated time. Such notification must be received at the Society’soffice not later than the closing date of entries for the succeeding Annual <strong>Show</strong>.68. Tampering with Exhibits. No artificial device whatever may be adopted for the purpose of interfering withthe udders of cattle. No cows or heifers presented in the judging ring may have sealed teats. Any exhibitorfound infringing this regulation will be disqualified from exhibiting at the <strong>Show</strong>.JUDGING IN CATTLE CLASSES69. In the cattle classes the attention of the judges will be particularly directed to the symmetry, early maturity,size, purity of breed and general qualities characteristic of the several animals, due allowance being madefor age and other circumstances. They shall not award a prize for an “overfed” animal, the object of theSociety being to encourage superior animals for breeding purposes.70. The judges shall not attempt to draw the udders of dry cattle, and if milking cows are to be thus handled,the Judges shall wash and disinfect their hands before and after drawing each or any animal.112 113


REGULATIONS SPECIFIC TO SHEEP71. Short Docking of Sheep. In the interests of animal welfare it is recommended that all exhibitors complywith the animal welfare regulations. Sufficient tail (not wool) should be retained to cover the vulva of femalesheep and the anus of male sheep. All sheep present at the Annual <strong>Show</strong> will be inspected in the pens byDepartment of Agriculture and Rural Development Veterinary Officers.72. All sheep exhibitors must wear white coats in the judging ring.73. Only sheep eligible for registration or registered with the breed society may be entered in the sheep classes.74. To enable exhibitors to have maximum flexibility in selecting sheep which they wish to exhibit at the <strong>Show</strong>,the following method of making entries will be applied.Exhibitors must book the number of pens which they wish to use during the <strong>Show</strong>, subject to a maximum of sixpens per breed and pay the appropriate penning fee £22 (RUAS member) £27 (non-member). They may then enteras many sheep as they wish at an entry fee of £7 (RUAS Member) or £9 (non-member) per animal but the numberof sheep of each breed which can be brought to the <strong>Show</strong> will be limited to two sheep per pen.75. Each exhibitor will be limited to a maximum of 6 pens and may not bring to the <strong>Show</strong> more than 2 sheep perpen allocated.PIGS76. VACCINATIONS REQUIRED. Aujeszky’s disease, blue ear disease and PMWS. Only pigs from officiallyAujeszky’s disease free (OADF) herds or equivalent are eligible for entry. Exhibitors are additionally advisedthat to be admitted to the showgrounds are to be eligible for exhibition all pigs must have undergone aspecially arranged serological test for Aujeszky’s and blue ear disease and a negative result obtained.Such pigs must be kept in isolation for a minimum period of 14 days prior to the blood sample beingtaken and remain in isolation until being brought to the <strong>Show</strong>grounds and exhibitors will be required tocomplete a declaration to that effect. Certificate of negative result must be produced at time of entry tothe <strong>Show</strong>grounds with the declaration of isolation. Pigs should be isolated on return to the farm and checktested before being re-introduced to the herd. Pigs will not be allowed to gain entrance to the <strong>Show</strong>groundsunless the necessary veterinary certificates are produced on arrival. Exhibitors will be responsible for thecost levied by the Department of Agriculture for the processing of these tests.77. PEDIGREE DETAILS (BRITISH PIG ASSOCIATION). Pedigree details of pigs entered will not appear in thecatalogue and are not required at time of entry. Particulars of pigs must be produced to stewards on arrivalas ear numbers will be checked with the BPA to confirm age and ensure eligibility for the class entered.HORSES and PONIESSee also regulations and instructions to exhibitors (general)79. No entry will be accepted unless the colour and sex of the animal are stated on the entry form.82. All horses entered must be the bona fide property of the person in whose name the entry is made.83. The ages of all horses competing to be calculated from 1st January, except in the case of yearlings, whenthe date of birth must be given at the time of entry. The age of three year old horses entered in the breeding& young stock section will be verified before entering the judging ring and the age of four year old horsesentered in the hunter section will be verified by a veterinary surgeon when the exhibits are lined up in thejudging ring.84. Each exhibitor of a horse, for which a prize has been awarded, must be prepared, when required by theCouncil, to make a statutory declaration that the conditions and regulations affecting such horse have beencomplied with, otherwise the prize shall lapse to the Society.85. Passports must accompany all horses and be available for inspection. Horses without passports will not bepermitted into the showgrounds.ELIGIBILITY OF RIDERS86. In order to establish that riders of ponies are of the correct age for the class entered it will be theresponsibility of the exhibitor to ensure that the birth certificate of the rider is available for inspection by thestewards if requested. Riders to be correct age for the height of the pony.NUMBERS87. Back numbers, corresponding with the catalogue number of the animal will be provided, and must be wornby the grooms or riders, at all times, or in the case of harness horses, on the back of the carriages.114 115


HEALTH DECLARATION & VACCINATIONS88. Exhibitors in the equine section must make a written declaration to the effect that each animal entered bythem is free from contagious or infectious disease including equine influenza. No animal will be admittedto the <strong>Show</strong>grounds without such declaration. In addition, each animal will be examined, on arrival at the<strong>Show</strong>grounds, by a veterinary surgeon appointed by the Society, before being permitted to occupy its loosebox or at any other time during the <strong>Show</strong>.89. Vaccination against equine influenza - All exhibits (except foals under six months of age) must be properlyvaccinated against equine influenza in accordance with the rules laid down by the FEI and the necessaryveterinary certificate to be available for inspection on arrival at the <strong>Show</strong>grounds or at any other time duringthe <strong>Show</strong>.RANDOM DOPE TESTING90. The Society reserves the right to drug test any exhibit on the Society’s premises and/or take blood/urine samples from any such exhibit. Should the sample taken prove positive on analysis for a prohibitedsubstance, the exhibit will be disqualified.91. The Society will carry out random dope tests at this years <strong>Balmoral</strong> <strong>Show</strong>.GROOMSa. The selection of animals for testing is to be decided by the chairman of horse committee and the refereejudge and they will decide, in advance of the <strong>Show</strong>, the classes and placing to be tested.b. Tests will be carried out by the Society’s appointed veterinary surgeon and a steward will accompany theveterinary surgeon when tests are being taken.92. If any groom be absent from his horse at the time of judging, the horse will be liable to be excluded fromcompetition.DRESS93. Each rider and groom must be correctly dressed and riders of exhibits are required to wear protectiveheadgear at all times when the exhibits are being ridden. All exhibitors are encouraged to wearrecommended protective headgear to BSI standard with chin strap but in the working hunter horse classesand in the ridden and working hunter children’s pony classes, exhibitors must wear a riding hat complyingwith the current British standard with safety harnesses fitted and correctly fastened. This will apply both inthe judging ring and in practice/warm up areas. For ridden and working hunter ponies this will also applyat any other time when ponies are ridden within the <strong>Show</strong>grounds. Exhibitors not complying with thisregulation will be disqualified.STABLING/BEDDING94. Loose boxes (3m x 3m). If Clydesdale horses require a stable it must be booked with their entry at a cost of£25.00. Stables will be bedded with Allbed Equine Shavings additional shavings can be bought at a cost of£5.00 per bale.95. Grooms in charge of horses remaining in the <strong>Show</strong>grounds overnight must be in attendance at 7am eachmorning to clean out the loose boxes.97. No horse may be stabled in a loose box other than that allocated to it by Society officials.98. No horse will be allowed out of its loose box, except by order of one of the stewards of the class, or a seniormember of staff.EXERCISING99. Ridden horses will be allowed to exercise in the defined exercising area in ring 1 provided the chief stewardor senior staff are satisfied that the ground is in fit condition.100. Led horses will be allowed to exercise in the defined exercising area in ring 2 before and at the conclusionof judging.101. The exercising of horses in the main arena is strictly prohibited.102. The exercising or examination of horse on the paths or roadways is strictly forbidden.PARADES103. A parade of prizewinning horses will take place the Arena on Thursday, 16 May at the time stated in theprogramme and, in addition to the champion and reserve champion first, second and third prizewinners insections listed below are required to parade.Breeding & Young Stock, Hunters, Cobs, Coloured horses, Riding Horses, Celebrity racehorse to riding horse,Children’s Ponies Ridden, Connemara Ponies showing.104. On Friday 17 May there will be a parade of prizewinning Clydesdale horses in the arena at the time stated inthe programme with the champion, reserve champion and first three placed exhibits in each class requiredto participate. Exhibitors will be advised of the collection arrangements for parades at the time of thepresentation of class prizes.105. If an animal be absent from a parade without good reason, the exhibitor is liable to forfeit the prize or prizeswon by the animal.MEASUREMENT OF HORSES AND COBS106. Horses in classes 37 & 38 and all cobs not in possession of a JMB current measurement certificate issuedin Northern Ireland or a current SJAI measurement certificate will be measured prior to being permitted tocompete. All measurement certificates must fully identify the animal to which they relate and must show thatthe measurement has been made by a veterinarian appointed by the issuing authority and a measurementcertificate relating to any animal aged eight years or under must show that the measurement has been madein the current calendar year. Horses and Cobs shall be measured [1 cm being allowed for shoes] in a naturalposition to the satisfaction of the official measurer and shod as exhibited on the day. No person but theofficial measurer will be allowed to measure any animal.MEASUREMENT OF PONIES107. Ponies not in possession of a JMB current measurement certificate issued in Northern Ireland or a currentSJAI or IPS measurement certificate or a certificate issued or approved by the FEI or issued by a nationalfederation affiliated to the FEI or a certificate issued by a Society or scheme approved by such nationalfederation will be measured prior to being permitted to compete. Ridden ponies not in possession of therequired measurement certificate are to be measured between 7.30am and 8.30am, and working hunterponies between 11.00pm and 12.00noon. All measurement certificates must fully identify the animal towhich they relate and must show that the measurement has been made by a Veterinarian appointed by theissuing authority and a measurement certificate relating to any animal aged eight years or under must showthat the measurement has been made in the current calendar year, provided that all valid FEI life certificatesshall be accepted. All ponies without measurement Certificates which comply with this regulation, the heightof which is relevant to their eligibility will be subject to measurement by the Society’s veterinary surgeonson the day of competition and shall be measured [1cm being allowed for shoes] in a natural position to thesatisfaction of the official measurer and shod as exhibited on the day. No person but the official measurerwill be allowed to measure any animal.FARM CARTS108. The vehicles, harness, and other apparatus will be taken into consideration by the judges.TACK109. Exhibitors of ridden ponies are not obliged to use double bridles.110. To ensure that the exhibitors have full control of horses, ‘bits’ should be worn at all times when leading orriding animals116 117


UNACCEPTABLE BEHAVIOUR111. Forms of cruel, inhumane or abusive treatment of horses or ponies, including, but not limited to, the variousforms of rapping, are strictly forbidden in all areas of the <strong>Show</strong>grounds.NOTESREFUNDS112. Where an animal is cancelled there will be no refunds.POULTRY and PIGEONS, EGGS, RABBITS & CAVIESSee also Regulations and Instructions to Exhibitors (General)113. Arrival of exhibits poultry & pigeons eggs, rabbits & cavies. Birds may arrive at the <strong>Show</strong>grounds onTuesday, 14 May between 2.00pm and 8.00 pm hall to be cleared by 8.30pm. No entries will be permittedto be delivered on Wednesday morning, the day of judging.All birds should be delivered in proper containersArrival of decorated eggs. Monday 13 May from 5.00pm and 7.00pm. No entries will be permitted to bedelivered on Tuesday morning the day of judging.114. Removal of exhibits. No exhibit may be removed until the close of the <strong>Show</strong> except on the written authorityof the chief steward. The poultry marquee and rabbit marquee will be closed to the public at 8.00 pm onFriday, 17 May, and exhibitors should collect their exhibits before 8.30pm on Friday evening or Saturdaymorning between 10.00am 12.00 noon. (Exhibits may be placed in hampers from 7.30pm on Fridayevening].115. RABBITS - entry limit. Entries will be restricted to the first 100 rabbits.116. Any rabbit with evidence of nasal discharge will be liable to be excluded from the show.117. Exhibitors of rabbits must supply an adequate amount of water for their rabbits for the duration of the <strong>Show</strong>.118. Exhibit number - Exhibit numbers will be supplied and must be securely fastened to each exhibit.119. Restricted access during judging - During judging, access to the poultry marquee and rabbit marquee willbe restricted to judges and stewards.120. Exhibitors in the poultry section will not be permitted to place any advertising or evidence of ownership ofexhibits on their cages.121. ‘For Sale’ signs are not permitted on pens of exhibits.122. Vaccinations required. Unhealthy birds forwarded for exhibition will be returned immediately to theexhibitor, and the entry fee paid forfeit. It is recommended that all birds entered for the <strong>Show</strong> are vaccinatedagainst Newcastle disease. All pigeons entered must be vaccinated with the paramyxo vaccine not less than2 weeks before the date of the <strong>Show</strong> – certificates of vaccination must be produced to the chief steward onarrival at the poultry hall.123. Feeding of exhibits. The exhibits will be fed by the exhibitor, steward or an appointed competent person.Under no circumstances will any person be allowed to interfere with an exhibit, without the permission of thestewards.124. Exclusion of liability. The most careful arrangements are made for the proper accommodation of allexhibits, but any loss or damage sustained , whether arising from accident, fire, wrong delivery, or fromany other cause must be borne by the exhibitors, the exhibits being penned and exhibited at the exhibitorsown risk.125. Disposal of eggs laid - To minimise any risk of disease spread, all eggs laid by exhibits will be destroyed.126. Fraudulent practices. The judges will be instructed to disqualify and report to the chief steward any exhibitwhich they may detect to have been artificially trimmed, coloured, [except minorcas] or otherwise unfairlydealt with.127. Exclusion of liability. The most careful arrangements are made for the proper accommodation of allexhibits, but any loss or damage sustained , whether arising from accident, fire, wrong delivery, or from anyother cause must be borne by the exhibitors, the exhibits being penned and exhibited at the exhibitors ownrisk. In no case will the Society be responsible for the safe delivery or dispatch of exhibits.118 119
