They have chained themselves to each other and to a large drum filledwith concrete. GSA controls the permits and has asked FPS not to enforce the curfew at thepark and the prohibition on overnight encampments. Reporters are asking if FPS will bearresting folks as they did last week. Portland PO is telling reporters it's FPS' decision(though the jurisdiction over the park is jointly shared by FPS, the City of Portland and theState of Oregon.)I've spoken to the FPS CDR on the ground and he says they are standing down and followingGSA's request to only intervene if there is a threat to public safety until they hereotherwise from DHS.Looping you in as this seems to be an operational question more that a comms question.Obviously, any decision on posture towards protesters setting up camp in federal parks willhave ramifications for Occupy Portland and for protests in other cities.
