EXECUTIVE SUMMARY AND RECOMMENDATIONWe have reviewed <str<strong>on</strong>g>the</str<strong>on</strong>g> informati<strong>on</strong> provided <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Learning C<strong>on</strong>figurati<strong>on</strong>s and FacilityStudy Committee by Great Nor<str<strong>on</strong>g>the</str<strong>on</strong>g>rn C<strong>on</strong>sulting Group in May 2008 pertaining <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>closed sites, reviewed all deeds <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> properties <str<strong>on</strong>g>to</str<strong>on</strong>g> determine if any deed restricti<strong>on</strong>sexist for future uses, have investigated <str<strong>on</strong>g>the</str<strong>on</strong>g> reuse <strong>of</strong> many building comp<strong>on</strong>ents in <str<strong>on</strong>g>the</str<strong>on</strong>g>closed schools and spoken <str<strong>on</strong>g>to</str<strong>on</strong>g> legal counsel. Based up<strong>on</strong> this informati<strong>on</strong> and discussi<strong>on</strong>with our Central Office Team we make <str<strong>on</strong>g>the</str<strong>on</strong>g> following recommendati<strong>on</strong>.It is <str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> administrati<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g> five closed school buildings bedemolished. The reas<strong>on</strong>s are as follows:1. All <strong>of</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> sites are z<strong>on</strong>ed residential <strong>of</strong>fering very limited reuse opportunities for<str<strong>on</strong>g>the</str<strong>on</strong>g> buildings. Fairview c<strong>on</strong>tains a deed restricti<strong>on</strong> citing <strong>on</strong>ly residential use if<str<strong>on</strong>g>the</str<strong>on</strong>g> site is not used for elementary school purposes. Wooddale, located within asubdivisi<strong>on</strong> and <strong>on</strong> a residential street, does not meet <str<strong>on</strong>g>the</str<strong>on</strong>g> City <strong>of</strong> Farming<str<strong>on</strong>g>to</str<strong>on</strong>g>nHills requirements for a special land use since it is not <strong>on</strong> a major or sec<strong>on</strong>darystreet. William Grace is a site <str<strong>on</strong>g>the</str<strong>on</strong>g> District may want <str<strong>on</strong>g>to</str<strong>on</strong>g> retain for a new school in<str<strong>on</strong>g>the</str<strong>on</strong>g> future. It also c<strong>on</strong>tains a deed restricti<strong>on</strong> limiting its use <str<strong>on</strong>g>to</str<strong>on</strong>g> residential.Flanders ro<strong>of</strong> is currently leaking in <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>of</strong>fice area and needs a good porti<strong>on</strong> <strong>of</strong>its ro<strong>of</strong> replaced as so<strong>on</strong> as possible in order <str<strong>on</strong>g>to</str<strong>on</strong>g> avoid more damage. Eagle,although z<strong>on</strong>ed residential, could have o<str<strong>on</strong>g>the</str<strong>on</strong>g>r potential that may be permitted by<str<strong>on</strong>g>the</str<strong>on</strong>g> West Bloomfield Township Z<strong>on</strong>ing Ordinance.2. We would like <str<strong>on</strong>g>to</str<strong>on</strong>g> remove all <strong>of</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> casework installed with <str<strong>on</strong>g>the</str<strong>on</strong>g> 1997/99 b<strong>on</strong>dissues from <str<strong>on</strong>g>the</str<strong>on</strong>g> five closed schools and relocate it where it is much needed atPower and Warner Upper Elementary <strong>Schools</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> provide classroom s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage forteachers. Once this need is met, O.E. Dunckel and East Middle School whosecasework is original <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir c<strong>on</strong>structi<strong>on</strong> in 1957 and 1963, would receive <str<strong>on</strong>g>the</str<strong>on</strong>g>remainder, if any. Estimated cost <str<strong>on</strong>g>to</str<strong>on</strong>g> install is $215,000. Estimated savings is$150,000 <str<strong>on</strong>g>to</str<strong>on</strong>g> $170,000.3. We would like <str<strong>on</strong>g>to</str<strong>on</strong>g> salvage <str<strong>on</strong>g>the</str<strong>on</strong>g> two boilers from Flanders and Wooddale and <str<strong>on</strong>g>the</str<strong>on</strong>g>chiller from William Grace for parts which are highly expensive. We are alreadyin <str<strong>on</strong>g>the</str<strong>on</strong>g> process <strong>of</strong> relocating <str<strong>on</strong>g>the</str<strong>on</strong>g> chiller from Wooddale <str<strong>on</strong>g>to</str<strong>on</strong>g> Highmeadow.4. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r items such as, but not limited, <str<strong>on</strong>g>to</str<strong>on</strong>g> circulating pumps, fob readers, glassbasketball backboards, clock systems, white boards, gym lighting at Eagle andenergy management c<strong>on</strong>trols could be salvaged for reuse in <str<strong>on</strong>g>the</str<strong>on</strong>g> District.5. We have already supplied <str<strong>on</strong>g>the</str<strong>on</strong>g> new classrooms at Warner and Power withunivents from Eagle and MTC, and casework from Eagle. Also, FCS and Forestreceived casework for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir added classrooms.6. Once <str<strong>on</strong>g>the</str<strong>on</strong>g> above items are ‘recycled’ in<str<strong>on</strong>g>to</str<strong>on</strong>g> our existing schools, especially <str<strong>on</strong>g>the</str<strong>on</strong>g>casework, <str<strong>on</strong>g>the</str<strong>on</strong>g> schools are not ideal sites for reuse and easy occupancy withoutextensive capital investment by a purchaser.7. The market for residential properties, <str<strong>on</strong>g>the</str<strong>on</strong>g> z<strong>on</strong>ing <strong>of</strong> all closed sites, is less thandesirable at <str<strong>on</strong>g>the</str<strong>on</strong>g> current time. Waiting for <str<strong>on</strong>g>the</str<strong>on</strong>g> residential market <str<strong>on</strong>g>to</str<strong>on</strong>g> turnaroundwhile holding <strong>on</strong><str<strong>on</strong>g>to</str<strong>on</strong>g> closed schools will create fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r deteriorati<strong>on</strong> <strong>of</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>3


8. The estimated cost <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish <str<strong>on</strong>g>the</str<strong>on</strong>g> 5 closed elementary schools is approximately$900,000. The estimated annual mothball expense is $111,500. We alsohad a several inquiries from individuals looking for school sites (see attached FormerInquiries). At <str<strong>on</strong>g>the</str<strong>on</strong>g> time, we indicated that we were not listing <str<strong>on</strong>g>the</str<strong>on</strong>g> properties and that wewere still planning moves and getting ready for school in <str<strong>on</strong>g>the</str<strong>on</strong>g> fall. The Michigan C<strong>on</strong>stituti<strong>on</strong> prohibits <str<strong>on</strong>g>the</str<strong>on</strong>g> District from disposing <strong>of</strong> property <str<strong>on</strong>g>to</str<strong>on</strong>g> aprivate entity, including a n<strong>on</strong>-pr<strong>of</strong>it, without c<strong>on</strong>siderati<strong>on</strong>. While c<strong>on</strong>siderati<strong>on</strong>does not have <str<strong>on</strong>g>to</str<strong>on</strong>g> be m<strong>on</strong>etary or can have multiple elements, sale <str<strong>on</strong>g>to</str<strong>on</strong>g> a privateentity without adequate c<strong>on</strong>siderati<strong>on</strong> c<strong>on</strong>stitutes a lending <strong>of</strong> credit.4. The District is not subject <str<strong>on</strong>g>to</str<strong>on</strong>g> most z<strong>on</strong>ing regulati<strong>on</strong>s, but a developer, buyer orlessee may not enjoy an exempti<strong>on</strong>.5. There are federal tax laws that, if triggered, could cause <str<strong>on</strong>g>the</str<strong>on</strong>g> District’s outstandingb<strong>on</strong>ds, if any, <str<strong>on</strong>g>to</str<strong>on</strong>g> become taxable. The <strong>on</strong>ly school this affects is Wooddale9


Mrs. VanDusen did indicate in separate corresp<strong>on</strong>dence <str<strong>on</strong>g>to</str<strong>on</strong>g> me that <str<strong>on</strong>g>the</str<strong>on</strong>g> District couldagree <str<strong>on</strong>g>to</str<strong>on</strong>g> sell or lease with <str<strong>on</strong>g>the</str<strong>on</strong>g> stipulati<strong>on</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g> District would have first right <strong>of</strong>repurchase if it were <str<strong>on</strong>g>to</str<strong>on</strong>g> be <strong>of</strong>fered for sale or lease. She indicates this is not a perfectsoluti<strong>on</strong> and could hinder <str<strong>on</strong>g>the</str<strong>on</strong>g> sale and <str<strong>on</strong>g>the</str<strong>on</strong>g> value <strong>of</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> site. A legal review would beneeded prior <str<strong>on</strong>g>to</str<strong>on</strong>g> any such lease or sale. This project proposes <str<strong>on</strong>g>to</str<strong>on</strong>g> replace this chiller with <str<strong>on</strong>g>the</str<strong>on</strong>g> more reliable70 <str<strong>on</strong>g>to</str<strong>on</strong>g>n Trane unit from Wooddale. We have had our Mechanical Engineer, MLSAssociates investigate both sites <str<strong>on</strong>g>to</str<strong>on</strong>g> assure <str<strong>on</strong>g>the</str<strong>on</strong>g> capacity is adequate and have had <str<strong>on</strong>g>the</str<strong>on</strong>g>manufacturer evaluate <str<strong>on</strong>g>the</str<strong>on</strong>g> chiller’s c<strong>on</strong>diti<strong>on</strong> at Wooddale. FPS has begun this project.O<str<strong>on</strong>g>the</str<strong>on</strong>g>r items for reuse-Such as, but not limited, <str<strong>on</strong>g>to</str<strong>on</strong>g> circulating pumps, fob readers, glass basketball backboards,clock systems, white boards, gym lighting at Eagle and energy management c<strong>on</strong>trols.11
