Continuity and Rupture: The “New CHP” or ‘What Has Changed in the CHP?’with the local province presi<strong>de</strong>nt and hisgroup, and worked against them. For thisreason, when we sat down to interviewparty lea<strong>de</strong>rs we found that the followingview prevailed: “In politics nobody isyour friend, or your enemy, forever” 7 .The spring of 2010 witnessedthe inception of a process thatwould lead to some significantchanges for Turkey’s ol<strong>de</strong>stpolitical partyThe CHP has been presenting itself for some time as a party going throughthe process of reform. In this paper, I would like to discuss the CHP within theparadigm of party individualization and “the political firm.” In what ways has theCHP ma<strong>de</strong> a break from its past? In what ways has it maintained consi<strong>de</strong>rablehistorical continuity? In short, just how new is the “New CHP?” Working fromWeber’s concept of the political firm, examining the CHP in this framework hasbecome even more crucial in light of the recent election results. 8 After all, theseelection results provi<strong>de</strong> a good indicator of just how convinced the public is of theCHP’s “renewal.”In this paper, I will be working from two reference points as I evaluate thecontinuities and ruptures displayed by the “New CHP”: election campaigns anddiscourse of the CHP, and organization and lea<strong>de</strong>rship. But before moving intomy analysis, it is worthwhile to provi<strong>de</strong> a short overview of what the CHP hasbeen up to for the past year and a-half. After all, these were the <strong>de</strong>velopments thatbrought about the claims of a changing “New CHP,” and its “changing i<strong>de</strong>ologicalaxis” to the fore.The spring of 2010 witnessed the inception of a process that would lead tosome significant changes for Turkey’s ol<strong>de</strong>st political party. Until this period, twoheavyweights dominated the party lea<strong>de</strong>rship, Chairman Deniz Baykal and GeneralSecretary Ön<strong>de</strong>r Sav. However, the competition between these two men forcontrol of the party’s organization had become increasingly apparent during thepast few years. In 2008, a new party charter 9 was passed. It reduced the GeneralSecretary’s authority, dividing his former areas of responsibility among a handfulof Assistant Chairmen. This <strong>de</strong>velopment was wi<strong>de</strong>ly interpreted as an attempt todilute Secretary Ön<strong>de</strong>r Sav’s weight in the party. Secretary Sav must have interpretedthese changes in much the same way, judging by how forcefully he resistedthe new amendments. 10 The previous charter stipulated consi<strong>de</strong>rable authority forthe General Secretary, shaping the contours of intraparty competition around theChairman and the General Secretary. Shifting alignments within the party couldbe sorted according to whether they were part of the Ön<strong>de</strong>r Sav faction or not.Of course, there were also groups who were disgruntled and exclu<strong>de</strong>d.
